Mayor Rickard and Members of Council:
The following recommendations were made by the Committee of the Whole
at a meeting held in the Committee Room at Bowmanville Town Hall on Monday,
May 26th, 1975 at 1:00 p.m.: -
1. Letter to Honourable Darcy McKeough re Generating Station
THAT the attached draft of letter to the Honourable Darcy McKeough regarding the
proposed Generating Station submitted by Leighton and Kidd, be referred to
Council for approval.
2. Ontario Municipal Board Hearing re David W. Craig
THAT the Notice of Ontario Municipal Board Hearing regarding the Region and To4mis
appeal against Decision of the Land Division Committee regarding David W. Craig,
be received and filed,
3. Mr. John Liptay re Severance Costs
THAT with regard to his letter of April 21st, 1975, Mr. Liptay be advised that any
objections to the Regional Lot Levies should be directed to the Regional Council.
4. Ontario Municipal Board Hearing re Mrs. W. Osborne
THAT the Notice of Ontario Municipal Board Hearing regarding the RegionIs appeal
against a Decision of the Land Division Committee regarding Mrs, W. Osborne, be
received for information.
5, South Central Ontario Big Game Association
THAT the letter dated April 15th, 1975 from the South Central Ontario Big Game
Association be received and the cheque for $50.00 acknowledged and that the check
be designated for use by the appropriate Game Commission,
6. Solandt Commission Report
THAT the letter dated May 5th, 1975 from Mr. Solandt together with the copies of
the Commission Report be received for information.
7. Senior Citizen Week
THAT Council concur with the letter from the Ministry of Community and Social
Services regarding Senior Citizens Week and that Senior Citizen Week be proclaimed
the week of June 15th to 21st, 1975.

8. Air Conditioning and Heating Police & Fire Building
THAT the contract with the Powers Regulator Company for maintenance of the Air
Conditioning and Heating Equipment at the Police and Fire Building be accepted
in the amount of $7,103,00 a year.
9. John Knox re Severance Agreement
THAT the Town Solicitor be requested to draft an agreement before the 17th of
June deadline with regards to a condition of the Land Division Committee that
the owner enter into a registerable agreement with the Town regarding the ownership
remaining in the name of Mr. Knox's son for a minimum period of five years.
10. Marks and McNeely re Penwest
THAT Council concur with the recommendation contained in Mr. McNeely's letter
regarding the reconveyance of the Penwest Land to the Town.
11. Newcastle Public Utilities Commission Appointment of Commissioner
THAT Mr. Denton Massie be appointed Commissioner for the Newcastle Public Utilities
Commission as a reappointment for Mr. John Rickard, who resigned, after a ballot
being made which included candidates Cunningham, Graham and Massie.
12. Permanent Taxi Drivers Licence
THAT a permanent Taxi Drivers Licence be issued to Mr. Roger K. White.
13. Former Village of Newcastle Fire Hall
THAT Council engage Mr. John Hubicki to submit a report through the Community
Services Committee regarding a fire hall to service the South half of Ward 3
as per site information, estimate of costs, etc.
14. Tvrone Communitv Hall Construction
The tenders referred by the Community Services Committee were as follows:-

(14) THAT the tender of Bowman Construction in the amount of $121,720.00 be
accepted, work to commence within one week of signing the contract and that
the Mayor, Clerk and Solicitor take all steps to protect the Town's interest,
