THAT Report CS-38-92 be received; 2. THAT the Master Plan concept provided as Attachment #1 be approved in principle; 3. THAT any development of the site be reviewed during the 1993 Budget deliberations; 4. THAT the naming of the Park be deferred until the site has been substantially developed for park purposes; and 5. THAT the working Committee members be thanked for their participation and be advised of the actions taken by Council. 1.0 BACKGROUND: 1.1 In approving the 1992 Capital Budget, Council approved $90,000 in funds to master plan and construct Phase I of the park site. Council directed staff to invite representatives from the various local service clubs, community groups and interested individuals to participate in a committee to develop a terms of reference and a preferred master plan concept to best meet the needs of the community. CS-38-92 - 2 - NOVEMBER 16, 1992 2.0 ACTION: 2.1 Letters of invitation were sent to service clubs and other appropriate groups seeking their participation through a representative. Local citizens through word of mouth were also encouraged to participate. In total, seven meetings from May to September took place to develop a terms of reference, review conceptual drawings and develop the final preferred and recommend master plan concept (refer to Attachment #1). It should be noted that the Town's Consultant will be making a presentation focusing on the details of the concept. 3~0 REPORT: 3.1 During discussions, the Committee expressed a strong desire for the park site to act as a gateway and entrance to the Bowmanville Creek Valley. It was their wish that rights to the valley would be obtained in public ownerships and that the valley would be developed as a park and connecting trail system. 3.2 Strong concerns were expressed by local residents concerning potential youth problems, and potential damage to private lands in the valley as a result of access provided through the park. The plan has attempted to address those concerns. 3.3 Through the process, members from different groups provided history of the park site and adjoining valley lands pre and post First World War. The two groups have suggested two names for the park and an alternate name. The names suggested are: - Hoskin Park - Rotary Peace Park and alternately - Fletcher Peace Park It is staff's recommendation that a decision on the naming of the park be deferred until after the Park is developed and subject to a future staff report. ../3 9n? , ~-' '-- REPORT NO. CS-38-92 - 3 - NOVEMBER 16, 1992 3.4 Several representatives and members have expressed interest in fund raising endeavour within the Community and/or service clubs volunteering to fund certain aspects or features. This avenue of funding has not been investigated and was not within the scope of this Committee's mandate. 4.0 ADDITIONAL COMMENTS: 4. 1 Staff are appreciative of the members commitment of their time and enthusiasm for the project. As a result, the process was an enjoyable experience for all who participated. 4.2 The concept presented will be further detailed for purposes of subsequent presentations to Council.
