Mayor Rickard & Members of Council: \
The following is a report of a meeting of the Committee of the Whole held
at 1:00 p.m. on September 27th, 1976 in the Committee Room at Bowmanville Town
Hall: -
1. Tyrone Hamlet
a) It was recommended to Council that no action, with regard to Resolution #CW -468-76,
be taken at this time and Mr. Heming be asked to submit his brief again when the
study for Tyrone is initiated.
b) It was recommended to Council that no Plan of Subdivision of more than three
houses be considered without a District Study being carried out for the Hamlet.
C) It was recommended to Council that the petition submitted by Mr. Webb be received
and Mr. Webb be requested to submit it again when the study for Tyrone is initiated
and that a copy of this Resolution be sent to Mr. Webb and to anyone else who
requests it.
2. Mr. Pedwell -.6p
.Plication for Amendment to Official Plan
It was recommended to Council that the following Resolution be adopted by Council: -
"WHEREAS the east side of the road allowance between Lots 30 and 31 south of the
former third (3rd) line of the former Township of Clarke now part of the Toon of
Newcastle, Regional Municipality of Durham is a fully developed residential area and;
WHEREAS the Planning Committee of the Regional Municipality of Durham considered
further development in the area, but their recommendations and the suggestions and
Proposals made by the applicant were never formally noted on by Regional Council
even though a formal presentation was made to the said Regional Council and
WHEREAS it appears that in view of engineering opinion now received that wells and
septic tanks are practical and workable in the area and
WHEREAS The existing road has been improved and is a cal -de -sac suitable for estate
residential or similar style lots;
NOW THEREFORE THIS COUNCIL recommends to Regional Authorities and to the appropriate
Provincial Ministry that the lands on the west side of the road described above
be designated in the Regional Official Plan so that the west side of the road may be
divided in a manner similar to the existing development on the eastern side of the
road to infill the existing improved road and to use existing hydro and telephone
installations and provide rural building lots in an area proven satisfactory for
such use."

3. Zoning South End of Former Village of Newcastle
Mr. Lovekin appeared before the Committee relative to the Zoning of Land at the
south end of the former Village of Newcastle.
THAT it be recommended to Council that the land area in the former Village of
Newcastle bounded on the west by Wilmot's Creek, the south by Lake Ontario, the
east by the Newcastle Harbour and Marina and Graham's Creek, and the north by the
C.N.R. tracks and Highway 401 is in the opinion of this Council a suitable
planning block and with sewers and water now readily available and the Solandt
Hydro Corridor defined the area should be redesignated in the Official Plan from
Major Open Space to a Special Study Area to enable this Council to give further
and special study and attention pertaining to its proper zoning.
4. Mr. Lovekin's Land Adiacent to Highway 35/115
It was recommended to Council that the following Resolution be adopted: -
"WHEREAS the construction of Highways Number 115 and 401 and the proposed Solandt
Hydro Corridor and the widening of the C.N.R. main line and the construction of
a service road have all seriously segmented this property;
AND WHEREAS the applicant has a decision of the Supreme Court of Ontario registered
on Title giving him legal access to the abutting Highway;
AND WHEREAS the property concerned has been destroyed as a viable agricultural
entity and its highest and best possible use would appear to be of a Highway
Commercial nature;
NOW THEREFORE this Council resolves that the Official Plan of the Region of
Durham should be amended to authorize these lands to be developed for such
uses as a tourist information centre, restaurant, museum, motel or hotel, sports
complex or similar and associated uses and that this redesignation should be
made forthwith to enable Council to properly zone and plan for a suitable land use."
5. Administration Stud
It was recommended to Council that no action be taken relative to the proposed
Administration Study at this time and that it be recommended that the 1977
Council give top priority to this matter and that the submissions be turned over
to the new Council.
6. Extension of King Street East Storm Sewer
It was recommended to Council that the report of the Director of Public Works
relative to the drawings for the proposed extension of the storm sewer on Iung
Street in front of the Bowmanville Shopping Plaza be approved and the consultant
notified that his drawing #539.302 is acceptable.

7. Committee of Adjustment Appointment
It was recommended to Council that Mr. Murray McKnight be appointed to the
Committee of Adjustment to fill out the term of Mr. Don Gilhooly, that is to
December 31st, 1978, and that future policy of Council will be to appoint
Council Committees and replacements after advertising for candidates and making
selections.
8. Committee of Adjustment Objection - Rekker
It was recommended to Council that the Planner appear before the next regular
meeting of Council to explain his objections to Mr. Rekker's application to the
Committee of Adjustment.
9. Extension to Plying Dutchman Motor Hotel
It was recommanded to Council that Mr. Howden appear before Council at the next
regular meeting to advise if the proposal to build apartments at the Flying
Dutchman Motor Hotel would contravene the Zoning By-laws.
10. E1Dorado Nuclear Limited
It was recommended to Council that a letter be sent to the Honourable Darcy
McKoaugh under the signature of the Mayor asking for his assurance that the
Province of Ontario will not permit any construction by E1Dorado Nuclear in
the Town of Newcastle without the appropriate Official Plan and Zoning By-law
procedures and that a copy of the letter be sent to Mr. Doug Moffatt, M.P.P.,
to ensure that the request is given consideration.
