Mayor Rickard & Members of Council: -
The following is a report of a meeting of the Planning & Development
Committee held on Monday, November 27th, 1978 at 7:00 p.m. in the Council
Chambers: -
Rezoning Papanikolopoulos
It was recommended to Council that the recommendation in Report #PD -90-78 dated
November 6th, 1978 relative to the rezoning of Mr. Papanikolopoulos property
#Z -A-1-4-2 that the By-law Amendment be forwarded to Council be approved.
(See By -Law No. 78-116).
2. D.R. Agencies (Oshawa) Limited
It was recommended to Council that Subdivision #18T-77002 be approved in principle
contingent upon the portion of the site proposed for development being designated
'resident -ail area' by the Ontario Municipal Board and upon the site being designated
for residntial development in the Courtice Development Plan.
3. Schickedanz Developments Limited
It was recommended to Council that the recommendation contained in Report P-92-78
be approved and Regional Council be advised that the Town of Newcastle has no
objection to the further processing of Official Plan Amendment Number 75 -32/D( -)ND(-),
old File No. O.P.A. 73 and that the application be recirculated to all internal
departments, external agencies and this municipality for revised and updated
comments.
4. Hampton & Orono Development Plan
It was recommended to Council that the recommendation contained in Report PD -97-78
dated November 21st, 1978 be approved and that Council request Regional Council:
to direct the Regional Works Department to undertake an immediate investigation of
the feasibility of providing municipal water to Hampton and expanding the
existing Municipal system within Orono and that these investigations include a
feasibility study for ultimately diverting water supplies from Skinners Springs
(Tyrone) for use within these hamlets.
Township of Scugog re By -Law No. 59-78
It was recommended to Council that By -Law No. 59-78 of the Township of Scugog be
received for information and the Township be advised that the Town of Newcastle
has no objection to the By-law.
6. Cean Investments Subdivision 18T-74067
It was recomnended to Council that the recommendation contained in Report #PD -96-78
be approved and the applicant advised to request the Ministry of Housing to re -open
the file, but that such request would be premature until the contracts have been
awarded for the Sturrock Avenue Booster Station and the Soper Creek Sewage Treatment
Plant has been completed.

7. Armstong Shopping Centre Orono
It was recommended to Council that the recommendation contained in Report #TM -92-78
dated November 15th, 1978 be approved and the Shopping Centre proposal be
approved and permit the Armstrong Brothers to build a local shopping centre on
the proposed site not to exceed 60,000 square feet in leaseable building area
andand recommend the necessary re -zoning and also that they enter into a
comprehensive development agreement with the municipality in order that the
municipality would be in a position to properly control this development with
regard to phasing, architectural design, transportation, municipal services,
surface drainage.
8. Romney Mead Subdivision #18T-19720
It was recommended to Council that the recommendation contained in Report #P-98-78
dated November 27th, 1978 be approved and that the Ministry of Housing be
advised that the Town of Newcastle supports the applicants request for a
year's extension of draft approval for reasons as set out in the above mentioned
report.
9. Hillwood Investments Subdivision Scugog Street
It was recommended to Council that the recommendation contained in Report P-85-78 be
approved and the Ministry of Housing be advised that the subject application is
premature at this time and that the application will be considered again once
we have been advised by the Region of Durham Works Department of the imminent
availability of services and that at such time as we are advised by the Region of
Durham Works Department that services will be available to the site within the
next two years, that the application be reconsidered and that the application
fee be waived.
10. Special Study Area 13
It was recommended to Council that the recommendation contained in Report No. P-97-78
dated November 24th, 1978 be approved and the Director of Planning be authorized
to respond to correspondence from the Ministry of Housing indicating that Council
approves of Modification 52 to the Durham Regional Official Plan dealing with
Special Study Area No. 13 (Deferred Area No. 23).
11. Canadian Order of Forresters
It was recommended to the incoming Council that they continue negotiations with
the Canadian Order of Forresters.
