Minutes THAT the minutes of the meetings of March 16,
March 23, 30, 16 March 23, March 30, and April 9, 1979, be
April 9/79 adopted as read.

Public The meeting had been advertised as a Public Meeting
Meeting to permit interested persons to express their views
regarding Rezoning Application.
Redesignation Darlington Zoning By-law - Redesignation of Road
of Road Allowance Allowance between Lots 2 and 3, Concession 9,
between Lots 2 and 3 Darlington from Class "B" Public Street to Class
Conc. 9 Darlington "A" Public Street.
Class "B" to
Class "A" Street The only person present to speak to this Rezoning
was Mrs. Velma Griffin (Mrs. W.W.) who spoke in
favour of the rezoning.

Rezoning to permit Darlington Zoning By-law - Rezoning to permit the
Draft development of Draft Approved Subdivision Number
Approved 18T78107, Part Lots 25 and 26, Concession 6,
Subdivision 18T78107 Darlington.

Conc. 6 The only person; present was Mr. Ross Kossatz,
Darlington representing the owner, Mr. R. Davis, who spoke
(Davis) in favour of the rezoning.

Rezoning THAT the recommendation in Report P-49-79 be
Z -A-1-11-7 endorsed and application for Rezoning Number Z -A-1-11-7
be approved and the attached amending by-law be
forwarded to Council for approval.

Moved by Con. Prout, seconded by Mayor Rickard
Rezoning THAT the recommendation in Report P-52-79 be
Z -A-1-13-3 endorsed and application for rezoning number
Z -A-1-13-3 be approved and the attached amending
by-law be forwarded to Council for consideration.

Delegations Mr. C. J. Sheldon, of the Ministry of Housing
spoke to the Committee relative to the Application
Analysis Report to Determine existing need for
Senior Citizen Rent -Geared -To -Income Accommodation
in the Town of Newcastle, and how to fill identified
housing needs. He explained that the Ministry had
advertised for sites for this housing and had received
three proposals in the Town of Bowmanville, none of
which was acceptable. He said that the Ministry
was supporting the Orono Senior Citizens Project
in 8 out of 40 units. He said that the Ministry is
now encouraging Municipalities to build their own
units, the Ministry can approve the Municipal projects
but Municipalities must front end the cost and finance
through a private lender. He suggested that another
Call might be advertised. Questioned relative to

C.J.Sheldon a Housing Study for the Town of Newcastle,
Ministry of Mr. Sheldon said that the Region of Durham
Housing is doing a Regional Housing Study, funded
Rent -Geared by the Province and done by Woods, Gordon
to -Income and it would not be necessary for the Municipality
Accommodation to come up with their own Study but they should
support the Regional Study.

Moved by Mayor Rickard, seconded by Con. Hobbs
THAT the delegation be acknowledged and the matter
referred to the Director of Planning and Development
for a report, including an update on the previous
actions and reports.

Architectural Mr. Glieberman was present on behalf of the Durham
Control Region Development Association regarding a proposed
Committee - by-law to set up an Architectural Control Committee.
He introduced Mr. George VanDyk of the Oshawa Real
Estate Board and Mr. Armstrong, President of the
Durham Developer's Association and Mr. Fleischmann
of the Durham Region Builders Association.
Letters from Mr. VanDyk and Mr. J. C. Latchford,
R.R.#5, Bowmanville, were presented. These letters
opposed the passing of a by-law.
G. VanDyk Mr. VanDyk opposed the Committee citing delays in
construction starts, costs of financing, architect
fees, and the additional cost per unit which would
be the result.
Mr. Fleischmann Mr. Fleischmann felt the proposed Committee left out
a representative of the builders and felt that using
one architect would be a problem. If the theme for
housing proposed by the architect was not marketable
it would cause a problem. He also felt there would
be added cost.
Mr. Glieberman Mr. Glieberman felt the proposal would create a
problem to the industry, an added cost to the purchaser,
increased cost to the Municipality for staff and the
possibility of abuse. He suggested a set of guidelines
for control.

Moved by Con. Hobbs, seconded by Con. Prout
THAT the delegations be acknowledged and the matter
referred back to Staff for a further report with a
proposal for Draft Architectural Controls for small
(3+) and large (50+) developments and presented to
the regular meeting of the Committee and forwarded
to interested parties following the Committee
deliberations.

with this matter under delegations.
Leon Wallis Mr. Leon Wallis, representing Cean Investments (Oshawa)
Cean Investments Limited, requested that they wished to be placed on
(Oshawa) Ltd. a priority waiting list for services (sewage) for their
proposed subdivision on High Street, Bowmanville.

THAT Mr. Leonardi representing Braemor Gardens, be
heard at this time.

Mr. Leonardi Mr. Leonardi gave an updated report on his
Braemor proposal for an Estate Lot Subdivision, part
Gardens lots 27 and 28, Conc. 3, former Township of
Darlington. He also stated that he was in
agreement with the recommendations in report
P-50-79.

THAT the presentation be received and noted.

C.O.F. Mr. M. Dakin spoke on behalf of the Canadian
Senior Order of Foresters and their project of
Citizens Senior Citizens' Housing. He noted that they
Housing had presented petitions signed by over 1100
names, supporting their project. He asked that
Mr. Dakin Council support the C.O.F. at the Ontario
Municipal Board Hearings regarding Official
Plan designation change.
Mr. Yourth Mr. Yourth and Mrs. Bons also spoke in support
Mrs. Bons of this project.
Mr. K. Hooper Mr. Ken Hooper, representing Local 189, of the
Rubberworkers Union spoke against the rezoning.

Japanese THAT the proposal for the Japanese Canadian Cultural
Canadian Centre be subject to a public hearing, conducted by
Cultural the Town of Newcastle and arranged by the Director
Centre of Planning and Development, as soon as possible, with
the supporting documentation addressed to the various
concerns and report P-51-79 be tabled pending public
input.
