Forrest Resolution #PD -252-80 Moved by Councillor Hobbs, seconded by Councillor Prout Minutes THAT the minutes of the meeting of July 7 1980 be approved. J. Riznek Mr. J. Riznek appeared before the Committee with a request to change the zoning of his land at Highway 2 and Tooley's Road (6 acres, 400 feet depth)) to commercial. M. Protich Milena Protich, representing New Darlington Mills, appeared New Darling- before the Committee regarding industrial plan of sub - ton Mills division (New Darlington Mills), Lot 16, Broken Front Concession. She indicated that the intended use would be for dry industrial and that application would be made to the Planning Department in a few days. Planning and Development -2- July 21 1980 Resolution #PD -253-80 Moved by Councillor Clarke, seconded by Councillor Hobbs Delegations THAT the Committee hear the following delegations: 1. Miss L. Stocco 2. Mr. Bill Manson 3. Mr. Goldstein 4. Mr. Mark Foley 5. Mr. Vanhaverbeke 6. Mr. Gliebexman Recess Township of Scugog By -Law KOWAVN Miss Stocco addressed the Committee regarding Courtice West Sub -division Plan. Mr. Manson appeared before the Committee regarding the Courtice Heights Sub -division. Mr. Foley appeared before the Committee representing Remlark Holdings Limited. (Subdivision 18T-79038). Mr. Goldstein appeared before the Committee regarding lands on King Street East, east of Town Line Road. Mr. Vanhaverbeke appeared before the Committee regarding his request to change the zoning on George Street and King Street East, Bum anville. Mr. Glieberma.n addressed the Committee regarding report P- 86-80, Waverley Heights (Oshawa) Limited and request a deferment to allow him to negotiate further with the Ministry of Natural Resources. (See also appended notes regarding delegations). Resolution #PD -254-80 Moved by Councillor Clarke, seconded by Councillor Barr THAT there be a recess for ten minutes. Resolution #PD -255-80 Moved by Councillor Hobbs, seconded by Councillor Barr THAT the recommendations contained in report P-124-80 be endorsed and that by-law 43-80 of the Township of Scugog be received and filed. Planning and Development -3- July 21 1980 Resolution #PD -256-80 Moved by Councillor Prout, seconded by Councillor Holliday Courtice THAT the recomwndations contained in report P-125-80 West be endorsed and that the Courtice West Neighbourhood Neighbourhood Plan as included as attachment to report P-125-80 Plan be approved and that a copy of the approved Courtice West Neighbourhood Plan be forwarded to the Region of Durham and the Ministry of Housing for information. .ss �� - iaiU9n(1 Resolution #PD -257-80 Moved by Councillor Holliday, seconded by Councillor Hobbs THAT the foregoing resolution be amended to provide that the Courtice West Neighbourhood Plan be amended except the property owned by J. Resolution #PD -259-80 Moved by Councillor Prout, seconded by Councillor Hobbs Courtice THAT the recommendations in report P-126-80 be endorsed South and that the Neighbourhood Development Plan for Courtice Neighbourhood South as included as attachment to report P-126-80 be Plan approved and that a copy of the approved Neighbourhood Development Plan for Courtice South be forwarded to the Region of Durham and the Ministry of Housing for their information. Planning and Development -4- July 21 1980 Resolution #PD -260-80 Moved by Councillor Prout, seconded by Councillor Barr Rezoning THAT the recommendations contained in P-127-80 be application endorsed and that the attached by-law #80-99 pertaining Z A-3-4-2 to application for rezoning Z A-3-4-2 be forwarded to Garbutt Council for approval. I DIM Resolution #PD -261-80 Moved by Mayor Rickard, seconded by Councillor Hobbs Staging THAT the recommendations contained in report P-128-80 be Policies for endorsed and that Courtice 1) The attached staging policies for development in Urban Courtice subject of this report (P-128-80) be adopted Area as Town Policy and that the Clerk prepare the necessary by-law for that purpose, and 2) That the attached staging policies for development in Courtice subject of this report P-128-80 be forwarded to the Regional Municipality of Durham, and 3) That the Regional Municipality of Durham be requested to amend the Official Plan for the former Zbwnship of Darlington to incorporate the said policies in accordance with Section 6.8.2 (iii) of the Darlington Township Official Plan as amended. Resolution #PD -262-80 Moved by Councillor Holliday, seconded by Councillor Barr THAT the foregoing resolution be amended to add the following Clause D to the policies: "Notwithstanding any provisions to the contrary, the policies of this subsection 6.8.2 (iii) shall not apply to lands covered by plans of subdivision which have received draft approval prior to Council adoption of these policies." Planning and Development -5- July 21 1980 Resolution #PD -264-80 Moved by Councillor Hobbs, seconded by Councillor Barr Township of THAT the recommendations contained in report P-130-80 be Scugog endorsed and that By -Law 35-80 of the Township of Scugog By-law be received and filed. Resolution #PD -265-80 Moved by Councillor Holliday, seconded by Councillor Prout Remlark THAT the recommendations contained in report P-131-80 be Holdings Ltd. endorsed. App. for plan of Subdivision "CARRIED AS AMENDED" 18T-79038 Resolution #PD -266-80 Moved by Councillor Holliday, seconded by Mayor Rickard THAT Item 7 b) of the recommendation be re -worded to read as follows: that unless lots 1 to 24 are deemed suitable for residential development as a result of the recommendations of C.L.O.C.A. the said lots shall not be registered but rather shall be incorporated into the area of Block "H"; and that Item 7 c) be re -worded as follows: that lots 1 to 24 shall only be developed in accordance with the recommendations of C.L.O.C.A. referred to in (b) above, and that prior to the commencement of any construction or regrading on these lots, a snow fence shall be erected 4.6 metres from the rear limits of these lots, and shall be maintained in good repair. • • • Ott Resolution #PD -267-80 Moved by Mayor Rickard, seconded by Councillor Prout Goldfan THAT the recommendations contained in report P-132-80 App. for plan be endorsed. of Subdivision 18T-77001 "CARRIED AS AMENDED" Planning and Development -6- July 21 1980 Resolution #PD -268-80 Moved by Mayor Rickard, seconded by Councillor Clarke THAT the foregoing resolution be amended to provide that 12 metres on the first line of Item 3 be amended to 12.2 metres. Resolution #PD -269-80 Moved by Mayor Rickard, seconded by Councillor Holliday THAT the words "Possible Future Development" in Item 2 (1) of the recommendation in the above mentioned report be amended to read 'Proposed Future Development". Resolution #PD -270-80 Moved by Councillor Holliday,seconded by Councillor Prout THAT Item 7 (f) of the recormiendation be amended to add the words "and/or seed" after the word "sod". It was also noted that under Item 14 of the recommendations that a typographical error in as much as Section 2(2) should be 2(1). Resolution #PD -271-80 Moved by Mayor Rickard, seconded by Councillor Barr Guy's THAT the recommendation contained in P-133-80 be endorsed Investments and that the application for rezoning #G -A-2-8-2 be approved rezoning and that the attached by-law #80- 100 be forwarded to Council for approval and that the Region of Durham be advised of Council's action in respect of the subject application. �•• �� � � i� a �� Planning and Development -7- July 21 1980 Resolution #PD -272-80 Moved by Mayor Rickard, seconded by Councillor Barr THAT paragraph 1.2 of the by-law (Permitted Uses) be amended to provide for "Business Offices". Resolution #PD -273-80 Moved by Councillor Hobbs, seconded by Councillor Holliday Rills of THAT the recommendations contained in report P-134-80 Liberty be endorsed and that the Planning and Development North Committee recommend to Council that the attached by-law rezoning #80-101 be approved and forwarded to the Ontario Municipal Board pursuant to the Board's decision on by-law 79-111 (O.M.B. File R80-442). Adjustment "CARRIED" Resolution #PD -276-80 Moved by Councillor Clarke, seconded by Councillor Prout Future THAT all future meetings of the Committeee be held in Meetings Court Room #2 when available. September 7 1980 "CARRIED" Resolution #PD -278-80 Moved by Mayor Rickard, seconded by Councillor Holliday Courtice THAT the following words be added to the Courtice South South Neighbourhood Plan as presented on report P-126-80 Neighbourhood "Nothing in this Plan shall be construed as preventing the Plan development of lands covered by plans of subdivision having received draft approval prior to the adoption of this Plan."
