HomeMy WebLinkAbout1978-10-30 ReportReport No. 3 Mayor Rickard and Members of Council: - The following is a report of the meeting of the Planning and Development Committee held on Monday, October 30, 1978: 1. Decision of Land Division Committee - appeal by Gujda It was recommended to Council that Staff be authorized to attend the Ontario Municipal Board Hearing re appeal against a decision of the Durham Land Division Committee by S. Gujda and support the Land Division Committee's decision in this matter. 2. Ashton Plan of Subdivision - lot 25, Cone. 6 Darlington It was recommended to Council that the Region of Durham be advised that Section 3.2.3 of the Region of Durham Official Plan has been fulfilled to the satisfaction of the Town of Newcastle re Ashton Plan of Subdivision, part lot 25, Cone. 6 Darlington. 3. Rezoning Z -A-1-11-5 pt. lot 8, Cone. 6 Darlington - Spencer It was recommended to Council that application for rezoning Z -A-1-11-5, pt. lot 8, Cone. 6 Darlington, R. Spencer be approved and the attached by-law be forwarded to Council for approval. (See By-law 78-103) 4. Application for Subdivision - Schwarz Bros. S -A-2-10-1 It was recommended that the application for Subdivision, S -A-2-10-1 pt. lots 11 and 12, Cone. 1, Bowmanville, Schwarz Brothers be denied since the proposed subdivision does not comply with the Region of Durham Official Plan. 5. Site Plan - Stedman's Stores The following recommendation of the Planning and Development Director regarding Site Plan for the reconstruction of Stedmans Store, was recommended to Council: "On the basis of the discussions which have ensued to date, an inspection of the property in question and our review of the plans submitted, we recommend the following: 1. That the front elevations for the Stedmans Store be approved; 2. The Town of Newcastle enter into a Site Plan Agreement with the applicant pursuant to Section 7.22 (b) of Zoning By-law 1587 as amended. 6. Bowmanville Mall, Application for Rezoning The letter from Roger Elliott, Best & Gray, dated October 25, 1978, relative to the Bowmanville Mall Application for Rezoning, was referred to Staff for a report back to the Co-uncil meeting of November 6, 1978. Report No. 3 2 _ 7. Next Meeting The next meeting of the Planning and Development Committee was scheduled for Thursday, November 16, 1978 at 7 p.m. in the Council Chambers. 8. Servicing of Industrial Land The following resolution was referred to the Town Manager to recommend to Council meeting of November 6, 1978, the method of proper implementation of the said resolution: "WHEREAS the Municipality of the Town of Newcastle recognizes the need for Industrial and Commercial Development; WHEREAS Industrial and Residential Development will take place in different areas of the Municipalty; WHEREAS this Municipality has an Industrial Reserve Account and that sales of property in certain areas will further enrich this account, and WHEREAS Industry and Commerce require readily serviced land. THEREFORE, be it resolved that funds from the Industrial Reserve Account be used for the servicing of municipally owned industrial lands for Industrial Development so that we have serviced land available at competitive prices. This account should become a revolving fund, the money--could—be -- returned from the sale of such serviced land." 9. Sale of Industrial Land It was recommended to Council re sale of serviced industrail Respectfully submitted Robert Dykstra, Chairman. that the Town Manager's Confidential request land be approved.
