Mayor Rickard and Members of Council: -
The following is a report of the Planning and Development Committee Meeting
held on February 6, 1978
1. Ministry of Housing re P.A.R. Call
Mr. C. Sheldon, Project Co-ordinator, Central/East Region, Community housing,
Ministry of Housing appeared before the Committee and stated that the three
Proposals submitted to the Ministry under the Private Assisted Rental Program
Call were not acceptable because of lack of servicing and the high cost of
a rental unit. He outlined several alternatives remaining to the Town and
suggested that the Town make an application for a Municipal Housing Statement.
It was recommended to Council that the matter of a request by the Town of
Newcastle for a Municipal Housing Statement be referred to Staff for Study
and a report back to the Committee as soon as possible.
2. Meetings to review Zoning By -Law
It was recommended to Council that the Town Manager's schedule of meetings
for reviewing the Zoning By-law, Thursday, February 23 and every following
Thursday until completed, in the Board Room of the Bowmanville Town Hall
be adopted.
3. Ontario Hydro Public Relations Officer
It was recommended to Council that Suzanne Stickley, Community Relations
Field Officer for the Wesleyville/Darlington Generating Stations be invited
to the next meeting of the Planning and Development Committee.
4. Mobile Home Development
The letter from the Ministry of Housing, dated January 1978, regarding Mobile
Home Development was received for information.
5. Meetings re Darlington Generating Station Agreement
It was recommended to Council that the Planning Director, Councillor Holliday
and Mayor Rickard be the Town's representatives at future meetings of. the
Region and Ontario Hydro regarding the possible utilization of heat generated
by the Darlington Generating Station as heating source for adjacent land use.
