Mayor Rickard and Members of Council:
The following is a report of a meeting of the Planning and
Development Committee held on Monday, April 14 1980:
1. Residential Floor Area Requirements Darlington Zoning By -Law
It was recomnended to Council that Report P-63-80 be received for information
and that the matter be dealt with by staff at the earliest possible
time and included in Work Program.
2. Bowmanville Sewage Capacity
It was recommended to Council that the correspondence from Mr. Ttwelvetrees
regarding the Port Darlington Water Pollution Plant, as attached to
Report P-64-80 be received for information.
3. Proposed Gravel Pit, Pt. Lot 15, Cone. 3,Clarke
It was recommended to Council that the correspondence from Mr. Kay Lycett
attached to Report P-6580 requesting to use Mr. W. E. Reid's property
as a gravel pit be received for information.
4. Committee of Adjustment Decisions, March 2 1980
It was recommended to Council that the minutes of the Committee of
Adjustment dated March 2 1980 be received for information.
5. Syvan Developments Ltd. Rezoning Application
It was recommended to Council that Report P-53-80 of the Director of
Planning regarding application of Syvan Developments Ltd. for rezoning be
received for information and application ZA 3-13-5 be considered with
the Development Plan for the Village of Newcastle.
6. Ministry of Natural Resources Mapping
It was recommended to Council that Report P-55-80 be received and that
1) The Minister of Natural Resources be advised that th'Town of Newcastle
is interested in participating in the Ministry's mapping assistance
program in order to obtain assistance in mapping the Bowmanville and
Courtice Urban Areas at a scale of 1:2000; and that
2) Staff be directed to liaise with Ministry staff and report back
to the Planning Committee upon determination of the Town's eligibility
for assistance and the Town's share of costs for such mapping.

7. O.P. Amendment Brooks, Lovell, McLellan, File 75-29(d)
It was recommended to Council that Report P-56-80 be received for
information.
8. Township of Scugog By -Law 17-80
It was recommended to Council that Report P-57-80 be received and that
By -Law 17-80 of theTownship of Scugog (Rezoning) be received and filed.
9. MacDonald Ford Sales Rezoning, ZA 2-11-2, Lots 10, 11, Pt Lot 12,
Pt Lot 20, Lots 20, 31, Pt Lot 32, Block "C" Hanning's Plan,Bowmanville
It was recommended to Council that Report P-44-80 be received for information
and that a by-law be submitted to Council to rezone the subject property.
10. Site Plan Agreement, St. Mary's Cement Co.
It was recommended to Council that Report P-68-80 be received for information
and that the development agreement be forwarded to Council for execution
and that a by-law be prepared for that purpose.
11. Township of Scugog By -Law 15-80
It was recommended to Council that By -Law 15-80 of the Township of Scugog
be received for information.
12. Consent Application LD 91/80 Byam and Park
It was recommended to Council that the Town's appeal against the decision
of the Land Division Committee in respect of application LD 91/80 be withdrawn.
13. Romney Mead Subdivision
It was recommended to Council that Report P-66-80 be forwarded to Council
with the recommendation that it be adopted.
14. Appeal Against Land Division Committee Decision - (SPRY)
It was recommended to Council that Council give consideration to rescind
action taken under Resolution C-80-524, i.e. the Director of Planning's
report P-60-80 regarding appeal against Consent Applications LD 83-80 and
LD 84-80.
Note: In order to implement the decision Resolution C-80-524 will have
to be rescinded by a 2/3 majority.
