THAT Report P-109-81 be received for information and

WHEREAS by-law 76-25 does not provide for adequate signs to
aid persons in locating a lot; of community use, commercial

use or industrial use; and
WHEREAS it is in the best interest of taxpayers of the lbwn of
Newcastle that persons interested in locating these lots may have
signs to aid in finding these locations:
THEREFORE be it resolved that staff review this need and prepare
an amendment to by-law 76-25 defining an "Identification direction"
sign that may be located 'off site' by permission of the property
owner on whose property the sign is located; and
design sign provisions, re number of signs, sign area, sign height
and location as may be appropriate to aid persons in locating lots
occupied for above uses,
and this amendment be introduced with other future possible
amendments as soon as possible.

Group Homes THAT the recommendation in Report P-110-81 relative to Group
Homes, File 11.1.5, be received for information and discussion.

THAT there be a short recess.
Mrs. Joan Higginson and Mrs. A. Tensen, representing the
Town of Newcastle Social Planning Council and Mr. D. Johns,
Commissioner of Social Services and Mr. Garry Cubitt, Director
of Family Services of the Region of Durham were present, by
invitation, to take part in a discussion relative to Grog
Homes.
Mr. Smith chaired the meeting at this time for an informal
discussion regarding possible amendments to Restricted Area
By-laws to recognize group homes in the Town and provide a
procedure by which new group home proposals may be evaluated.
Mrs. Higginson stated that all municipalities have people in
need of group homes. She felt that an application by application
review with public meetings would produce negative results. She
felt there should be public education on the subject. She
explained that group homes were licensed and controlled by the
Province. She had faith in the provincial control.
Mr. Johns stated that he does not have the same faith in the
Province as Mrs. Higginson. He felt there was a need to educate
the public. When the public is assured that the homes will be
operated properly initial planning could be instituted. This
initial planning should include the distance separating group
homes, especially for incorrigible youths, and the school
sections in which they are placed. He felt that 6 rather than
10 persons should be in a group home, and group homes should
be subject to the approval of the municipality. He added that
there were 240 differenct agencies supplying children's services
in the Region.

There was a general discussion relative to group
homes in the municipalityand the differences between
group homes and other institutions such as nursing
homes.
Chairman Cowman thanked Mr. Smith and the representatives
who had participated in the discussion.

THAT the presentation be acknowledged and staff be instructed
to bring back a further report taking into consideration the
discussion at this meeting.
