Archibald Resolution #PD -141-81 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the minutes of the meeting held on April 13, 1981, be approved as read. "CARRIED" E. Gingell Mr. E. Gingell addressed the Committee relative to Report P-70-81. He felt that the objections of C.L.O.C.A. to his proposed rezoning were not valid. Resolution #PD -142-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Rezoning THAT the recommendations in Report P-66-81 relative to Z -A-3-6-8 Proposed Rezoning Z -A-3-6-8 and Development Agreement Salco S -P-3-6 for Lot 32, Concession 10, former Township of Sand & Gravel Clarke, Salco Sand & Gravel (Eastern) Ltd. be endorsed (Eastern) Ltd, and: 1. Report P-66-81 be received. 2. The necessary authorizing by-law be passed to permit execution of the attached development agreement; and Planning and Development Committee - 2 - April 27, 1981 Resolution #PD -142-81 ( Continued) 3. The attached amendment to Restricted Area By-law 1592, as amended, be forwarded to Council for approval; and 4. Copies of the approved development agreement and zoning by-law be forwarded to the Ministry of Natural Resources for information and that the Ministry be advised that the Town of Newcastle has no objection to the issuance of a Licence to Salco Sand and Gravel (Eastern) Ltd. for aggregate extraction. The Clerk be requested to advise Mr. J. F. Brown Neighbourhood Director Community Renewal Branch, Ministry of Improvement Housing that the Town of Newcastle will not be Program making an application to the Ministry for "O.N.I.P" O.N.I.P. in 1981; and 3. A copy of the Clerk's letter to Mr. Brown be forwarded to Ms M. Puff, Provincial -Municipal Affairs Secretariat, Ministry of Intergovernmental Affairs, for information. "CARRIED" Resolution #PD -144-81 Moved by Mayor Rickard, seconded by Councillor Taylor Proposed THAT the recommendation in Report P-68-81 be endorsed and O.P.A. 80-56/D Sceptre Management 1. Report P-68-81 be received. Services Limited. 2. The Region of Durham be advised that the Town of Newcastle has no objection to the proposed amendment to the Durham Regional Official Plan as appended to Regional Planning Commissioner's Report 81-87(Revised). "CARRIED" Planning and Development Committee - 3 - April 27, 1981 Resolution #PD -145-81 Moved by Mayor Rickard, seconded by Councillor Hubbard Possible Non -Profit THAT the recommendation in Report P-69-81 be endorsed and Senior Citizens' Housing Project 1. Report P-69-81 be received. Cean Investments Ltd.2. Mr. Zygocki be advised that it would be appropriate for him to contact the Canadian Order of Foresters and the Dutch Reformed Church as to the possibility of undertaking a private non-profit senior citizens' housing project; and 3. Copies of this report be forwarded to the Canadian Order of Foresters and the Dutch Reformed Church groups for their information. "CARRIED" Resolution #PD -146-81 Moved by Councillor Taylor, seconded by Mayor Rickard Rezoning THAT the recommendation in Report P-70-81 be endorsed and Z -A- 2-13- 3 E. Gingell 1. Report P-70-81 be received. 2. Application for rezoning, file Z -A-2-13-3, affecting part of Lot 9, Broken Front Concession, Town of Bowmanville, be denied; and 3. Said application be reconsidered at such time as the applicant satisfies the requirements of the Central Lake Ontario Conservation Authority and the Regional Municipality of Durham; and 4. The applicant be so advised. "CARRIED" Planning and Development Committee - 4 - April 27, 1981 Resolution #PD -148-81 Moved by Councillor Hamre, seconded by Mayor Rickard Rezoning THAT the recommendation in Report P-74-81 relative to Z -A-1-9-2 Rezoning Z -A-1-9-2, part of lot 25, Concession 3, Lot 25, Conc. 3 former Township of Darlington, G. Gerrits, be endorsed and Darlington G. Gerrits 1. Application for Rezoning Number Z -A-1-9-2 be approved; and 2. Attached by-law be forwarded to Council for approval; and 3. The Region of Durham be advised of Council's actions. The following resolution be forwarded to the Ontario Municipal Board: "The Town of Newcastle respectfully requests the Ontario Municipal Board, to in future, advise the Municipality of any requests to extend the period of draft plan approval on subdivision plans 18T-76027 and 18T-76048 in order that the Town may advise the Board as to the appropriateness of such extensions.
