HomeMy WebLinkAbout1976-06-14 ReportReport No. 4 Mayor Rickard and Members of Council: - The following is a report of a meeting of the Committee of the Whole held on Monday, �( June 14, 1976. 1. Bowmanville Chamber of Commerce re Parking Authority It was recommended to Council that Councillors Allin and Hobbs together with Mayor Rickard constitute a Committee to meet with the Bowmanville Chamber of Commerce representatives to explore the possibility of a Perking Authority and report back to Committee of the Whole. .� 2. By -Law 76-38 -Parking Requirements in Downtown Bowmanville / It was recommended to Council that the Mayor and Clerk be requested to review By -Law No. 76-38 and report back to the next meeting of Council and no circulation of the By-law be made in the meantime. 3. Clarion Investment Townshouse A delegation appeared before the Committee regarding problems of drainage and fencing between the Clarion Investments Townhouses and the houses on Alonna Street and the following recommendation was made to Council: "That the delegation be acknowledged and that it be noted the Council is aware of the fact that there could be a potential problem, and that if a problem does arise from the drainage situation, Council will undertake to negotiate a remedy with the Developer and thrt the Developer be notified of this and furthermore that an independent Engineering Consultant be retained at this time to report whether or not there is a problem and also to recommend a solution to the problem." and "That the Town Clerk be requested to retain Merrill Brown or some other suitable Engineer forthwith to carry out the assignment referred to,31 4. Sideyards It was recommended to Council that the Planner be requested to report on a possible caange to the Zoning By-law regarding sideyards, in view of the problem that has arisen with the Clarion Building being very close to the single family dwellings. 5. Grass Cutting It was recommended to Counci that Councillor Cowman's report dated May 18th, 1976 regarding grass cutting on Municipal Properties be concurred with, with the addition of "Trull Cemetery - Michael Kennedy." 6. McLean Cemetery Councillor Lyall advised that he had received a cheque in the amount of $2,261.34 from the McLean Foundation for work to done at the McLean Cemetery. It was recommended to Council that Councillor Lyall be authorized to thank the donors and have the work put in hand, - 2 - Report No. 4 7. Fence at Darlington Sports Centre It was recommended to Council that the By-law Enforcement Officer's report on a fence constructed by Mr. Gary Lilley encroaching on Town Property be received and that the By-law Enforcement Officer request Mr. Lilley to remove the fence within a reasonable length of time, , 8. City of Windsor re Mosquito Spraying It was recommended to Council that the letter dated May 25th, 1976 from the City of Windsor regarding subsidy of 75% from the Province for mosquito prevention spraying be concurred with and appropriate action taken. 9. Use of French Language for Air Traffic Control It was recommended to Council that the letter dated May 28th, 1976 from the City of Orillia containing resolution in support of stand taken by the Pilots Association against the use of the French language in air traffic control be received for information. 10. Fence at Haydon Hall It was recommended to Council that the Haydon Hall Board be advised that Council will underwrite the cost of a fence around the hall grounds, up to a maximum cost of $500.00 if the Board will undertake the work. 11 Committee of Adjustment It was recommended to Council that Councillors Cowman and Lyall's report on the Terms of reference of the Committee of Adjustment be concurred with. 12. Civic Holiday - September 10 1976 It was recommended to Council that Friday, September 10th, 1976 be declared a Civic Holiday in the Town of Newcastle, but to apply only to the closing of Public Schools in Ward 3 for the children to attend the Durham Agricultural Fair. 13. 'Next Meeting It was recommended to Council that the next meeting be called by Mayor Rickard. 14. Storage of Books - Orono Town Hall It was recommended to Council that the request of Mrs. Helen Schmid to store books in the Orono Town Hall be granted, subject to Mr. Best's approval. 15. Process of Building Permits CIt was recommended to Council that the former Resolution regarding the processing of Building Permit Applications by the Planning Department be rescinded. 16. Administration Stud It was recommended to Cci;ncil that the letter dated May 19th, 1976 from Mr. Darcy McKeough consenting to an Administration Study by his Ministry be received for information.
