Mayor Rickard and Members of Council: -
The following is a report of a meeting of the Planning and Development Committee
held on Monday, March 17, 1980:
1. Objection to By-law 79-44 (Village of Newcastle Zoning)
It was recommended to Council that they hereby request the Ontario Municipal Board
to approve By-law 79-44 as amended by by-law 80-4, save and except for subsection (h)
of subsection 13 of Section 3 to by-law 79-44 and that portion of Schedule "A" relating
to lands owned by Windsweep Farms Ltd. as shown on the attached copy of Schedule "A";
and that Council hereby request the Town Solicitor to make a representation to the
Ontario Municipal Board in respect of the above; and
the Council of the Town of Newcastle hereby authorizes the Town Solicitor and Planning
Staff to represent the Town of Newcastle at the Ontario Municipal Board Hearing that
may be convened in respect of the objection to By-law 79-44.
2. Site Plan Control By-law
It was recommended to Council that the Proposed Amendement to Site Plan Control
By-law 79-151 be endorsed and the report be received for information and the attached
by-law be forwarded to Council for approval. See By-law 80-35
3. Committee of Adjustment Fees
It was recommended to Council that the Committee of Adjustment be requested to raise
its application fee to $50.00 as soon as possible.
4. Rezoning Application Z -A-3-13-7 - H. Quinney
It was recommended to Council that Rezoning Application Z -A-3-13-7, Lot 2, Part Lot 4,
Block "E" according to the C.G.Hanning's Plan for the former Village of Newcastle, part
lot 28, Concession 2, former Township of Clarke (H. Quinney) be approved upon the
applicant fulfilling the financial requirements of the Regional Municipality of Durham
and the Town of Newcastle.
5. Rezoning Z -A-1-2-7 (Pete's Esso Service)
It was recommended to Council that application for rezoning Z -A-2-1-6, part lot 13,
Concession 2, former Town of Bowmanville (Pete's Esso Service) be refused and the
Town of Newcastle By-law Enforcement Officer, the applicant, and the Region of Durham
be advised of the Town's action in this regard and the applicant advised that he may
appear at Council to speak to the matter.

6. Draft Planning Act for Ontario
It was recommended to Council that a copy of Staff Report P-47-80 be forwarded to
the Minister of Housing and he be advised that the Town of Newcastle suggests that the
"Planning Act - A Draft for Public Comment" be specifically modified as per Report
P-47-80 recommendations.
7. Royal Bank Site Plan Agreement
It was recommended to Council that the Royal Bank Site Plan Agreement be forwarded
to Council for execution and a by-law be prepared for that purpose. See By-law 80-33
8. O.P.A. Urban Development Institute 80-4/D (Seaton)
It was recommended to Council that:
1) The Region of Durham be advised that the Town of Newcastle supports
the Urban Development Institute's proposed amendment to the Durham
Regional Official Plan (File 80-4/1)).
2) The following modifications be made to the proposed amendment:
Section 7.2.4.1 (iii) be modified by the addition
of the words "Bowmanville - Newcastle Village"
immediately following the words "Pickering -Ajax"
Section 7.2.4.1 (v) be modified by the addition of
the words "Bowmanville-Newcastle Village" immediately
following the words "Gatineau Hydro Right -of -Way.
9. Oshawa By-law 18-80 (Townline Shopping Centre
It was recommended to Council that:
"WHEREAS the development of a shopping centre at the northwest corner
of King Street and Townline in the City of Oshawa may affect the
development of the Courtice Community Central Area
The Town of Newcastle HEREBY objects to City of Oshawa By-law 18-80
and hereby instructs the Town Solicitor to file the necessary objection."
