Prout, Member, at 7:30 p.m. Councillor R. Bruce Taylor, Member Councillor E. R. Woodyard, Member Mayor G. B. Rickard, Member, at 9:45 p.m. Deputy Clerk, G.Gray, Secretary Absent: Councillor Marie Hubbard, Member Also Present: Director of Planning, Don Smith Resolution #PD -9 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the minutes of the meeting held on March 2, 1981 be adopted as read. "CARRIED" Delegations Mr. David MacGregor addressed the Committee and stated that he was in agreement with Report P-53-81, rezoning Z -A-3-11-6, D. MacGregor Newcastle Lumber Ltd. C. Ewert Mr. Charles Ewert appeared before the Committee and stated Z -A-3-7-5 that he agreed with the by-law for rezoning Z -A-3-7-5, Irwin Stuart and Alice Irwin, prepared by the Planning Director. Z -A-3-13-6 He also appeared relative to Rezoning Z -A-3-13-6, Mr. and Michalchuk Mrs. Michalchuk and requested that Report P-54-81 be referred back to the Planning staff for drafting a preliminary site plan agreement in consultation with Mr. and Mrs. Michalchuk. A. Strike Mr. Al Strike spoke to the Committee regarding the Main Street Revitalization Program and the Maintenance and Occupancy By-law Main St. He commented that the Bowmanville Business Improvement Area Revitalization was desirous of participating in the Grant program for and M.& 0. Main Street Revitalization but, in order to qualify for grants By-law the Town would have to have a Maintenance and Occupancy By-law Planning and Development - 2 - March 16, 1981 He stated that the B.I.A. would like to have more off street parking. If a municipality meets certain criteria there are grants of up to $150,000. available for each B.I.A. district in the Town, two-thirds of which can be used for parking. He stressed that the B.I.A. favoured the Maintenance and Occupancy By-law. Resolution #PD -94-81 Moved by Councillor Taylor, seconded by Councillor Woodyard Main Street THAT Report P-50-81, Mainstreet Revitalization Program, Revitalization be received for information and discussion. Program (Carried after Resolution #PD -103-81) Resolution #PD -95-81 Moved by Councillor Woodyard, seconded by Councillor Hamre THAT Report P-50-81 and P-51-81 (Maintenance and Occupancy By-law) be tabled until the end of the meeting. "CARRIED" Resolution #PD -96-81 Moved by Councillor Hamre, seconded by Councillor Woodyard Expansion THAT the recommendation in Report P-52-81 be endorsed St. George's and Council approve the proposed expansion of St. George's Cemetery Cemetery,part lot 34, Concession 2, former Township of Clarke Clarke, File C -2-G-1, and notify Mr. Francis of the Cemeteries Branch of the Ministry of Consumer and Commercial Relations, of this approval. "CARRIED" Resolution #PD -97-81 Moved by Councillor Hamre, seconded by Councillor Woodyard Rezoning THAT the recommendation in Report P-53-81 be endorsed and Z -A-3-11-6 the report and Report P-39-81 be received for information Newcastle and the attached by-law rezoning part lot 26, Concession 1, Lumber Ltd. Village of Newcastle, Newcastle Lumber Ltd. Z -A-3-11-6 be forwarded to Council for approval and the applicant be so advised. "CARRIED" Planning and Development - 3 - March 16, 1981 Resolution #PD -98-81 Moved by Councillor Taylor, seconded by Councillor Woodyard Z -A-3-13-6 THAT Report P-54-81, proposed rezoning Z -A-3-13-6, part Michalchuk lot 26, Concession 2, Clarke, be tabled pending further report on the discussion between staff and Mr. and Mrs. Michalchuk. "CARRIED" Resolution #PD -99-81 Moved by Councillor Prout, seconded by Councillor Hamre Rezoning THAT the recommendation in Report P-55-81 be endorsed Z -A-3-6-7 and the report be received and the application by part lot 33 Mr. H. Timoll for rezoning, file Z -A-3-6-7, affecting Conc. 10 part of Lot 33, Concession 10, former Township of Clarke, Clarke be denied and the applicant be so advised. Timoll "CARRIED AS AMENDED" Resolution #PD -100-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the foregoing resolution be amended by adding 'for failure to negotiate a site plan agreement' after 'be denied'. "CARRIED" Resolution #PD -101-81 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT there be a 10 minute recess. "CARRIED" Resolution #PD -102-81 Moved by Councillor Hamre, seconded by Councillor Woodyard Z -A-3-7-5 THAT the report dealing with application for rezoning Z -A-3-7-5 Irwin (Irwin) be recommended and the necessary by-law be forwarded directly to Council for consideration at the next regular meeting. "CARRIED" Planning and Development - 4 - March 16, 1981 Resolution #PD -103-81 Moved by Councillor Woodyard, seconded by Councillor Hamre THAT Reports P-50-81 and P-51-81 be lifted from the table. "CARRIED" On being put to a vote, Resolution #PD -94-81 was "CARRIED" Resolution #PD -104-81 Moved by Councillor Taylor, seconded by Councillor Woodyard Maintenance THAT Report P-51-81 re Maintenance and Occupancy By-law & Occupancy be received for information and discussion. By-law "CARRIED" Resolution #PD -105-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT Staff report on the implementation of the Maintenance and Occupancy By-law including a recommendation on the working committee, its composition and how the Director sees the Building Inspectors enforcing the by-law and in response to Staff Report P-50-81 make a recommendation how parking in the main central area of Bowmanville might be funded. "CARRIED" Resolution #PD -106-81 Moved by Councillor Prout, seconded by Councillor Taylor THAT the meeting adjourn at 10 p.m. "CARRIED"
