Mayor Rickard and Members of Council:
The following is a report of a meeting of the Planning and Development Committee
held on July 21 1980:
Township of Scugog By -Law
It was recommended to Council that the recommendations contained in report
P-124-80 be endorsed and that by-law 43-80 of the Township of Scugog be
received and filed.
2. Courtice West Neighbourhood Plan
It was recommended to Council that the recommendations contained in report
P-125-80 be endorsed and that the Courtice West Neighbourhood Plan as
included as attachment to report P-125-80 be approved and that a copy of the
approved Courtice West Neighbourhood Plan be forwarded to the Region of
Durham and the Ministry of Housing for information, subject to the Courtice
West Neighbourhood Plan being amended to except the property owned by
J. Riznek, for further consideration regarding the redesignation of these
lands at a later date.
3. Courtice South Neighbourhood Plan
It was recommended to Council that the recommendations in report P-126-80 be
endorsed and that the Neighbourhood Development Plan for Courtice South as
included as attachment to report P-126-80 be approved and that a copy of the
approved Neighbourhood Development Plan for Courtice South be forwarded to the
Region of Durham and the Ministry of Housing for their information except that
the following words be added to the Courtice South Neighbourhood Plan as
presented on report P-126-80 "Nothing in this Plan shall be construed as
preventing the development of lands covered by plans of subdivision having
received draft approval prior to the adoption of this Plan".
Rezoning application Z -A-3-4-2 - Garbutt
It was recommended to Council that the recommendations contained in P-127-80 be
endorsed and that the attached by-law 80-99 pertaining to application for rezoning
Z -A-3-4-2 be forwarded to Council for approval.
5. Staging Policies for Courtice Urban Area
It was recommended to Council that the recommendations contained in report
P-128-80 be endorsed and that:
1) The attached staging policies for development in Courtice subject of this
report (P-128-80) be adopted as Town Policy and that the Clerk prepare the
necessary by-law for that purpose, and
2) That the attached staging policies for development in Courtice subject of
this report P-128-80 be forwarded to the Regional Municipality of Durham, and
3) That the Regional Municipality of Durham be requested to amend the Official
Plan for the former Township of Darlington to incorporate the said policies in
accordance with Section 6.8.2 (iii) of the Darlington Township Official Plan
as amended.

Committee report
6. Township of Manvers By -Law
It was recommended to Council that the recommendations contained in report
P-129-80 be endorsed and that by-law 1652-80 of the Township of Manvers be
received and filed.
7. Township of Scugog By -Law
It was recommended to Council that the recommendations contained in report
P-130-80 be endorsed and that By -Law 35-80 of the Township of Scugog be
received and filed.
8. Remlark Holdings Ltd. Application for plan of Subdivision 18T-79038
It was recommended to Council that the recommendations contained in report
P-131-80 be endorsed and that Item 7 (b) of the reconnendation be re -worded to
read as follows:
that unless lots 1 to 24 are deemed suitable for residential development
as a result of the recommendations of C.L.O.C.A. the said lots shall not be
registered but rather shall be incorporated into the area of Block "H"; and
that Item 7 c) be re -worded as follows:
that lots 1 to 24 shall only be developed in accordance with the recommendations
of C.L.O.C.A. referred to in (b) above, and that prior to the commencement of any
construction or regrading on these lots, a snow fence shall be erected 4.6 metres
from the rear limits of these lots, and shall be maintained in good repair.
9. Goldfan Application for plan of Subdivision 18T-77001
It was recommended to Council that the recommendations contained in report
P-132-80 be endorsed except that 12 metres on the first line of Item 3 be
amended to 12.2 metres.
10. It was recommended to Council that the words "Possible Future Development" in
Item 2 (1) of the recommendation in the above mentioned report be amended to
read "Proposed Future Development" and that Item 7 (f) of the recommendation be
amended to add the words "and/or seed" after the word "sod".
11. Guy's Investments rezoning
It was recommended to Council that the recommendation contained in P-133-80 be
endorsed and that the application for rezoning #Z -A-2-8-2 be approved and that
the attached by-law #80-100 be forwarded to Council for approval and that the
Region of Durham be advised of Council's action in respect of the subject
application, subject to paragraph 1.2 of the by-law (Permitted Uses) being
amended to provide for 'Business Offices".

12. Rills of Liberty North rezoning
It was recommended to Council that the recommendations contained in report
P-134-80 be endorsed and that the Planning and Development Committee recommend
to Council that the attached by-law #80-101 be approved and forwarded to
the Ontario Municipal Board pursuant to the Board's decision on by-law 79-111.
(O.M.B. File R80-442).
13. Committee of Adjustment
It was recommended to Council that the minutes of the Committee of Adjustment
dated July 9 1980 be received for information.
14. Future Meetings
It was recommended to Council that all future meetings of the Conmittee be held
in Court Room #2 when available.
15. Meeting before September 7 1980
It was recommended to Council that any necessary meeting before September 7 1980
be at the call of the chair.
