Minutes of a meeting of the Planning and
Development Committee held on Monday,
June 22, 1981 at 7 p.m. in Court Room #1

Resolution #PD -226-81
Moved by Councillor Taylor, seconded by Councillor Hamre
THAT the minutes of the meeting held on June 8, 1981 be
adopted as read.
Resolution #PD -227-81
Moved by Councillor Taylor, seconded by Councillor Hubbard
THAT the recommendations in Report P-117-81 be endorsed and
Word 1) Report P-117-81 be received.
Processing 2) The Director of Planning be authorized to rent Word
Equipment Processing equipment for the Department of Planning and
Development for the balance of 1981, to a maximum
allowable expenditure of $3,000.00; and
3) That such funds be taken from accounts 7702-202-000,
Conferences and Conventions, in the amount of $1,250.00
and that the balance of $1,750.00 be taken from account
7702-207-000, Professional Fees, and that staff be
authorized to rent the Word Processing equipment on the
following conditions.

a) that the rental be directly from the supplier;
b) that it be for a six month period only and that
any subsequent rental be conditional on further
Town Council approvals and inclusion in the 1982
budget;
c) that the $3,000. limit be recognized to include all
necessary training of staff and servicing of the
equipment;
d) that the staff committee participate in the choosing
of the equipment to be rented and that the Planning
and Development Committee be advised of the committee's
decision;
e) that the Director of Planning be requested to report
on the value of the equipment to the operations of the
Planning and Development Department, with a view to
evaluating Word Processing systems for use in other
Municipal Departments in the 1982 Budget year.

THAT the report P-117-81 be tabled until after the report
has been received from the Provincial Ministry relative to
the Treasury Department.

Delegations THAT delegations be heard at this time.

E. Vanhaverbeke Mr. Ed Vanhaverbeke spoke regarding report P-115-81 the
rezoning , Z -A-3-13-0, part lot 27, Conc. 2, Village of
Z -A-3-13-0 Newcastle. He spoke to comments from municipal departments,
R. C. namely Public Works and Conm mity Services. He felt that
Episcopal since changes to the property would be minimal this year,

requirements of the Public Works
Department should be kept to a minimum and did
not feel that an easement would be necessary
for access to park across the property. He hoped
the site plan agreement would not be too onerous.
H. Schwarz Mr. Howard Schwarz spoke to report P-120-81, Plan of
Burketon Subdivision 18T-75362 Burketon Hills. He felt that
Hills if the necessary approvals were put in place, there
Subdivision would be no difficulty with the number of lots on
18T-75362 the revised plan. There would need to be sufficient
lots available to make it economically feasible for the
developer to do the initial servicing.

Z -A-1-9-1 THAT Report P-113-81 be received and application for rezoning
Courtice Z -A-1-9-1, lot 27, Concession 3, former Township of Darlington
Auto (burtice Auto Wreckers, be denied and the applicant so advised.

Moved by Councillor Woodyard, seconded by Councillor Hamre
Oshawa By-law THAT the recommendation in Report P-114-81 be endorsed and
40-81 City of Oshawa By-law 40-81 be received and filed.
Resolution #PD -232-81
Moved by Mayor Rickard, seconded by Councillor Taylor
THAT the recommendation in Report P-115-81 be endorsed
and;
Z --A-3-13-9 1) Report P-115-81 be received.
R. C. 2) Application for rezoning Z -A-3-13-9, part of Lot 27
Episcopal Concession 2, former Village of Newcastle, Roman Catholic
Corporation Episcopal Corporation be approved; and
3) The attached by-law be forwarded to Council for approval
at such time as a site plan agreement has been entered
into between the applicants and the Town.

Resolution #PD -233-81
Moved by Councillor Hubbard, seconded by Councillor Hamre
Noise THAT Report P-116-81 be received and the Planning and Development
Control Committee authorize Planning and Development Staff to circulate
By-law the draft proposed Noise Control By-law to interested persons
and organizations for comment; and Staff be requested to prepare
a further report in respect of a possible Noise Control By-law
for the Town of Newcastle.

Moved by Councillor Prout, seconded by Councillor Hubbard
THAT Report P-119-81 be received and
Rezoning 2) application for rezoning Z -A-2-13-3 affecting part of
Z -A-2--13-3 lot 9, Broken Front Concession, former Town of Bowmanville,
Lot 9, be approved conditional upon the applicant entering into
B.F. Concession the attached agreement; and that
(Gingell) 3) the Clerk be directed to prepare the necessary by-law
authorizing execution of the required agreement to be
forwarded to the Council meeting of June 29, 1981; and
4) the attached by-law be forwarded to Council for approval
at such time as the required agreement has been executed
by the applicant.

Moved by Councillor Prout, seconded by Councillor Taylor
Plan of THAT the recommendation in Report P-120-81 relative to
Subdivision draft Approved Plan of Subdivision 18T-75362, part of lot 19,
18T-75362 Concession 10, Darlington, Burketon Hills File S -A-1-15-5
part lot 19 be endorsed and:
Concession 10
Darlington 1) Report P-120-81 be received
Burketon Hills 2) The requested revisions to draft plan 18T-75362 be approved
with the exception of those changes affecting lots 19 to 21
inclusive; and
3) The applicants be requested to submit five (5) copies of
the revised plan to staff incorporating the approved
revisions;

4) Upon receipt of an appropriately revised plan, the
Ministry of Housing be advised that the Council of the Town
of Newcastle by staff requests the Minister of Housing to
revise draft approved plan of subdivision 18T-75362 to show
an additional five (5) single family detached lots and an
adjustment to Street 'D', in accordance with the attached
plan. The Council of the Town of Newcastle further
requests that all conditions of draft plan approval
applicable to 18T-75362 remain applicable to the plan as
revised and references to lot nunbers amended accordingly.

Use of Mobile THAT WHEREAS By-law 2111 of the Zbwnship of Darlington allows
Home during for the use of a mobile home as temporary accommodation during
Construction the construction of permanent residential buildings, and
of New Residence
WHEREAS Mr. and Mrs. T. A. Rogers wish to construct a permanent
T.A.Rogers home on their property in the vicinity of Hampton, Lot 19,
Concession 6, to replace their residence recently destroyed
by fire, and
1g1EREAS it is necessary for the Rogers to obtain the permission
of the Newcastle Committee of Adjustment to reconstruct their
residence, thereby requiring some time before a building permit
may be issued,
BE IT NOW RESOLVED that the Council hereby authorizes the Town
Clerk to execute an agreement for the use of a nubile home on
the property as temporary accommodation for a maximum period
of six months as set out in By-law 2111 of the former Township
of Darlington.
