' Mayor Rickard and riembers of Couacil:-
The following is a report of the meeting of the Committee of the Whole held in
the Boww,anvill.e Town Hall Committee Room on Monday, December 8, 1975, at 9 a.m.
1. Taxi C:i.ver's Licence
It was recommended to Counci:L that with the information appearing on this
application, it wou:id be difficult to grant a licence at this time and therefore
the application be refused..
2. Advertisement re Local Board and Committee Members
It was recommended to Coun.cii that an advertisement be placed in the four local
papero requesting any person who is interested in serving on a Board or Committee
of the Town to advise the Clerk by December 16, 1975.
3. Renumbering hovers Lane
It was recommeDded to Council that the dwellings on Lovers Lane be renumbered
from Liberty to Centre Street.
4. Questionnaire re condominium_ Lawrence_ Crescent
It was recommended to Council that the questionnaire regarding the proposed
condominium at Lawrence Crescent be signed and forwarded to the Ministry of
Housing.
5. Price to Install Wire
It was recommended to Council that the Clerk obtain a price for installing
chicken wire around the cupola on the top of the Town Hall and inquire if the
Y.U.C. would supply the cherry picker for installing the wire.
6. Sale to Lunn
It was recommended to Council that Part 1 of Plan 1OR224, former Township of
Clarke be sold to Mrs. Lunn and legal matters in this regard be attended to.
7. Agreement -_ Town ar_d Jaanes McLaughlin
It was recommended to Council that they concur with the request contained in
the letter fro,., Fraa'k H. _K. Stolwyk, dated December 3, 1975, that an agreement
be drawn up, as ger -ondition of decision of the Land Division Committee, and
forwarded for signing, in the matter of the Town and James McLaughlin.
S. Mobile Home Park Impart Study
It was recommended to Council that a letter be sent to Mr. McAdams, Commissioner
of Planning asking him when thin, study analyzing social and economical impact of
development Mobile Home Parks will take place, who will conduct the study and
when Council could expect progress reports and completion date.

9. Ridge Pine Park
It was recommended to Council that work on the Ridge Pine Park Project by
Town Staff and Consultants be suspended pending a reply to the above mentioned
letter in one month's time from this date.
10. Resignations from Boardsand Committees
It was recommended to Council that all resignations from Committees be handled
on December 17, 1975.
11. Fire Hall - Village of Newcastle
It was recommended to Council that the Chairman of the Community Services
Committee check with the Area Fire Chief, the District Fire Chief and the Clerk
to work with Totten Sims Hubicki to proceed as quickly as possible to report
back regarding the renovations to the new Fire Hall in Newcastle Village.
12. Parking Enforcement - Newcastle and Orono
It was recommended to Council that the Clerk, the By -Law Enforcement Officer and
Councillor Entwisle review the Parking Regulations in Newcastle Village and the
Village of Orono and give direction to the Parking Enforcement Officer for those
areas, and a notice be inserted for two consecutive weeks in the Orono and
Newcastle rapers advising the residents of the date when the enforcing of the
by-laws will commence.
13. Facilities At the Traning School
It was recommended to Council that the Chairman of the Community Services
Committee and the Director of Recreation investigate the possibility of the
extent of the facilities at the Training School, the hours available for
Recreation use and the Social Planning Council be informed so that, in this way,
Council could estimate the need for these facilities.
14. Social Planning Council
It was recommended to Council that the letter from the Social PlanningCouncil
be acknowledged and referred to the Community Services Committee to liaise with
the School Board and report back on the feasibility of such a project so that
the Social Planning Council can be advised of the relative cost and the School
Board provide an estimated cost of providing the estimate.
15. 15 minutes free parking at meters at Christmas Time
It was recommended to Council that they concur with the request of the Bowmanville
Chamber of Commerce regarding 15 minutes free parking time at the meters at
Christmas time and that this become effective on December 11, 1975.
