The workshop will focus on the grant application form recently revised by the N.C.S.P.B, and approved by Council. I have attached an agenda for your information. To give you a bit of background - all community groups and organizations requesting funding or other financial assistance from the Town must now submit their requests to the N.C.S.P.B, who in turn, shall make a recommendation with or without mod- ification to Town Council. (A brief history and mandate of the N.C.S.P.B. is also attached for your information.) We have invited each organization to send one representative to participate directly in the workshop, while other members are welcomed to attend (without direct participation). We think you may find this a very informative meeting, and look forward to having you join us. The N.C.S.P.B. evolved out of the Town of Newcastle Culture and Recreation Master Plan completed in the summer of 1983. Copies of the Master Plan are available at the Community Services Department Offices. The Town Council formally established the N.C.S.P.B. Mar. 12/84. The N.C.S.P.B. has as its operational mandate the following six principles: I. to make a strong commitment to community -wide leisure resources planning; 2. to serve as a forum for the exchange of ideas and the discussion of problems with the goal of eliminating existing feelings of "parochial favourtism"; 3. to develop an understanding of heirachical servicing structures related to both local and Town -wide leisure needs; 4. to serve as the principal strategic decision making body related to the provision and development of future recreation resources and to make recommendations to Town Council in this regard where necessary; 5. to develop an understanding of municipal budgetting procedures and an appreciation of the finite nature of Town finances; 6. to act as a liaison between the first and third tiers of the local leisure delivery system and to assist in the dissipation knowledge and information related to the recreational planning process. Some of the boards responsibilities are as follows: I. the achievement of the principles, goals, objectives, and recommendations of the Town of Newcastle Culture and Recreation Master Plan; 2. continual liaison with both local and town -wide tier one groups, clubs and associations in order that their needs and interests may be incorporated in the planning process; 3. the submission and discussion of budgets for all operating and capital items in co-operation with the local Nall Boards, local Athletic Boards, Arena Boards, and Park Associations; the identification of sources of funding assistance; and the submission of funding applications either autonomously or with the Town.
