Fanning, Director of Community Services Klaas Degroot, Treasurer Resolution #C-677-81 Moved by Councillor Hubbard, seconded by Councillor Prout THAT the minutes of the Council meeting held June 1 1981 be approved as read. "CARRIED" Mr. Frank Sutton, Vice-President of Oshawa Competition Motorcycle Club spoke to Council. He objected to the recommendation in Report #8 that permission to hold a Motocross in August 1981 be denied. He repeated previous submissions to Council that he could see no problems arising from the event. He stated that a similar event was being held at the Dagmar Ski Resort on Sunday and invited members of Council to attend and defer a decision until after Sunday. "CARRIED" Resolution #C-680-81 Moved by Councillor Prout, seconded by Councillor Taylor THAT the letter from Consumers' Association of Canada re Bell Canada increase application be received for information. "CARRIED" Councillor Hamre declared a conflict of interest in this item and took no part in the discussion. Resolution #C-681-81 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT Council concur with the resolution of the City of Mississauga relative to an Assessment Review Board and the following be advised: the Association of Municipalities of Ontario, the local provincial Members of Parliament, the Attorney General, the Minister of Revenue and Premier William G. "CARRIED" Resolution #C-683-81 Moved by Councillor Prout, seconded by Councillor Hubbard THAT Council concur with the request of the Bowmanville Lions Club in their letter of May 29 1981, and permission be granted for a bingo lottery and carnival bazaar on Friday, June 19 1981. "CARRIED" Resolution #C-684-81 Moved by Councillor Prout, seconded by Councillor Hamre THAT June 21 - June 27 1981 be proclaimed Senior Citizens' Week in the Town of Newcastle and that it be advertized according to Town policy. "CARRIED" Resolution #C-685-81 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the Planning and Development Committee Chairman's report of meeting held June 8 1981 be approved. "CARRIED" Resolution #C-686-81 Moved by Councillor Taylor, seconded by Councillor Prout THAT the Public Works Committee Chairman's report of meeting held June 9 1981 be approved, except for items 5 and 15. "CARRIED" Resolution #C-687-81 Moved by Councillor Taylor, seconded by Councillor Prout THAT item 5 of the foregoing report be approved. "CARRIED AS AMENDED" . . . Council Minutes Extension of Monroe Street, Newcastle Community Services Committee Zoning Amendment applications Handi- Trans it Van -4- June 15 1981 Resolution #C-688-81 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the previous resolution be amended by adding "Director of Public Works in co-operation with the Newcastle Hydro Electric Commission arrange to erect a simple barrier at the southerly limits of Clinton Street to prevent unauthorized wheeled vehicles entering the unopened road allowance." "CARRI ED" Mayor Rickard declared a conflict in item #15 as a shareholder in Durham Growers Co-Operative Limited and asked Councillor Hamre to take the Chair. Resolution #C-689-81 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT item 15 of the foregoing report be approved. "CARRIED" Mayor Rickard resumed the Chair. Resolution #C-690-81 Moved by Councillor Prout, seconded by Councillor Woodyard THAT the minutes of the Special meeting of Community Services Committee held June 4 1981 be received for information. "CARRIED" Resolution #C-691-81 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the Town Clerk's report re applications received from Syvan Developments and Mr. Sam Gust to amend zoning by-laws be approved. "CARRIED" Resolution #C-692-81 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT the Town Clerk's report regarding authorization to purchase 1981 van for the Handi-Transit program from Roy Nichols Motors Ltd. be approved. "CARRIED" Resolution #C-694-81 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the Building Progress report for the month of May 1981 be approved. "CARRIED" Resolution #C-695-81 Moved by Councillor Hamre, seconded by Councillor Taylor THAT Council endorse the recommendation in the Town Clerk's report dated June 12 1981;and that the application submitted by the Oshawa Competition Motorcycle Club to hold a Motocross during August 1981 be denied. Council Minutes Recess By-Law 81-76 Dori s Garrow Ontario Prope rty Tax Grant -6- June 15 1981 Resolution #C-697-81 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT there be a ten-minute recess. "CARRIED" Resolution #C-698-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT leave be granted to introduce By-Law 81-76 being a by-law to authorize the entering into an Agreement with Doris Garrow and that the said by-law be now read a first time. "CARRIED" Resolution #C-699-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the second reading of By-Law 81-76 be approved. "CARRIED" Resolution #C-700-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the third and final reading of By-Law 81-76 be approved. "CARRIED" Resolution #C-701-81 Moved by Councillor Prout, seconded by Councillor Taylor THAT the resolution regarding Ontario Property Tax Grant referred to in Resolution #C-664-81 be forwarded to the A.M.O. as amended. "CARRIED" The amended resolution reads as follows: WHEREAS the local municipality is required by authority from the Province to levy a mill rate on property; AND WHEREAS the assessment of property is a provincial respons i bil ity; AND WHEREAS the Province has recognized that a review of assessments is long overdue and is causing inequities and unfairness in the tax levy; AND WHEREAS the Province has recognized these inequities and has offered compensation by paying up to $500.00 in a tax rebate to Senior Citizens, and up to 50 percent of farm taxes; Council Mi nutes . . Sign By- 1 aw . -7- June 15 1981 AND WHEREAS the municipalities in Ontario have been recognized as a responsible body in the collecting of taxes for municipal and educational purposes; AND WHEREAS the Mayor, Members of Council and Staff of local government are called upon to explain this somewhat complicated and inequitable system; AND WHEREAS the Municipalities and the Province should work together to avoid duplication, and a credit on the tax bill would help to accomplish this; AND WHEREAS this would support the expressed goal of the Province by giving the local governments more authority; THEREFORE BE IT RESOLVED that the Province of Ontario enact legislation granting authority to the local municipality to credit the taxpayer with the amount of money that is now being paid by the Province of Ontario as an Ontario Property Tax Grant; AND BE IT FURTHER RESOLVED that the Province of Ontario make the payments directly to the Municipality in regular payments. This resolution be forwarded to Ontario Small Urban Municipalities, the Association of Municipalities of Ontario and the Rural Ontario Municipal Association, for their support. Resolution #C-702-81 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the resolution be further amended by adding "and a management allowance" after "granting authority" in the 7th paragraph, and Section 2 "of reducing costs" following "goals of the Province" and "February 28 and June 3rd" following after "two payments annually". "MOTION LOST" Resolution #C-703-81 Moved by Councillor Woodyard, seconded by Councillor Prout THAT no further notices of non-compliance with the provisions of the Sign By-law be processed, pending a review of the by-law by the Finance and Administration Committee and that the Committee review the by-law at their meeting of July 21 st 1981; and that a report with recommendations be prepared by the Committee for Council's consideration on Monday, July 27th 1981. Council Minutes Memori a 1 Park Pool By-Law 81-77 -8- June 15 1981 Resolution #C-704-81 Moved by Councillor Taylor, seconded by Councillor Hamre THAT the foregoing resolution be amended by adding that it be a joint meeting of the Planning and Development Committee and the Finance and Administration Committee at the first convenient date. "CARRIED" Resolution #C-705-81 Moved by Councillor Prout, seconded by Councillor Hubbard THAT the Community Services Department proceed with repairs to Memorial Park Pool as per Option #1 in the Community Services Director's report of May 27 1981. "MOTION LOST" The Chairman of the Public Works Committee announced a Special Meeting of the Public Works at 10:30 a.m. on Thursday, June 18 1981 in the Bell Building and invited all members of Council to be present. Resolution #C-706-81 Moved by Councillor Prout, seconded by Councillor Woodyard THAT leave be granted to introduce By-Law 81-77 being a by-law to confirm the proceedings of the Council of the Town of Newcastle at this meeting held on the fifteenth day of June 1981, and that the said by-law be now read a first time. "CARRIED" Resolution #C-707-81 Moved by Councillor Prout, seconded by Councillor Woodyard THAT the second reading of By-Law 81-77 be approved. "CARRIED" Resolution #C-708-81 Moved by Councillor Prout, seconded by Councillor Woodyard THAT the third and final reading of By-Law 81-77 be approved. "CARRIED" . . .
