Mayor Rickard and Members of Council:
The following is a report of a meeting of the Committee of the Whole held
at 1:00 p.m. on August 23rd, 1976 in the Committee Room at Boinmanville Town Hall.
1. Mr. John Peaker re Fire Works Permit for Mosport
Mr. John E. Peaker of Hand Chemical Industries Limited appeared before Council
with regard to a fire works permit for Mosport on September 4th, 1976, which
was being held in conjunction with Van -Inn.
It was recommended to Council that Council concur with the request, subject to
the event being cleared with the Mosport Officials.
2, Orono Arena .
It was recommended to Council that if; after Totten, Sims & Hubickits present
study is completed, it seems worthwhile to study further whether the Orono Arena
can be used this winter, then the Municipality will give a grant for this
further study, to be undertaken by the Fair Board.
3. Orono Arena .,
It was recommended to Council that the Durham Central Agricultural Society not
be charged with any part of the $3,600 bill for visible inspection of the Arena.
4. Burke Court Sidewalks
It was recommended to Council that the petitioner against sidewalks be advised
that in Councills opinion these sidewalks should be proceeded with.
5. By -Law No. 75-45
It was recommended to Council that Council concur with the Plannerts Report on
By -Law No. 75-48, which is in answer to Mr. McAdams comments on By -Law 75-48.
6. Darlington Airport
It was recommended to Council that Mr. Roka be advised that if we were to seek
an injunction that there is a reasonable chance that it would be unsuccessful.
7. Carton Agreement - Prestonvale Road .
It was recommended to Council that the offer presented by Mr. Carcone with regard
to road widening on Pres'--nvale Road be accepted.
8. Drainage Problem - 23 Sunset Road
Mr. Welsh appeared before the Committee with regard to closing in a ditch south
of Sunset Road.. .
It was recommended to Council that Council concur with this request subject to
Mr. Welsh obtaining all approvals from Conservation Authority and meeting the
requirements set down by the Director of Public Works (that is manhole), and
also that relief be provided from By -Law No. 75-67 in this instance.

9. Merrill Brown's Report re Clarion Townhouses Drainage
It was recommended to Council that the report of Merrill Brown, P.Eng., on the
drainage problem on Clarion Townhouse Project be received for information
and a copy sent to Mr. Dennis Sadler.
10. Taxi Driverts Licence
It was recommended to Council that Council concur with the report of the Deputy
Clerk regarding Taxi Driver's licence and that a licence be issued to
Timothy K. Welsh.
11. -Mrs. -D... .
Allen - Leave of Abaence
It was recommended to Council that Mrs. D. Allents request for leave of absence
be granted without pay from September 20th through August 1st, 1976.
12. Strike, Strike & Van Nest re Soper Creek Park
It was recommended to Council that Council concur with the request of Strike, Strike
and Van Nest to correct the deed previously given by the Rotary Club to the
Town of Bowmanville for the land at Soper Creek Park.
13. Tyrone Hall. .Bo .

It was recommended to Council that the matter of the holdback to be paid to the
contractor in connection with the Tyrone Hall be left with the Chairman to take
the necessary action.
14. Ministry of Housing re Regional Official Plan
It was recommended to Council that the letter dated August 17th, 1976 from the,
Ministry of Housing regarding the proposed Official Plan for the Durham Planning
Area be referred to the Planning Staff and that it be discussed at the next
meeting called to discuss Planning and also copies of the letter be sent to Council
Members as soon as possible.
