"CARRIED" DELEGATIONS Margriet Kempers, 22 Quinn Drive, Bowmanville, L1C 3T1, appeared before Council to read a petition containing 19 signatures opposing the no parking signs that were placed on the north side of Quinn Drive for the following reasons: 1. Traffic travelling both east and west on Quinn Drive cannot see on coming traffic. Nor can they safely see children running between the cars from the park; 2. That these signs have been placed on Quinn Drive to accommodate the Bowmanville Soccer Association and that soccer games take place for two nights per week for approximately 2 - 4 hours. The needs of the residents of Quinn Drive have been neglected. Also there is, in fact, a parking lot on the west side of Waverley Public School. 3. Emergency Services vehicles would not be able to access fire hydrants on Quinn Drive. As a result of the signs being placed on the north side of the street emergency service vehicles would not be able to turn onto Quinn Drive from Waverley Road, Lawrence Avenue or Hillier Street during the course of a soccer game. 4. No parking signs have also been ignored by people attending soccer games. 5. When soccer games are taking place, Ms. Kempers cannot safely back out of her own driveway; 6. Several sections of the traffic by-law are violated during the course of every soccer game from May to September. Ms. Kempers circulated pictures of the area to Members of Council. Council Minutes - s - October 28, 2002 DELEGATIONS Janet Lange, 2 Shoreview Court, Bowmanville, L1C 3V2, appeared before Council requesting financial help for the Humane Society of Durham Region. Ms. Lange advised that funding is incredibly low and they are working towards accomplishing an unending source of income. The staff are funded by donations only. The facilities are run down and nothing is being done about it. Some of the animals are left alone in the dark at night. The electrical system does not work to properly light up over night. The building is rented and they hope in the future that they could buy their own facility. In the meantime the space needs major renovations. Ms. Lange circulated pictures and a wish list for the Humane Society. John O'Toole, MPP, Durham, 75 King Street East, Bowmanville, L1 C 3X2, appeared before Council and thanked them for the opportunity to work collaboratively on the federal electoral boundaries. He advised that he is not in support of the current proposal however he would be happy with the proposal if Brock was brought in. This proposal would recognize future growth. The Township of Brock, Township of Scugog and the Municipality of Clarington share community interests. Mr. O'Toole will be presenting a more comprehensive report to the Region of Durham on November 8, 2002. Mr. O'Toole requested clarification of whether Clarington wished to be in or out of the Greater Toronto Area. His recollection from 1995 - 1996 was that Clarington did not wish to be included in the Greater Toronto Area. Has this position changed? "CARRIED" Council Minutes - is - October 28, 2002 COMMUNICATIONS I - 18 Rick Johnson, Chair, Regional Works Committee, Region of E06.GE Durham, writing to Hydro One regarding the power supply service and ESA approval, traffic signal control devices. Since deregulation of the Ontario electricity market, the supply of power to a number of new traffic control signals and delays in the submission of the ESA inspection approval certificate have resulted in serious motor vehicle collisions, well after associated road improvements and the installation of the traffic signal control plant have been completed by Regional forces. The Works Committee is requesting that Hydro One and the Electrical Safety Authority (ESA) review their respective permit and work order process, to ensure the timely approval and the supply of power to new traffic control devices in the Region of Durham. Council Minutes - is - October 28, 2002 COMMUNICATIONS Resolution #C-558-02 Moved by Councillor Schell, seconded by Councillor MacArthur THAT Correspondence Item I - 35 be referred to the Director of Finance. "CARRIED" Correspondence Item D - 17 was received as a handout. Resolution #C-559-02 Moved by Councillor Rowe, seconded by Councillor Schell THAT the Correspondence Items be approved as per the agenda, with the exception of Items D - 7, and D - 10 to D - 17, inclusive. "CARRIED" D - 1 Dwight and Karen Short, advising Council that the crosswalk on T07.GE Trulls Road and Nash Road in Courtice is busy before and after school. About a year or two ago there was an extra lane made for parking, or dropping off children at school and they believe that it solved a couple of problems, but not all of them. Mr. and Mrs. Short suggest either installing traffic lights or widening the roads. (Correspondence referred to the Director of Engineering) D - 2 Gerald Dafoe, Chief Executive Officer, Canadian Public Health M02.GE Association, requesting Council to proclaim November 24 to December 1, 2002, as the Canadian HIV/AIDS Awareness Week and to proclaim December 1 as World AIDS Day. Canadian HIV/AIDS Awareness Week is a unique occasion when we can identify and examine the health, social, political, legal and economic realities of HIV/AIDS. The Canadian public needs to know that HIV/AIDS is still a crisis. By involving communities in AIDS awareness efforts and informing them of the disease's ongoing complexity within Canada, the groundwork is laid for new and better HIV prevention programs and foster understanding and support for people living with and affected by HIV/AIDS. (Proclaimed) Council Minutes - ~s - October 28, 2002 COMMUNICATIONS D - 3 Sid Ryan, President, CUPE Ontario, requesting Council to proclaim M02.GE October 30, 2002, as "Child Care Worker Appreciation Day", a recognition day for the many people who work providing care to children in the Clarington community. Many of these workers (usually women) work for low wages and little recognition for the important work they do. They provide us with care for our children - an essential service. (Proclaimed) D - 4 Suzanne McCrimmon, Economic Development Manager, Clarington Board of Trade, requesting a joint partnership in the Business Retention and Expansion project. Business Retention and Expansion (BR &E) is an action-oriented and community-based approach to business and economic development. It promotes job growth by helping communities learn about issues and concerns of, as well as opportunities for, local businesses and set priorities for projects to address these needs: Ultimately, communities will have greater success in attracting new business if existing businesses are content with local economic conditions and community support. (Correspondence referred to the Chief Administrative Officer) D - 5 Julie Siciliano, requesting Council to erect lights at the park directly R05.GE opposite her house on Varcoe Road, for security reasons. This park contains a baseball diamond, a large open field and two small parkettes. It has been a late night meeting place for groups of people (often teenagers and young adults) to drink liquor, smoke/ingest drugs and light fires in public garbage cans. The fact that the park is unlit at night makes it a perfect spot for these individuals to engage in these illegal activities. The Durham Regional Police are aware of these activities and occasionally drive through the park at night or fly overhead by helicopter as an attempt to enforce security and order. As a local resident, she is concerned that these kinds of activities are taking place in such close proximity to where she lives. It is unsafe for her or her teenage children to walk through the park at night and she feels insecure going to sleep at night knowing there are intoxicated teenagers across the street. (Correspondence referred to the Director of Operations) Council Minutes - i6- October 28, 2002 COMMUNICATIONS D - 6 W. Kay Lycett on behalf of Wade Puk, requesting Council to legally T09.PU close a portion of Maynard Road that is not presently maintained by the Municipality. Mr. Puk resides at 7437 Maynard Road, Orono, which is a residential property fronting on the east side of a portion of Maynard Road which is not presently being maintain by the Municipality as a public road. (Correspondence referred to the Director of Engineering) D - 8 Janet Lange, Humane Society of Durham Region, requesting F11.GE Council for financial support. Ms. Lange is a volunteer with the Humane Society of Durham Region. The facility that the Humane Society uses is in need of repair. The building does not have a proper ventilation system, and the lighting system is disgraceful in most areas. At night most of the animals are left in the dark because the night lights do not work. There is also not enough space for all the animals and, on average, they have to turn away 2 - 3 dogs per week. Recently the wagon they use to transport donated food and any large abandoned or abused animals to the shelter had broken down for good. They cannot afford to fix it. They are in need of desperate help financially, not just to make the place look good but to keep it running up to par and to keep the cycle of adoption and awareness going. (Advise of municipal grant policy) D - 9 Local Spiritual Assembly of the Baha'is of Clarington, requesting M02.GE Council to proclaim the week of November 6 to 13, 2002, as Unity in Diversity Week. This proclamation has been supported by the Baha'is of Clarington for the past nine years and has had the Council's approval before. They are also requesting approval to hang a banner. The activities that are celebrating this event is a source of promoting the Oneness of Humanity as well as eradication of prejudice. (Proclaimed and permission granted to erect Unity in Diversity Week banner in the Municipality of Clarington) D - 7 Daniel Millette, requesting Council to build a permanent skateboard M04.GE park in Courtice. Mr. Millette is a 15 year old who loves to skateboard but he would be more interested in skateboarding if he had more designated areas. He is aware that there is a skateboard park in Bowmanville and that there is a mobile one but it would be a lot easier to have a skateboard park in Courtice. Some people think that they are up to no good, that is not true, some people ruin it for others. Council Minutes - r~- October 28, 2002 COMMUNICATIONS Another solution could be to pave a flat parking lot with wooden ramps bolted down or perhaps some concrete ramps, curbs and other things they could use. Resolution #C-560-02 Moved by Councillor Schell, seconded by Councillor Rowe THAT Correspondence Item D - 7 be referred to the Director of Engineering. "CARRIED" D - 10 Allan Gotlieb, Chairman, Ontario Heritage Foundation, inviting M02.GE Council to participate in the Ontario Heritage Foundation's Young Heritage Leaders Program 2002. Now in its third year, this London Life-sponsored program provides opportunity to recognize young people, 18 years old and under, who have made significant contributions to community heritage preservation. The nomination deadline is Monday, December 16, 2002. Resolution #C-561-02 Moved by Councillor Rowe, seconded by Councillor Trim THAT Correspondence Item D - 10 be referred to the Municipal Clerk to place an ad in the local newspaper; and THAT a copy be forwarded to the Clarington Youth Advisory Committee. "CARRIED" D - 11 Evelyn Rozario, President, Orono BIA, requesting Council to F11.GE provide the Orono BIA with an interest free loan of $3,500.00 to be paid back over the next five years. The Orono BIA is currently in the process of having their Christmas Wreaths for the main street refurbished. They have been using these light fixtures for the last 12 - 15 years and they need to be reworked. The work has been quoted at $5,000.00. "CARRIED" Councillor MacArthur provided Council with comments regarding Clarington's participation at the fusion energy conference in Lyon. The trip was a very worthwhile exercise and contributed greatly to Clarington's Iter bid for all the reasons given in the official report. One thing the presentation was lacking, however, was participation of federal or provincial officials, which would have indicated some support from those levels of government. Our booth on the floor of the conference was well put together and attractive, however, he felt it concentrated too much on the technical aspects of the tokamak and not enough on the socio-economic and geographic features. Council Minutes - 2s - October 28, 2002 REPORTS The assembled scientists wanted to know more about geography, climate, housing prices, educational opportunities, recreational facilities, health care, religious and ethnic communities. Councillor MacArthur recommended that for the next presentation of this nature information on all the above, complete with good maps, be a more prominent part of the display. After a lengthy discussion with Alex Shepherd, he would recommend to Iter that they set up meetings with Mr. Shepherd to devise a strategy for increasing the federal involvement.
