Hobbs, Member Councillor Maurice Prout, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Absent: Councillor Jasper W. Holliday, Member Also Present: Town Manager, A.C.W. Guiler Director of Planning Don Smith Resolution #PD -531-79 Moved by Con. Prout, seconded by Con. Barr Adoption THAT the minutes of the meeting of November 8, 1979 of Minutes be adopted as read. "CARRIED" Delegations Mr. Fine appeared on behalf of Dr. Zacharow objecting Mr. Fine to the rezoning of the Brooking property on Liberty Street North and the expansion of a trucking business in a residential area. Dr. Zacharow also objected to the application for Dr. Zacharow rezoning and suggested that the business was already being expanded. Marshall Mr. Ron Webb, Mr. D. W. Beasley and Mr. V. Cullen of Macklin Marshall Macklin Monaghan, on behalf of Schickedanz Monaghan Developments Limited, gave a presentation of plans re Schickedanz for property in Bowmanville, west of Training School Proposal Road, north of Highway #2 and south of Concession (Trudeau Street and asked the Committee to recommend to Council Property) to support an amendment to the Durham Region Official Plan and to include these lands in the District Urban Area Plan for Bowmanville. Protich Ms Milena Protich spoke to the Committee for in,support of an extension of the draft plan approval Romney Mead for the Romney Mead Subdivision 18T-19720 in the former Village of Newcastle Mr. R. Jeffrey, Oakland Developments, asked for R. Jeffrey an. extension of one year on the draft plan Oakland approval on Subdivision 18T-24002 in Enniskillen Developments He cited the fact that it had taken him 8 months to obtain approval from the Region of Durham of his water source. He stated that he hoped to begin construction in the Spring of 1980. Mr. Martin Chizen spoke to the Committee objecting M. Chizen to the rezoning of the Brooking Property. Resolution #PD -532-79 Moved by Con. Prout, seconded by Con. Hobbs THAT Mr. Kilpatrick and Mr. Ewert be heard. "CARRIED" W. Kilpatrick Mr. Wm. Kilpatrick spoke in opposition to the Brooking rezoning and the noise of the large trucks. Mr. C. Ewert, Solicitor for Mrs. Brooking, endorsed C. Ewert the report of the Planner relative to the rezoning of the Brooking property. Resolution #PD -533-79 Moved by Con. Clarke, seconded by Con. Prout THAT there be a 10 minute recess and the next item to be dealt with by the Committee be the report of the Planner relative to Resolution #C-1570-79 which referred the delegation of Mr. Don Welsh to the Planning and Development Committee, with power to act. "CARRIED" Planning and Development Committee - 3 - November 22, 1979 Resolution #PD -534-79 Moved by Con. Hobbs, seconded by Con. Prout THAT the Committee concur with recommendation No. 2 in the Planner's report relative to the One Foot Welsh conveyance to the Town of a one foot Reserve reserve, part of lot 8, Conc. 4, former D. Welsh Township of Darlington, File LD 312/79 as follows: Lot 8, Conc. 4 "return the undertaking to the applicant's solicitor Darlington and indicate to him that the Town will not require the requested one foot reserve." "CARRIED" Resolution #PD -535-79 Moved by Con. Hobbs, seconded by Mayor Rickard THAT Mr. Welsh be advised accordingly. "CARRIED" Resolution #PD -536-79 Moved by Con. Prout, seconded by Con. Clarke THAT the recommendation in Report P-206-79 be endorsed and : Brooking 1. The amending by-law be forwarded to Council for Rezoning first and second reading; '$-A-2-6-3 2. That staff be authorized to negotiate a Development part lot 10 Agreement, as described in Section 35 (a) of The Conc. 2 Planning Act, with the applicant; and former Town 3. That the said Development Agreement be signed by of Bowmanville the applicant and the Town of Newcastle prior to the third reading of the by-law. "CARRIED" Resolution #PD -537-79 Moved by Con. Hobbs, seconded by Mayor Rickard By-law 77-79 THAT By-law 77-79 of the Township of Scugog be received Twsp. of Scugog for information. "CARRIED" Planning and Development Committee - 4 - November 22, 1979 Resolution #PD -538-79 Moved by Mayor Rickard, seconded by Con. Hobbs P&D Dept. THAT Report P-208-79 and the Activities of the Planning Activities and Development Department be received for information. "CARRIED" Resolution #PD -539-79 Moved by Con. Hobbs, seconded by Con. Prout Subdivision THAT the recommendation in Report P-209-79 be endorsed 18T-19720 and the Town of Newcastle hereby requests the Minister Romney Mead of Housing to extend the draft plan approval of subdivision 18T-19720 to December 31, 1980. "CARRIED" Resolution #PD -540-79 Moved by Con. Clarke, seconded by Con. Barr THAT the previous resolution be amended by adding that prior to draft approval being extended, Council meet with the proponent to hear their plans for future development. "LOST" Resolution #PD -541-79 Moved by Mayor Rickard, seconded by Con. Prout Schickedanz THAT Report P-210-79, relative to Proposed Official (Trudeau Plan Amendment (Schickedanz) part lot 7, Conc. 1 Property) former Township of Darlington (Trudeau Property) be tabled until land uses of Pine Ridge Property is determined. "CARRIED" Resolution #PD -542-79 Moved by Con. Hobbs, seconded by Con. Barr Subdivision THAT the recommendation in Report P-211-79, relative 18T-24002 to Draft Approved Plan of Subdivision Number 18T-24002, Oakland part of lot 18, Conc. 7, former Darlington, Oakland Developments Developments, be endorsed and the Town of Newcastle hereby requests the Minister of Housing to extend the draft plan approval of Subdivision 18T-24002 to January 25, 1981". "CARRIED" Planning and Development Committee - 5 - November 22, 1979 Resolution #PD -543-79 Moved by Mayor Rickard, seconded by Con. Prout Rezoning THAT the recommendation in Report P-212-79, relative Z -A-1-2-5 to Application for rezoning Number Z -A-1-2-5, part part lot 23 lot 23, B.F. Concession, former Township of Darlington, B.F. Conc. (Wm. Bennett) be endorsed and the application be Darlington approved and the amending by-law be forwarded to Bennett Council for consideration. "CARRIED" Resolution #PD -544-79 Moved by Con. Hobbs, seconded by Con. Barr Meeting THAT the Planning and Development Committee meeting Rescheduling scheduled for Monday, December 10th, 1979 be re - December 20th scheduled for Thursday, December 20th, 1979 at 9:30 a.m. in the Bell Building. "CARRIED" Resolution IIPD-545-79 Moved by Con. Hobbs, seconded by Mayor Rickard Lunch Recess THAT the meeting recess for lunch until 1:15 p.m. "CARRIED" The meeting convened at 1:15 with all members present, except Councillor Holliday. Mr. Terry Edwards, Long Range Planner was present and Director of Planning returned at 2:15 p.m. Bowmanville Mr. Gwilliam of the I.B.I. Group made of presentation Urban Area of the proposed Bowmanville Urban Area Plan and Plan answered questions from the members of the Committee. Resolution #PD -546-79 Moved by Con. Hobbs, seconded by Con. Clarke THAT the Director of Planning be authorized to circulate the plan for comments. "CARRIED" Resolution #PD -547-79 - Moved by Con. Hobbs, seconded by Con. Prout that the meeting adjourn at 2:45 p.m. "CARRIED"
