Vice Chairperson, Andre O'Bumsawin called the meeting to order at 7:00 pm

3. Applications
3.1 A2017-0048 Applicant: Independent Project Managers Inc.
Owner: Tim Need -New View Holdings Inc.
50 Martin Road, Bowmanville
Part Lot 14, Concession 1

Agent, Adam Brady made a verbal to the Committee regarding the application. The
explanation for the proposed variance was similar to what was outlined in the Staff
report prepared for this application. There were graphics displayed, to provide a more
visual context of the proposal to the Committee.
Member, Shelley Pohjola asked the Agents if they had reviewed the letter provided by
the Region. And if so , requested clarification on whether it is a requirement of the
"Conditional Letter of Commitment" for this project that they have the minor variances
approved.
Agent, Denis O'Connell responded t hat the "Conditional Letter of Commitment" is more
related to timing of construction and less related to the building site and other aspects
such as the minor variance .
Member, Gord Wallace requested further information on background studies, research
and examples used to support the requested reduction in number of parking spaces.
Agent, Denis O 'Connell described another project recently completed in Oshawa with
less parking and a similar amount of units. He further , described the average parking
requirement for affordable housing units is 0 .25 to 0 .55 spaces per unit. In this
application they are varying to 0.88 spaces per unit, more than the average .
Member, Gord Wallace asked for clarification on whether the parking is designated or is
it all just regular parking .
Agents , Adam Brady and Denis O 'Connell explained that there will be a certain number
of parking spaces dedicated specifically to those who are members of CMHA,
employees of the building , visitor parking and tenant park ing.
Member, Gord Wallace asked the planner about the amount of accessible spaces being
provided.
Planner, Amanda Watson clarified that of the 67 spaces being proposed, four will be
accessible parking spaces. For 67 parking spaces , Zoning By-law 84-63 only requires
three accessible parking spaces. The proposal exceeds the zoning by-law requirements
for accessible parking spaces .
Member, Shelley Pohjola asked the planner to clarify why the Region's attached letter
states "57 spaces", when the proposal is for 66 parki ng spaces .
Planner, Amanda Watson clarified that the orig inal submission had only 57 spaces .
However, Staff and the applicant have been working t ogether arid have updated the site
plan to include an additional 9 spaces , resulting in a total of 66 parking spaces
proposed . The letter provided by the Region was written after reviewing the initial
submission .
Member, Shelley Pohjola commented on Section 9.6 of the staff report which states
"visitor parking ", the word visitor should be deleted.
Planner, Amanda Watson noted the error.
There were no furthe r questions from the Committee o r members of the public in
objection or support.
Moved by Shelley Pohjola , Seconded by Gord Wallace .
"Based on our review of the application , all verbal comments received and the agency
comments submitted , the application is deemed mino r in nature , is considered desirable
for the appropriate development and use of the land and maintains the general intent
and purpose of the Zoning By-law and the Official Plan. The application to permit the .
development of a four-storey , 75-unit affordable housing development by and reducing
the minimum required land dedication from approximately 0.6 hectares to 0.52 hectares
and reducing the minimum number of required parking spaces from 95 to 66 spaces is
approved ."

3.2 A2017-0049 Applicant: 1494339 Ontario Ltd./ Foley Group

Applicants, Robert and Elizabeth Taylor made a verbal presentation to the Committee
regarding the application. The expla nation for the proposed variance was similar to what
was outlined in the Staff report prepared for this application.
There were no questions from the Committee or members of the public in objection or
support .
Moved by James Vinson, Seconded by Shelley Pohjola.
"Based on our review of the application, all verbal comments received and the agency
comments submitted, the application is deemed minor in nature, is considered desirable
for the appropriate development and use of the land and maintains the general intent
and purpose of the Zoning By-law and the Official Plan. The application to permit the
construction of a sun room addition to the rear of a single detached dwelling by
increasing the maximum permitted lot coverage from 40% to 45% and by reducing the
minimum required rear yard setback from 7.5 metres to 7.3 metres is approved."

4. Adoption of Minutes of Previous Meeting
Moved by Shelley Pohjola, seconde d by James Vinson.
"That the minutes of the meeting of the Committee of Adjustment, held on August 10,
2017 be approved."
5. Other Business:
• Appeal date for the foregoing applications is September 27, 2017.
• Next Meeting of the Committee of Adjustment is September 28, 2017.
• Attachment for A2017-0048 was not received when comments were sent to
Committee members prior to the meeting.
• Agenda should be updated to correct the application number from A2018-0049 to
A2017-0049.
• Section 9.6 of the staff report which states "visitor parking", the word visitor
should be deleted from Application A2017-0048
