HomeMy WebLinkAbout1976-07-12 ReportReport No. 3 Mayor Rickard and Members of Council: -- The following is a report to Council of a meeting of the Committee of the Whole held on July 12, 1976: 1. Bowmanville Week - Jaycees Mr. Larry Pooler and Mr. J. Robinson of the Be manville Jaycees appeared before the Committee relative to the Bowmanville Week Program. It was recommended to Council that the car wrecking item on the program not be held on a public street. 2. Civic Dinner It was recommended to Council that the Civic Dinner scheduled on July 24, 1976 at the Darlington Marina be supported financially to the extent of $500. 3. Temperance Street Closing It was recommended to Council that the section of Temperance Street from King street to Church Street be closed to traffic from July 17 to 25, 1976 and to be used for Park Purposes to be known as Temperance Park and the Clerk to seek legal advice as to how to accomplish this. 4. Simpson Avenue shopping Centre Mr. J. Dunham, the Director of Public Works, appeared before the Committee with the proposed Site Plan for the Simpson Avenue Shopping Centre. It was recommended to Council that they concur with the Site Plan of the Simpson Avenue Shopping Centre. 5. O.M.B. Hearings - Bum: and By -Law 75- 4 It was recommended to Council that no action be taken with regard to the following O.M.B. Hearings: August 13/76 Bowmanville Court Building P. & W. Buma August 13/76 Bowmanville Court Building By -Law 75- 4 6. Old Fire Hall Village of Newcastle It was recommended to Council that Bell Canada be advised that Council has no interest in leasing the old Fire Hall Building in the former Village of Newcastle. 7. Comments to Land Division Committee (a) It was recommended to Council that the Planner's report dated July 7,1976 relative to the letter from the Land Division Committee regarding the lateness of comments on severance applications be concurred with and the Land Division Committee be so advised. (b) It was recommended to Council that if the Staff discover that applications have been approved because of default on the Municipality's part, the Staff immediately advise the Committee. )_� r e2 770 Report No. 3 - 2 - 8 Durham Christian High School It was recommended to Council that the Mayor and Clerk be authorised to sign the Site Plan Agreement with the Trustees of the Durham Christian High School subject to the blanks being filled in by the PublicWorks Committee relative to road widening. 9. Bowmanville Baptist Church It was recommended to Council that they concur with the Planner's report dated June 29, 1976 relative to Bowmanville Baptist Church Site Plan Agreement. 10. Oshawa By -Law 56-76 It was recommended to Council that the City of Oshawa Zoning By-law amendment 56-76 be received for information. 11. O.M.B. Hearing - Malone It was recommended to Council that no further action be taken with regard to the O.M.B. Hearing, August 13, 1976, Regional Building Whitby - R. & M. Malone 12. District Plan Cejef 01 It was recommended to Council that, at the call of the Mayor, Council meet ,,�_,,, 1,15. t ee;n in Camera to consider the subject matter of the Planner's report dated July 9, 1976 and that Mr. Howden and Mr. McAdams be invited to attend. 13. It was recommended to Council that a caucas meeting on the foregoing subject be held following the meeting with Mr. Howden and Mr. McAdams. 14. Bowmanville Air Conditioning Mayor Rickard advised that the Bowmanville Public Library Board were requesting that Council consider installing air-conditioning in the Bowmanville Library. It was recommended to Council that the request be acknowledged and that the Library Board be asked to bring this item forward in the 1977 Budget. 15. Old Tyrone Hall It was recommended to Council that they establish a Hall Board for the old Hall in Tyrone made up of members of the various lodges subject to satisfactory conditions being worked out by the various parties. 16. Prescott Driveway - Old Tyrone Hall It was recommended to Council that an agreement be worked out with Mr. Prescott allowing him to pave his driveway which encroaches on the Hall property at a rent of $2.00 per year, said agreement to allow the Hall trustees the right of entry over the driveway to the rear of the building and that the Mayor and Clerk be given power to act in this matter. \ 17. Mosport It was recommended to Council that the matter of the Mosport By-law be referred to Councillor Lyall and the Town Clerk together with the solicitor to present a by-law to the next Council meeting. - 3 - 18. Bowmanville Town Hall Roof Report No. 3 It was recommended to Council that Totten Sims Hubicki be instructed to have Heather and Little carry out the repairs to the Bowmanville Town Hall Roof at a maximum cost of $2,000. including a detailed inspection and that the Town Clerk arrange to have the cupola on top of the Bowmanville Town Hall enclosed with chicken wire after the repairs are done. 19. Meeting with Mr. Estrin re Eldorado It was recommended to Council that the meetingcith Mr. Estrin, scheduled for July 13 be cancelled in view of the decision taken by the Atomic Energy Control Board to close the Port Granby Dump as of January 31, 1977.
