Bruce Taylor, Chairman Councillor Ann Cowman, Member Councillor Maurice Prout, Member Councillor E. R. Woodyard, Member Mayor G. B. Rickard, Member Councillor Diane Hamre, attending Deputy Clerk G. Gray, Secretary Also Present: Director of Public Works, J. Dunham Deputy Director, David T. Gray Resolution #FIN -111-81 Moved by Councillor Prout, seconded by Councillor Woodyard THAT the minutes of the meeting held on April 14, 1981 be adopted as read. J. Parkinson Mr. J. Parkinson, Mr. Leon Wallis and Mr. W. T. Dempsey Cean Investments were present representing Cean Investments Limited. Drainage Mr. Parkinson spoke to the Committee regarding the High St. drainage works at the proposed subdivision on High Subdivision Street in Bowmanville. He objected to the recommendation in Report WI�69-81. He stated that his Engineer, Mr. Dempsey felt that it the present culvert under the C.P.R. was cleaned out, it would be adequate for the drainage for his proposed subdivision. He felt that it was not viable for his clients to install a storm drainage system for a development of 9 acres. Resolution #FIV -112-81 Moved by Councillor Prout, seconded by Councillor Woodyard Jaclanan Road THAT the recommendation in Report WD -63-81 be endorsed and Bailey Bridge the Ministry of Transportation and Communications be re- quested to extend the loan agreement in respect of the Jaclanan Road Bailey Bridge for a further period of two (2) years. "CARRIED" Public Works Committee - 2 - May 12, 1981 Resolution #A9-113-81 Moved by Councillor Cowman, seconded by Councillor Prout THAT Report WD -69-81 be dealt with at this time. Resolution #W-119-81 Moved by Mayor Rickard, seconded by Councillor Cowman Drainage THAT the recommendation in Report WD -69-81 be tabled giving High Street an opportunity for the applicant to arrange a meeting with Town Staff and the C.P.R. and come forward with a recom- mendation for a solution to this problem on a joint basis. 011 Councillor Prout declared a possible (bnflict of Interest in the foregoing resolution and refrained from voting. Resolution #W-115-81 Moved by Mayor Rickard, seconded by Councillor Woodyard THAT the foregoing matter be discussed further 'in camera' at the end of the meeting. Resolution #W-116-81 Moved by Councillor Prout, seconded by Councillor Cowman THAT the recomnendation in Report WD -64-81 be endorsed and Sidewalks 1) Mr. Ronald Feinstein be provided with a copy of the Town's Industrial Area policy regarding the construction of new sidewalks; Baseline Road 2) upon receipt of an application for sidewalks (under Bowmanville Local Improvements) it then be determined if sidewalks can be constructed within the existing right-of-way. Resolution #W-118-81 Moved by Councillor Woodyard, seconded by Mayor Rickard M.T.C. THAT the recommendation in Report WD -65-81 be endorsed Funding and the Chairman of the Public Works Committee and the Procedures Director of Public Works attend the meeting regarding Meeting Funding Procedures, to be held at 1201 Wilson Avenue, Toronto, on Thursday, May 14, 1981. "CARRIID" Resolution #W-119-81 Moved by Councillor Woodyard, seconded by Councillor Prout Road THAT the recommendation in report WD -66-81 be endorsed and Closure the Road Allowance between Lots 4 and 5, Concession 4, former Lots 4 & 5 Township of Clarke, as defined on Plan 1OR--1230, be closed Concession 4 from the 5th Concession, southerly, to the railway right - Clarke of -way (Parts 3, 6, 7 and 8 of Plan 1OR-1230) and further (Westheuser) that the appropriate by-law be presented to Council. 01: Resolution #W-120-81 Moved by Councillor Cowman, seconded by Councillor Woodyard THAT there be a 10 minute recess. �Me1 #:tii� Councillor Woodyard gave a verbal report on the matter of parking in Orono for Mr. Jackson. Resolution MV -121-81 Moved by Mayor Rickard, seconded by Councillor Prout Parking THAT the verbal report be received and Mr. Jackson be advised Mill St. Orono that there are parking facilities for 2 vehicles in Orono. (Jackson) "CARRIID" Public Works Comnittee - 4 - May 12, 1981 Addendum Resolution #W-122-81 Moved by Councillor Prout, seconded by Councillor Cowman Parking THAT the recommendation in Report WD -68-81 be endorsed and Caroline By-law 80-156, being a by-law to amend by-law 79-1, not Street be rescinded, and the parking restrictions remain on Village of Caroline Street both sides, from Baldwin Street to Church Newcastle Street in the Village of Newcastle. Resolution #W-123-81 Moved by Mayor Rickard, seconded by Councillor Woodyard THAT parking be permitted on the north side of Caroline Street, in the Village of Newcastle, from Baldwin street to the east limit of the vacant lot. Resolution #W-124-81 Moved by Councillor Prout, seconded by Mayor Rickard Hope/Clarke THAT the recomnendation in report WD -70-81 be endorsed Boundary Road and the report relative to the Hope/Clarke Boundary road Reconstruction reconstruction, be received for information. "CARRIED" Resolution #9-125-81 Moved by Councillor Cowman, seconded by Councillor Prout Road Allowance THAT the recommendation in Report WD -71-81 be endorsed and Lots 6 and 7 whereas there were objections to the closure and conveyance Concession 8 of the road allowance in lots 6 and 7, concession 8, former Darlington Township of Darlington, no further action be taken in this matter and resolution #W-148-80 be upheld. Public Works Committee - 5 - May 12, 1981 Resolution #W-126-81 Moved by Mayor Rickard, seconded by Councillor Prout Reconstruction THAT the recommendation in report WD -72-81 be endorsed Connecting Link and upon the reappraisal of the Connecting Link in the Village of Village of Newcastle meeting the requirements of the Newcastle Ministry of Transportation and Comnunications in being recognized as 'deficient' the Town request Ministry approval for a Connecting Link Construction Project. "CARRIED" Resolution #W-127-81 Moved by Councillor Cowman, seconded by Cbuncillor Woodyard Road Allowance THAT the Director of Works review the implications of 'closing' between lots (not necessarily conveying at this time) the road allowance 12 and 13 between lots 12 and 13, Bowmanville in the area of Lawrence Bowmanville Crescent, Waverley Gardens and the extension to Roenigk (Waverley Gardens) Street and report back to the Works Committee as soon as possible. Resolution #W-128-81 Moved by Councillor Prout, seconded by Councillor Cowman Storm Drainage THAT the verbal report of the Director relative to Liberty St. Easement Agreements for storm drainage works - outfall to Liberty Street - be received for information. Supplementary The Director reported that the M.T.C. had authorized Subsidy an additional $95,000. supplementary subsidy allocation Allocation for construction of culvert at lots 30 and 31, Concession for 2, Darlington and the storm sewer on Ontario Street. The Construction amount originally requested was $165,000 for culvert and storm sewer. This additional subsidy was not sufficient for the culvert and more than sufficient for the Ontario Street Storm Sewer. Public Works Committee - 6 - May 12, 1981 Resolution #W-129-81 Moved by Councillor Woodyard, seconded by Councillor Cowman THAT the Mayor, the Chairman of Public Works and the Director of PublicWorks approach the Ministry of Transportation and Communications for additional subsidy as the amount allocated at the present time does not relate to either project. Resolution #W-131-81 Moved by Councillor Cowman, seconded by Councillor Woodyard THAT the meeting be open. "CARRIID 1 Conflict of Councillor Prout declared a possible Conflict of Interest in the Interest following resolution and refrained from voting. Resolution #W-132-81 Moved by Councillor Cowman, seconded by Councillor Woodyard Drainage THAT as a possible alternative, Town Staff in conjunction Liberty Street with engineering representative of Cean Investments prepare North of preliminary cost estimates for a closed storm drainage C.P.R. tracks system capable of servicing the complete storm contributory area north east of the C.P.Rail culvert, east of Liberty Street north and recommend a suitable cost sharing arrange- ment for the proposed works.
