Mayor Rickard and Members of Council: -
The following is a report of a meeting of the Committee of the Whole held in
the Bowmanville Committee Room on May31, 1976:
1. Consumers Gas Franchise
It was recommended to Council that a Committee constituted of Mayor Rickard
Councillor Hobbs and Lyall study the proposed Consumers Gas Franchise for the
Town of Newcastle in detail and report back to the Committee of the Whole.
2. Solina Hall Sign
It was recommended to Council that they concur with the report of the By-law
enforcement Officer regarding permission to place a sign, approximately 2' x
3' on the grounds of the Solina Community Hall, and that permission be granted.
Committee of Adjustment fees
It was recommended that the letter from the Committee of adjustment regarding
r ' fees for applications be received for information, the writer of the letter be
thanked and it be explained that all government levies are outside the juris-
diction of the Anti -Inflation Board.
4. Mobile Home questionnaire
It was recommended that the Clerk be authorized to fill in the questionnaire
regarding Mobile Homes, as far as he is able and the information be included
that this is not necessarily municipal policy.

Veltri - Storm Sewers
It was recommended to Council, that at the time Mr. Veltri enters into an
„yagreement with the Town and pays the lot levies at that time, he be permitted
SV,N to pump storm water into the existing storm sewer until such time as a
Q replacement is made, a recommended in the report from the Director of Works
G and the Engineering Department.
6. Lot Levies
/The Treasurer was asked to report to Council on the lot lavy calculations
regarding the Veltri project and the lot levies calculation not become the
Policy of the M,a,'cipality until approved by Council.
7.J Renovations - Bowmanville Town Hall
It was recommended that Totten Sims Hubicki be authorized to proceed to
•” prepare a more detailed report on the existing Town Hall in Bowmanville
at a cost of $2,400. and provision be made for this in the Budget.
8. By-law #1587 - Fences
It was recommended that the report of the By-law Enforcement Officer regarding
/ Mr. Barrett and By-law #1587 (fences) be received for information and the By-law
V Enforcement Office follow this matter through.

9.] Resolution from City of Windsor - Election Act
yydJ It was recormierded to Council that the Resolution from the City of Windsor
�},rr be acknowledged and received for informatinn because the A.M.O. Executive
/ is presently studying changes in the Election Act.
10 Clarion Investments
It was recommended that the Clerk be authorized to sign the Questionnaire
regarding Clarion Investments and return to the Ministry of Housing.
11. C.L.O.C.A. - Hampton Park V T✓�'�
It was recommended that the Clerk and Councillor Tink be authorized to
�- discuss the matter of Hampton Par - liott Property with Mr. Allen of the
C.L.O.C.A. and report back to the Committee of the Whole.
12. O.M.B. Hearing re Harvey Jackson
(� It was recommended to Council that the appeal by the Town from a decision of
y the Durham Land Division Committee re Harvey Jackson, be withdrawn.
13 Toad Hall Equities Condominiums
It was recommended that the Clerk be authorized to forward to the Ministry of
Housing, the necessary letter indicating the approval and release for
registration of a condominium of Toad Hall Equities Eastern Limited, Block B,
Plan 702, Town of Newcastle. q
14,.. Taxi Drivers Licences
y It was recommended that New Permanent Taxi Drivers Licences be issued to
vl�William A. Rouse and John Rogers as per the Deputy Clerk's Report.
15. Site Plan Agreements - Standard Form
JIt was recommended to Couril that the Standard Form - Site Plan Agreements,
presented by the Planner be approved to be used as a basis for discussions with
developers on site plan agreements.
16. Old Fire Hall - Village of Newcastle
It was recomiiended to Council that the lease for the Old Fire Hall in the
Village of Newcastle with Bell Canada, be continued_.and the building be
turned over to the Recreation Department.. ! /
17. Roofing Repairs - Newcastle Community Hall
It was recommended that Totten Sims Hubicki be authorized to proceed with the
.� installation of new copper down pipes at all sloped roof areas at the Newcastle
Community Hail, at a price of $1,725. as per their letter of May 28, 1976, and
this be included in the budget.

18. Benches - Village of Newcastle
It was recommended that, in response to a letter from Mr. Keitn Barr of the
Village of Newcastle, the Newcastle Chamber of Commerce be approached
N G{ regarding supplying two benches north of the old Fire Hall in Newcastle, the
/� location and design to be approved by the Department of Public Works.
119. Maple Street - Hampton
(.? It was recommended to Council that they approve of the Agnement reached
is with Mr. John Liptay regarding the reconstruction of Maple Street in Haydon.

20. Meetings re Hamlet Study ® 0/
It was recommended that Mr. H. Best arrange a schedule of meetings within
�q�✓YY the next two weeks in the following Hamlets: Newtonville, Orono, Kendal,
P Tyrone, Hampton, Enniskillen and Solina, regarding the Hamlet study.
21. Civic Holiday to Simcoe Day
It was recommended that a request from Gordon Smith for approval of a Private
/ Bill to change Civic Holiday to Simcoe Day be received for information.
22 Amendment to Zoning By-law 161587
It was recommended to Council that Zoning By-law 161587 be amended to provide that
Commercial development in the Downtown Area be exempt from parking requirements.
