Mayor Rickard and Members of Council: -
The following is a report of the meeting of the Community Services Committee
held on July 17, 1978:
1. Agreement- Jaycees, Kinsmen and the Town re Soper Creek Park
It was recommended that the Agreement, as amended, be put on the Council
Agenda for August 14, 1978 and discussed at the Community Services
Committee Meeting in the afternoon. (Agreement attached).
2. By -Law to Establish the Orono Arena as a Community Centre and to Establish
a Board.
It was recommended that the by-law to establish the Orono Arena as a
Community Centre in accordance with the Community Recreation Centres
Act, 1974, and to provide for the establishment of a Community Centre
Board, as amended, be forwarded to Council. (See By -Laws)
3. Snow Fence - Memorial Park
It was recommended that the recommendation of the Director of Community
Services that a snow fence be erected at Memorial Park for the playoffs
for the Bowmanville Men's Town Softball League, be endorsed.
4. Public Swimming
It was recommended that the hours of public swimming be extended _
for one evening a week for 8 weeks at an approximate cost of $560.
for the three pools provided it can be accommodated in the Recreation
Budget.
5. Appointments - Fire Station #2, Village of Newcastle
The following appointments at Fire Station #2 were recommended to Council:
District Deputy Chief - Alfred Alldread (former Captain)
Captain - Ronald Potter (former firefighter)
Captain - Donald Holmes (former firefighter).
6. Fire Prevention Display Booth at Orono Fair
It was recommended that the Newcastle Fire Department in conjunction with
Fire Station #3, Orono operate a Fire Prevention and Fire Safety display
booth during the Central Agricultural Fair at the Orono Fair Grounds on
September 8th and 9th, 1978.

7. Fee Structure — Orono Town Hall
It was recommended that Resolution FCS -163-78 be forwarded to Council
for approval.
Res. #CS -163-78 reads as follows:
THAT the following fee structure for rates at the Orono Town Hall be
recommended to Council and, if a Board is appointed, it be given to
them for comment, if not, the fee structure go to Council and be
effective on August 1, 1978:
Facility Residents Non -Residents
Auditorium $30.00 $40.00
(morning, afternoon, evening)
Card Club $500.00 yearly
January 1st to December 31st
Bowmanville Jaycees
Office & Meeting Room $300.00 yearly (January 1st to Dec. 31st)
Meeting Rooms.
8. Playground Equipment - Solina
It was recommended that the Director of Community Services see if he can
accommodate $300, in his budget for playground equipment in Solina.
