Mayor Rickard and Members of Council:
The following recommendations to Council were made at a meeting of the Planning
and Development Committee on June 22, 1981.
� 1. Word Processing Equipment
THAT 1) Report P-117-81 be received
2) The Director of Planning be authorized to rent Word Processing equipment
for the Planning and Development Department for the balance of 1981, to a
maximum allowable expenditure of $3,000.00; and
3) Such funds be taken from accounts 7702-202-000 Conferences and Conventions
in the amount of $1,250.00 and that the balance of $1,750.00 be taken from
account 7702-207-000 Professional Fees, and that staff be authorized to
rent the Word Processing equipment on the following conditions:
a) that the rental be directly from the supplier
b) that it be for a six month period only and that any subsequent
rental be conditional on further Town Council approvals and
inclusion in the 1982 budget;
c) that the $3,000.00 limit be recognized to include all necessary
training of staff and servicing of the equipment.
d) that the staff committee participate in the choosing of the equipment
to be rented and that the Planning and Development Committee be
advised of the committee's decision.
e) that the Director of Planning be requested to report on the value
of the equipment to the operations of the Planning and Development
Department, with a view to evaluating Word Processing systems for
use in other Municipal Departments in the 1982 Budget year.
2. Rezoning Z -A-1-9-1 - Courtice Auto Wreckers
THAT Report P-113-81 be received and application for rezoning Z -A-1-9-1, lot 27,
Concession 3, former Township of Darlington Courtice Auto Wreckers, be denied and
the applicants so advised.
3. Oshawa By-law 40-81
THAT City of Oshawa By-law 40-81 be received and filed.
4. Rezoning Z -A-3-13-9 - Roman Catholic Episcopal Corp.
THAT 1) Report P-115-81 be received
2) Application for Rezoning Z -A-3-13-9, part of lot 27, Concession 2
former Village of Newcastle, Roman Catholic Episcopal Corporation
be approved and
3) the attached by-law be forwarded to Council for approval at such
time as a site plan agreement has been entered into between the
applicants and the Town.

5. Plan of Subdivision 18T-75362 - Burketon Hills
THAT 1) Report P-126-81 be received
2) The requested revisions to draft plan 18T-75362 be approved with the
exception of those changes affecting lots 19 to 21 inclusive; and
3) The applicants be requested to submit five (5) copies of the
revised plan to staff incorporating the approved revisions;
4) Upon receipt of an appropriately revised plan, the Ministry of
Housing be advised that the Council of the Town of Newcastle by
staff requests the Minister of Housing to revise draft approved
plan of subdivision 18T-75362 to show an additional five (5) single
family detached lots and an adjustment to Street 'D' in accordance
with the attached plan. The Council of the Town of Newcastle further
requests that all conditions of draft plan approval applicable to
18T-75362 remain applicable to the plan as revised and references to
lot numbers amended accordingly.
6. Rezoning Z -A-2-13-3, Lot 9, B.F. Cone. Gingell
THAT 1) Report P-119-81 be received
2) Application for rezoning Z -A-2-13-3 affecting part of lot 9, Broken
Front Concession, former Town of Bowmanville, be approved conditional
upon the applicant entering into the attached agreement; and
3) The Clerk be directed to prepare the necessary by-law authorizing
execution of the required agreement to be forwarded to the Council
meeting of June 29, 1981; and (See By-law 81-78)
4) The attached by-law be forwarded to Council for approval at such time
as the required agreement has been executed by the applicant.

7. THAT the Minutes of the Committee of Adjustment be received for information.
8. Use of Mobile Home - Rogers
THAT WHEREAS By-law 2111 of the Township of Darlington allows for the use of a
mobile home as temporary accommodation during the construction of permanent
residential buildings, and
WHEREAS Mr. and Mrs. T. A. Rogers wish to construct a permanent home on their
property in the vicinity of Hampton, Tot 19, Concession 6, to replace their residence
recently destroyed by fire, and
WHEREAS it is necessary for the Rogers to obtain the permission of the Newcastle
Committee of Adjustment to reconstruct their residence, thereby requiring some time
before a building permit may be issued,
BE IT NOSH RESOLVED that the Council hereby authorizes the Town Clerk to execute an
agreement for the use of a mobile home on the property as teffporary accommodation
for a maximum period of six months as set out in By-law 2111 of the former Township
of Darlington.
