REPORT TO COUNCIL MEETING OF JUNE 12, 1989
SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
MONDAY, JUNE 5, 1989
RECOMMENDATIONS:
1. RECEIVE FOR INFORMATION
(a) PD -137-89 - Information Report of Rezoning Applications for the

(c) CS -018-89 - Central lake Ontario Conservation Authority Outdoor

of Regional Road 4 (Taunton Road) and Regional
Road 34
2. REZONING APPLICATION - CHRIS SMITH AND ASSOCIATES - PART LOT 13 AND 14
CONCESSION 2, BOHMANVILLE - FILE: DEV 89-30
THAT Report PD -131-89 be received;
THAT the Application to amend the Town of Newcastle Comprehensive Zoning By-law
l 84-63, as amended, submitted by Chris Smith and Associates on behalf of the
Bowmanville Valley Co-operative Homes Inc., be referred back to Staff for
further processing and the preparation of a subsequent report upon receipt
of all outstanding comments; and
THAT the applicant meet with the residents and Staff to address and attempt
to resolve the concerns of the residents; and
THAT a copy of Council's decision be forwarded to the interested parties
attached to Report PD -131-89 and the delegations be acknowledged and
advised.

3. REZONING APPLICATION - VELTRI AND SON LTD. - PART LOT 12, CONCESSION 2
TOWN OF BOWMANVILLE - FILE: DEV 89-31 (X -REF 18T 84035)
THAT Report PD -132-89 be received;
THAT the Application to amend the Town of Newcastle Comprehensive Zoning By-law
84-63, as amended, submitted by Veltri and Son Ltd., be referred back to
Staff for further processing and the preparation of a subsequent report upon
receipt of all outstanding comments; and
THAT a copy of Council's decision be forwarded to the interested parties
attached to Report PD -132-89 and the delegations be acknowledged and advised.
4. OFFICIAL PLAN AMENDMENT & ZONING BY-LAW AMENDMENT - SYBIL REID
PART LOT 32, CONCESSION, 5, FORMER TOWNSHIP OF DARLINGTON
FILE: OPA 89-27/D & DEV 89-40
THAT Report PD -133-89 be received;
THAT the application submitted by Sybil Reid, to amend the Durham Region
Official Plan and Town of Newcastle Zoning By-law, to permit the development
of a daycare centre located within a single family dwelling, be referred
back to staff for a subsequent Staff report pending receipt of all
outstanding comments.
THAT the applicant be so advised.
5. REMOVAL OF "HOLDING (H)" SYMBOL TO IMPLEMENT LAND DIVISION COMMITTEE
APPLICATION LD 818/89 - N. & A. HANAKA - PART LOT 33, CONCESSION 2
FORMER TOWNSHIP OF DARLINGTON - FILE: DEV 88-138 (X -REF LD 818/88)
THAT Report PD -134-89 be received;
THAT the rezoning application submitted by N. & A. Hanaka requesting the
removal of the "Holding (H) symbol from the subject lands within Part Lot
33, Concession 2, former Township of Darlington be approved and By-law
89-96 be forwarded to Council for approval; and
THAT the applicant be so advised.
6. REMOVAL OF "HOLDING (H)" SYMBOL TO IMPLEMENT LAND DIVISION COMMITTEE
KIDDICORP INVESTMENTS - PART LOT 31, CONCESSION 3, FORMER 'TOWNSHIP
OF DARLINGTON - FILE: DEV 89-38 (X -REF: LD 109/89 TO LD 117/89, INCLUSIVE)
THAT Report PD -135-89 be received; and
THAT the rezoning application submitted by Kiddicorp Investments requesting
the removal of the "Holding (H)" symbol from the subject lands within
Part Lot 31, Concession 3, former Township of Darlington be approved and
By-law 89-97 be forwarded to Council for approval; and
THAT the applicant be so advised.

7. REZONING APPLICATION - TEADE ARENDS - PART LOT 11, CONCESSION 2
FORMER TOWN OF BOWMANVILLE - FILE: DEV 89-16
THAT Report PD -136-89 be received;
THAT the rezoning application submitted by Mr. Teade Arends, to permit
an existing fourplex be approved;
THAT By-law 89-98 be forwarded to Council for approval; and
THAT the applicant be so advised.
8. TENDER T89-15 ONE (1) ONLY RUBBER TIRED LOADER
THAT Report TR -48-89 be received; and
THAT Trotter Equipment Ltd., Peterborough, Ontario, with a total
bid in the amount of $90,373.29, being the lowest responsible
bidder meeting all terms, conditions and specifications of Tender
T89-15, be awarded the contract to supply one (1) only Rubber Tired
Loader, as required by The 9bwn of Newcastle Department of Public
Works; and
THAT the funds expended be provided from the approved 1989 Public
Works Fleet Account.
9. TENDER T89-11, ONE (1) ONLY MOTOR GRADER
THAT Report TR -49-89 be received; and
THAT Champion Road Machinery Sales Ltd., Brampton, Ontario with a total
bid in the amount of $139,212.00, being the lowest responsible bidder
meeting all terms, conditions and specifications of Tender T89-11, be
awarded the contract to supply one (1) only Class 7 Motor Grader, as
required by the Town of Newcastle Department of Public Works; and
THAT the funds expended be provided from the approved 1989 Public
Works Fleet Account.
10. TENDER T89-12, ONE (1) ONLY GRADALL
THAT Report TR -50-89, be received; and
THAT Amaro Construction Equipment Inc., Mississauga, Ontario,
with a total bid in the amount of $108,000.00, being the lowest
responsible bidder meeting all terms, conditions and specifications
of Tender T89-12, be awarded the contract to supply one (1) only
Gradall, as required by the Town of Newcastle Department of Public
Works; and
THAT the funds expended be provided from the approved 1989 Public
Works Fleet Account.

11. TENDER T89-5, RECONSTRUCTION OF ONTARIO STREET FROM KING STREET
TO LIBERTY STREET, BM%NVILLE, ONTARIO
THAT Report TR -53-89, be received; and
THAT Dawn Enterprises Ltd., Thornhill, Ontario, with a total bid in
the amount of $1,169,022.80, being the lowest responsible bidder
meeting all terms, conditions and specifications of Tonder T89-5,
be awarded the contract for Reconstruction of Ontario Street from
King Street to Liberty Street, Bowmanville, Ontario, as required
by the Department of Public Works; and
THAT the funds be drawn from the 1989 Public Works Capital budget.
12. STREET LIGHTING ON REGIONAL ROAD #17 AND THE INTERSECTION OF
REGIONAL ROAD #17 AND HIGHWAY 35/115
THAT Report WD -59-89 be received;
THAT no action be taken to install street lights on Region Road #17 from
Sommerville Drive to Highway 35/115 or at the intersection of Highway 35/115
and Regional Road #17; and
THAT a copy of Report WD -59-89 be forwarded to Mr. Donald Evans.
13. REPORT WD -49-89
THAT Report WD -49-89 be tabled for a period of two weeks pending a
scheduled meeeting to be held between the Director of Public Works
and Mr. R.W. Allen.
