Mayor Rickard and Members of Council: -
The following is a report of a meeting of the Planning and Development
Committee held on July 7, 1980:
1. Redesignation of land Highway 162 and Varcoe's Road
It was recommended to Council that the petitioners' request to redesignate
the lands at the north east corner of Highway 412 and Varcoe's Road from
Special Purpose Commercial to residential, be accommodated by the Town
iritiating an Official Plan Amendment.
2. Durham Condominium Association
It was recommended to Council that the letter from the Durham Condominium
Association re their objectives and activities, be received and filed.
3. August Meeting
It was recommended to Council that the Planning and Development Committee meeting
scheduled for August 18, 1980 be cancelled.
4. Rezoning Z -A-2-4-7 M. Veltri Queen St. Bowmanville
It was recommended to Council that:
1. Zoning Application Z -A-2-4-7 be denied as premature
2. Staff be instructed to close file Z -A-2-4-7
3. Staff be instructed to notify the Regional Municipality
of Durham of this action.
5. Environmental Impact Analyses - Terms of Reference
It was recommended to Council that:
1. Report P-118-80 be received
2. The Terms of Reference for conducting Environmental
Impact Analyses, as contained in Attachment 1 to
Report P-118-80 be adopted
3. Staff be authorized to initiate a proposal call for
conducting the Environmental Impact Analysis for
Neighborhood 3 of the Courtice Urban Area, said
proposal call to be made to those firms listed on
Attachment 2 to Report P-118-80
4. Staff forward a copy of the adopted Terms of Reference
to Durham Regional Planning and the Central Lake Ontario
Conservation Authority for their information.

6. Amendment to Sign By-law - Canadian Imperial Bank of Commerce
It was recommended to Council that the by-law attached to report P-120-80, amending
the sign by-law to permit the sign requested by the Canadian Imperial Bank of
Commerce in the Village of Newcastle, be approved. (See By-law 80-93)
7. Minutes of Committee of Adjustment
The minutes of the meeting of the Committee of Adjustment, held on June 25, 1980
were received for information.
