HomeMy WebLinkAbout1981-07-20 ReportMayor Rickard and Members of Council: - The following is a report of the meeting of the Planning and Development Committee held on July 20 1981. 1. Rezoning Z -A-2-6-3 (Brooking) It was recommended to Council that Report P-125-81 be received and Rezoning Application File Z -A-2-6-3, part of lot 10, Concession 2, Bowmanville, Mr. A. Brooking, be closed. 2. Lot 21 - Orono Estates It was recommended to Council that: 1) Report P-126-81 be received 2) The Public Works Department be requested to prepare the necessary specifications and contract docunents for the calling of a tender for the installation of the walkway to acconmodate emergency vehicles and for the fencing of Lot 21, in the Orono Estates subdivision and to report to the Public Works Committee at such time as those matters have been prepared, the said report to be presented in respect of the subsequent steps required for the awarding of a contract; and 3) The Conmunity Services Department be requested to undertake the development of a park, including a tot lot, including the provision of playground equipment, the placement of fill and the seeding of Int 21, in the Orono Estates subdivision at such time as a contract for the provisions of the walkway and fencing have been awarded; and 4) This project be budgeted at a maximum allowable expenditure of $16,300.00, $15,100.00 of which is to be drawn from the Park Development Reserve Account, the balance, $1,200.00 to be drawn from the Lot Levy Reserve Account. 3. By-law 35-81 - Township of Scugog It was recommended to Council that By-law 35-81 of the Township of Scugog be received and filed. 4. Rezoning Z -A-3-13-10 - part lot 28, GDnc. 2, Village of Newcastle Syvan Developments It was recommended to Council that Application for Rezoning Z -A-3-13-10 be approved, the attached by-law be forwarded to Council for approval (See By-law 81-92) and the Region of Durham be advised of Council's action. 5. Rezoning Z -A-1-6-7 The British Bulldog Inc. It was recommended to Council that Report P-132-81 be received and application by the British Bulldog Ltd. for rezoning, file Z -A-1-6-7 affecting part of Lot 35, Concession 2, former Township of Darlington be not approved and the file be closed. 104 1Z 6. Rezoning 2-A-2-13-4 - Wiggers Yachts Ltd. It was recamiended to Council that: 1) Report P-134-81, rezoning Wiggers Yachts Ltd. part lot 9, B.F. Concession, former Town of Bowmanville, be received. 2) Application for Rezoning Z -A-2-13-4 be approved. 3) The attached by-law be forwarded to Council for approval concurrent with the execution of the Development Agreement referred to by Staff Report P-135-81 at such time as Council gives third and final reading to the necessary by-law which shall effect closure of that portion of mart Avenue located within the subject site. 7. Proposed Site Plan Agreement S -P-2-21 Wiggers Yachts Ltd. It was recommended to Council that 1) Report P-135-81, Proposed Site Plan Agrement, part of lot 9, B.F. Concession, former Town of Bowmanville, Wiggers Yachts Ltd. S -P-2-21 be received. 2) The attached Agreement be executed and 3) The Clerk be authorized to prepare a by-law for the purpose of authorizing the execution of the attached Development Agreement for submission to and consideration by Council concurrent with the final reading of the necessary by-law effecting closure of that portion of Smart Avenue located within the subject site; and 4) The closing date for the Agreement of Purchase and Sale between Andre Wiggers and the Town of Newcastle be extended to a mutually agreed upon date in order to accommodate the anticipated delay in the execution of the subject agreement. 8. Sign By-law 76-25 - G. Balint It was recommended to Council that report P-136-81, request by Geraldine Balint for an amendment to By-law 76-25, Comprehensive Sign by-law, part of lot 31, Concession 5, former 'Township of Darlington (School house corner) file 8.1.9, 2-A-1-16-2 and S -P-1-15, be received and the attached by-law be forwarded to Council for approval. See By-law 81-93 9. Sign By-law 76-25 - Suncor It was recommended to Council that the request of Suncor (Sunoco Group) for an exemption from the provisions of the sign by-law - Sunoco Service Station, 96 King Street East, Bowmanville, File 8.1.9 be approved. Section 4(3)(b). 10. Proposed Site Plan Agreement - Graham Rubber Co. Ltd. It was recommended to Council that Report P-138-81, relative to Proposed Site Plan Agreement with Graham Rubber Company Limited, part of lot 8, B.F. Concession Bowmanville, File S -P-2-23 be received: The attached draft Site Plan Agreement between the Town and Graham Rubber Conpany, Ltd. be approved in principle and the Director of Planning and the Director of Public Works be authorized be by-law to approve the subject Site Plan; at such time as they are satisfied with same; Report #2 10. (Continued) The Clerk be directed to prepare a by-law for the purpose of authorizing the execution of the attached Site Plan Agreement for submisison to and consideration by Council at its meeting of July 27 1981; See By-law 81-94 The Clerk be directed to prepare a by-law for the purpose of delegating the authority to the Director of Planning and the Director of Public Works to approve the Site Plans in respect of Graham Rubber Co. for submission to and consideration by Council at its meeting of July 27 1981. See By-law 81-91 11. Rezoning Z -A-2-12-5, pt. lot 9, Cone. 1 Bowmanville, (Willis) It was recommended to Council that 1) Application for Rzoning Z -A-2-12-5 be approved; 2) The attached by-law be forwarded to Council for approval. See By-law 81-96 3) The Region of Durham be advised of Council's actions. 12. Roman Catholic Episcopal Corp. It was recommended to Council that when the Site Plan Agreement with the Roman Catholic Episcopal Corporation has been prepared, the Clerk be notified so that the _Mayor can call a Special Council meeting to deal with the matter.
