SUBJECT: Rural Ontario Municipal Association Annual Conference
February 8 - 10th, 1982
RECOMMENDATION:
That this report be received for information.
This was the occasion of the 50th Anniversary of an organization
of rural municipalities. It was the first conference of rural municipalities
as a rural section of the new municipal organization, the Association
of Municipalities of Ontario which stated on January 1st, 1982. The
attendance and participation was at room capacity.
FEATURE:
"Open Forum on the Ministers of the Ontario Cabinet"; twelve (12)
were present headed by Premier William Davis.
Highlights:
The Minister of Municipal Affairs and Housing expects that the
new Planning Act will be approved when the reaction of input to
the Committee has been finalized.
The Minister of Agriculture expect the criteria for Tile Drainage
Loan funds will be allocated when information requested from the
Clerks has been received.

The Minister of Transportation and Communications expects an
increase of 7 percent in total allocation of MTC subsidy over last
year. In his opinion, the via rail service Pontypool- Havelock -
Toronto is an inter -city rail line, and he is opposed to discontinuing

this rail service.
The Minister of Health indicated that there is an overlap in the
care of the elderly between health and social services. He is
trying to find some way to rationalize the differences between

FEATURE:
nursing homes, extended care in homes and hospital care.
The Minister of Education advises that a special committee is
examining the role of a teacher on a board and the "Conflict of
Interest Act". She advised that Bill 82 provides for great
advantages for the gifted children and the handicapped children
at both ends of the educational spectrum. School Boards are
receiving significant increases in funding to meet the cost
of this program and it should not be a loan on the taxpayer.
The Minister of Transportation and Communications proposed
eliminating preferential license fees on municipal vehicles
because it is unfair to compare hauling costs on trucks owned
by a municipality and trucks owned by private enterprise when
rates are different.
The Minister of Municipal Affairs and Hobsing also advised
that the three-year Council term will be implemented before
the November 1982 election.
Mr. Rusty Russel, a solicitor from Orillia spoke on "Out of
the Frying Pan into the Fire". A developer gives a Letter
of Credit to a Municipality for Road Construction ---------
------------------------ CAUTION.
What is a Letter of Credit? It is a promissory note from the
Bank and acts like an insurance policy.
"Rusty Russel much prefers a Letter of Credit to any other type
of security".
The advantages are:
- to guarantee the job gets done.
- to protect the existing taxpayer.
- to give security for roads in a subdivision and may be in
lieu of lot levies and other extended services.
- to give security that all the small things on a development
or subdivision get done.
- so the Municipality will not have to get involved with a third
party in a performance bond (ie. insurance company).
The procedures to follow with a Letter of Credit:
- insist on a renewable Letter of Credit.

- provide for inflation of construction costs.
- read carefully and check all small print.
- use "attached" blank Letter of Credit from to protect the
Municipality best.
- beware the International Letter of Credit, a standard bank
form. Do not accept anything less than can be provided on
the attached form.
- you must be able to cash the letter on "default of works not
being done".
- Use Horse Sense (this is what keeps horses from betting on
what people do).
FEATURE:
Dr. Donald A. Chant, the Chairman and President of Ontario Waste
Management Corporation gave the address attached herewith.

The Town of Newcastle's resolution requesting the tax rebate
function be given to the Municipality was defeated.

Mr. Delbert O'Brien, the Chairman of Ontario Drainage
Tribunal spoke on "Erosion of the Rural Community in Ontario", and copies
of this address are forthcoming.
FEATURE:
These are the highlights of the address given by the Honourable James
Snow, the Minister of Transportation and Communications:
- funds in short supply.
- bridge evaluation terms now in place to determine repair
or replace.
- changes in road subsidy format coming and announcement to be
made at the Good Roads Convention.
- subsidy will be based on Needs Study and resources available.

- staff will meet with every municipality to discuss their
subsidy format.
- propane cars have cut operating costs by one-half.
