Lyall, Chairman Call Councillor Donald W. Allin, Member Councillor Kirk Entwisle, Member Councillor Ivan M. Hobbs, Member Councillor H. Bruce Tink, Member Mayor G.B. Rickard attended at 1:25 p.m. Resolution #CW -147-75 Moved by Con. Hobbs, seconded by Con. Entwisle. Adoption of THAT the minutes of the meeting held on April 7th and April 14th, Minutes 1975 be approved. "CARRIED" Mr. Bill Beatty Mr. Bill Beatty appeared before the Committee to request that 82 Ontario St, he be allowed to retain his dwelling while constructing a new re Building one. Permit Resolution #CW -148-75 Moved by Con. Allin, seconded by Con. Entwisle. THAT the Solicitor be requested to prepare a standard agreement to be used in cases where a person wishes to retain an old house while building a new dwelling on the lot. "CARRIED" Mr. V. Moore Mr. V.J. Moore, 247• Liberty Street North appeared before the 247 Liberty St. N. Committee with a problem similar to Mr. Beatty's. It was re Building agreed that this could be handled in the same manner as in Permit Resolution #CW -148-75. Mr. Fred Mr. Fred Beaucage appeared before the Committee relative Beaucage re to his application to operate a Day Care Centre on King Street, Day Care East next to his Nursing Home (Strathaven). Centre This had been approved by the Committee of Adjustment, but appealed by Mr. Howden on the basis that the Committee of Adjustment had exceeded their powers in granting the variance. Entwisle, seconded by Con, Tink, THAT Mr, Howden's appeal aLainst the Committee of Adjustment Decision be concurred with, "CARRIED" Mr. Van Haverbeke Mr, K. Lycett appeared 'before the Committee relative to re Building application by Mr, Van Haverbeke to include living Permit accommodation in a neer implement shed for transient workers, Resolution #CW -150-75 Moved by Con. Allin, seconded by Con, Entwisle, THAT the Darlington Zoning By-law be amended to permit the building of a bunkhouse on Mr. Haverbeke's farm on Lot 4, Conc. 4, "CARRIED" Resolution #CW -151-75 Moved by Mayor Rickard, seconded by Con. Entwisle, THAT the Chairman appoint a Committee of two to meet,with Solicitor and Staff to consider the recommending of a solution of the problem to the next meeting of Council, "CARRIED" The Chairman appointed Mayor Pickard and Councillor Tink, Proposed Mr. McNeely the Toon Solicitor and Mr, K.H. Kidd.Consulting Hydro Engineer appeared before Council regarding Council's position Generating on the proposed Hydro Generating Station. Station Resolution #CW -152-75 Moved by Con. Allin, seconded by Con, Tink, THAT the municipality does not oppose the expropriation of certain properties for the proposed Generating Station, Recorded. THAT Mr. Kidd in conjunction with the Town Solicitor follow the line of approach as outlined by Mr. Kidd i.e, to have exploratory talks with the Ministry of Energy and Ontario Hydro with the view of reporting back to Council with the assurance that Council's previous recommendations are being complied with. Dennis THAT the letter dated April 25th, 1975 from Mr. McNeely be Thompson received and that no action be taken relative to the Ontario Municipal Board Hearing on Mr. Thompson's appeal on May 14th, 1975. Mr. Cornish & THAT the letter dated April 28th, 1975 from Mr. Cornish and Mr. Armstrong Mr. Armstrong regarding the proposed operation of a building re DeKoker Meats close to Highway 35 and 115 as a wholesale meat outlet be referred to the By -Law Enforcement Officer for a Report. "CARRIED" Committee of the Whole - 4 - April 28th, 1975 Frank Grof O.M.B. Appeal from Land Division Committee Decision Resolution #Ctd-157-75 Moved by Con. Entwisle, seconded by Con. Hobbs. THAT no action be taken with regard to the Notice of Ontario Municipal Board Hearing on May 25th, 1975 relative to an appeal by Frank Grof from a decision of the Land Division Committee. "CARRIED" M.V. Jones Mr. Howden opoke to the Committee with regard to the proposed Associates addendum to M.V. Jones and Associates Terms of Reference, Addendum to which was referred to the Committee by Council on April 21st, Terms of 1975. Reference O.H.A.P. Study Resolution #CW -158-75 Moved by Con. Entwisle, seconded by Con. Tink. THAT the addendum to the original terms of reference be approved subject to assurance of the Ministry of Housing that the grants will be forthcoming. Adjournment THAT the meeting adjourn at 5:05 p.m. "CARRIED" Report No. 3 Mayor Rickard & Members of Council: - The following is a report of -meetings of the Committee of the Whole held in the Bowmanville Committee Room on Monday, April 28th, 1975 and Thursday, May 1st, 1975:- 1. Standard Agreement re To Retain Old Dwellinp while Constructing New One THAT the Solicitor be requested to prepare a standard agreement to be PC�` used in cases where a person wishes to retain an old house while building a new dwelling on the lot. 2. M.V. Sones Associates re Addendum to Terms of Reference O.H.A.P. Study THAT the addendum to the original terms of reference be approved subject to t assurance of the Ministry of Housing that the grants will be forthcoming. Vf00 # 9. Swimming Pool Fence By -Law (a) THAT the fence required be four (4) feet. (b) THAT Section 4.3 of the By-law be deleted as per the Solicitor's recommendation. (c) THAT a copy of the By-law be sent to the Chief Coroner for Ontario when it has been passed. (This was in regard to a letter from the Chief Coroner about an inquest into the death of a child in a pool.) ��✓ 10. Fire Arms By -Law THAT the Fire Arms By-law as amended be submitted to Council. 11. Application for Order of Mandamus - George T. Pollitt THAT the application for Order of Mandamus to issue a building permit to George T. Pollitt be referred to the Town Solicitor to protect the Town interests.
