Report No. 2
Mayor Rickard and Members of Council: -
The following is a Report of the Committee of the Whole held in the Bowmanville
Town Hall Committee Room on Monday, January 12th, 1976 at 11:30 a.m.°
1. Ridge Pine Park
That it be recommended to Council that with regard to Mr. Howden's report
dated December 25th, 1975, Mr. Howden be requested to follow directions as
laid down by Council with regard to processing the Ridge Pine Park application
and that when data has been prepared by Mr. McNeely it be processed by
Planning Advisory Committee.
2. Creek Diversion - Lot 30, Con. 5 Clarke
It was recommended that Council concur with Mr. Biddle's proposal with
regard to the creek diversion through Lot 30, Con. 5 (Clarke) as per plan
74044 D2 under the conditions laid down in letter Dated December 10th, 1975,
from the Ganaraska Region Conservation Authority and letter dated December
10th, 1975 from the Ministry of Natural Resources and that the Conservation
Authority, Ministry and affected owners be advised.
3. Sharpe Purchase from Wilson Lots 23 & 24, Plan 97, Darlington
It was recommended that Council reaffirm its previous decision to have the
land appraised and offered to Mr. Sharpe at the appraised value plus costs,
and that the land be appraised if applicant agrees to pay costs.
4. B=Law No. 144-75 - City of Oshawa
/ It was recommended that Council's objection to By-Law•No. 144-75 of the
�y City of Oshawa be withdrawn and Mr. Howden and Mr. McNeely notified.
5. Pigeons -- Bowmanville Town Hall
It was recommended to Council that Resolution W.4-473-75 regarding the
screening of the cupola at Bowmanville Town Ball be rescinded.
6. It was recommended to Council that the Town Clerk be authorized to permit
the trapping of pigeons at Bowmanville Town Hall under the condition that
(✓ the traps be emptied every two days apart from Saturdays and Sundays and
that the Town assumes no liability for any possible injury or damage.
7. Mr. & Mrs. Murrayre sewer connection - Newcastle
It was recommended to Cou•--^_1 that Mr. & Mrs. Murray be advised that they
should apply to the Region for an extension as outlined in Mr. Richardson's
letter of December 16th, 1975.
�. By -Law No. 75-98 - D. Thompson
It was recommended to Council that By -Law No. 75-98 be not given a
third reading.

9. Darlington Generating Station
It was recommended to Council that the letter dated November 17th, 1975
from Ontario Hydro regarding Terms of Reference of Consultants for
Community Impact Study be received for information.
30. Doms Auto Parts
It was recommended to Council that the matter of Doms Auto Parts be
deferred pending the passing of the Salvage Yards By-law.
11. Barber Shop By -Law
It was recommended to Council that the Barbers in Bowmanville be advised
that if they wish to bring a petition to Council to repeal By-law No. 72-
25 of the Town of Bowmanville a By-law for the repeal of By-law No. 72-
25 will be submitted for Council's consideration.
12. Sign By-law
It was recommended to Council that the Darlington by-law regulating signs
be amended and that provision be made in the proposed sign by-law for the
Town of Newcastle to allow a sign as required by the Flying Dutchman Hotel
G' subject to Site Plan and details of size, etc. being approved by Council.
13. Great Pine Ridge Tourist Council
we-. It was recommended to Council that an advertisement on 2/5 of a page be
inserted on behalf of the Town of Newcastle, the material to be supplied
by Councillor Entwisle.
14. Land Division Committee - Separation li. F. Worden
It was recommended that Council concur with the request of Ronald F. Worboy
Solicitor as per his letter of January 9th, 1976 regarding the land sever-
ance and that the Mayor and Clerk be authorised to sign the necessary
agreement after having checked the relevant details.
15. Use of J. Mar Buil1ing
It was recommended to Council that, subject to Mayor Rickard confirming
the arrangements, certain personnel of the Recreation Department move
the equipment into the J. Mar Building until thp� a end of_March .
16. L. Lyle re Quit Claim Deed - Relider Ave.
It was recommended to Council that Mr. Lyle be advised to submit a survey
at his expense and that the survey be submitted to the Planner for a report
at which time a consideration will be given to Mr. Lyle's request for a
Quit Claim Deed.
