Mayor Rickard and Members of Council: -
The following is a report of the meeting of the Planning and Development Committee
held on October 27, 1980:
1. Road Widening - Enniskillen
It was recommended to Council that the matter of road widening of the laneway
in front of the property of Mrs. Leadbeater in Enniskillen, be referred to the
Public Works Director for a report to the Public Works Committee.
2. Hamlet Development Plan for Newtonville
It was recommended to Council that the Hamlet Development Plan for Newtonville
be received and Staff circulate a questionnaire to the residents of Newtonville
as undertaken in Orono, Mitchell's Corners and Hampton and forward the plan to
Regional Council for comments in accordance with Section 10.4.2.2 of the Durham
Regional Official Plan with the results of the survey.
3. Rezoning Z -A-2-12-5 (Rejczak) Lot 9, Conc. 1 Bowmanville
It was recommended to Council that the by-law attached to Report P-175-80 be approved
at such time as the required 10 foot road widening on Hearn's Avenue is dedicated to
the Town and the required lot development charges are paid.
4. By-law 80-101 - Rills of Liberty North
It was recommended to Council that the Ontario Municipal Board Approval of By-law
80-101, rezoning of subdivision, Rills of Liberty North be received for information.
5. Hamlet Development Plan for Enniskillen
It was recommended to Council that:
1. Report P-177-80 be received.
2. The Hamlet Development Plan for Enniskillen, included as Attachment 3 to the report
be adopted.
3. Planning Staff prepare the necessary amendment to by-law 2111, in order to bring it
into conformity with the approved Hamlet Development Plan for Enniskillen.
4. The Region of Durham be forwarded a copy of Staff Report P-177-80 and requested
to initiate the required amendment to the Darlington Official Plan, as contained
in attachment 4 to the said report.
5. A copy of the approved Hamlet Development Plan for Enniskillen be forwarded to the
Ministry of Housing for their information.
6. Proposed Hamlet Development Plan for Hampton
It was recommended to Council that staff be authorized to schedule a public meeting
to be held during the month of December, for the purposes of presenting the proposed
Hamlet Development Plan for Hampton and discussing the three land use alternatives.

7. City of Oshawa By-law 90-80
It was recommended to Council that by-law 90-80 of the City of Oshawa be received
for information.
8. Development Agreement - Industrial Building (Kok)
It was recommended to Council that:
1. Report P-181-80 be received for information.
2. The attached development agreement for Industrial Building Part Lot 29,
Conc. 1, former Township of Darlington, S -P-1-7 (Kok) be forwarded to
Council for approval.
3. The Town Clerk be requested to prepare a by-law for the purposes of
executing the attached agreement, to be considered by Council at its
November 3, 1980 meeting.
9. Rezonin¢ Z -A-3-6-7 - Part Lot 33. Conc. 10. Clarke (Timoll
It was recommended to Council that application for rezoning Z -A-3-6-7 be approved
and the attached by-law be forwarded to Council for approval at such time as the
applicant has executed a Site Plan Agreement, said agreement to be forwarded to
Council with the attached by-law.
10. Rezoning Z -A-1-15-8 - Subdivision 18T-76-63, (Sucee)
It was recommended to Council that relative to Rezoning Application Z -A-1-15-8,
part lot 20, Conc. 10, Darlington;
1. Report P-183-80 be received for information.
2. The Committee recommend that the attached subdivision agreement for the
Sucee subdivision be executed by Council.
3. The Town Clerk be requested to prepare a by-law for the purposes of
authorizing the execution of the agreement, to be presented to the
November 3, 1980, meeting of Council.
4. Application for Rezoning Z -A-1-15-8 be approved.
5. The attached by-law be forwarded to Council for approval. See By-law 80-148
6. The Region of Durham be advised of Council's action in respect of the application.
11. Amendment to Sign By-law - C.I.B.C. - Bowmanville
It was recommended to Council that the by-law attached to Report P-184-80
amending the sign by-law re the C.I.B.C. Bowmanville, be approved. By-law 80-149
12. Subdivision 18T-24002 - Oakland Developments
It was recommended to Council that the following resolution be adopted and forwarded
to the Minister of Housing by the Town Clerk:
"The Town of Newcastle hereby requests the Minister of Housing to e xt®,�
the draft approval of subdivision 18T-24002 to January 25, i C %

13. November 5th Mee
It was recommended to Council that the Planning and Development Committee meeting
scheduled for November 5, 1980 be cancelled.
14. Budget Performance
The Treasurer's report re Budget Performance July 31, 1980 and August 31, 1980
was received for information.
