RECEIVE FOR INFORMATION (a) PD -93-89 - Report on Official Plan Amendment and Zoning By-law Amendment - Tom Simpson - Newcastle Golf Course - Part Lot 20, Concession 2, Former Township of Clarke (b) PD -100-89 - Report on Planning Division Work Program (c) FD -7-89 - Monthly Fire Report - February, 1989 2. OFFICIAL PLAN AMENDMENT, REZONING AND SUBDIVISION APPLICATIONS - M. GIMBLETP, D. ARMSTRONG, R. W. BRUYNSON - PARI' LOT 9, CONCESSION 2, FORMER TOWNSHIP OF CLARKE - FILES: OPA 89-001/D/N, DEV 88-134 AND 18T-88099 THAT Report PD -88-89 be received; and THAT the applicants be advised that the Town of Newcastle does not support the extension of Hamlet of the Newtonville boundaries and that the subdivision plan be revised and resubmitted accordingly; and THAT the Official Plan Amendment application, the rezoning application, and the subdivision application be referred back to staff for a subsequent report pending receipt of revised plans, all outstanding comments and receipt of a Retail Market Analysis and supporting engineering reports; and THAT the Region of Durham be so advised. 3. OFFICIAL PLAN AMENDMENT - NEIGHBOURHOOD DEVELOPMENT PLAN AMENDMENT - ZONING BY-LAW AMENDMENT - H. KASSINGER CONSTRUCTION LTD. - PART LOT 32, CONCESSION 3r FORMER TOWNSHIP OF DARLINGTON THAT Report PD -89-88 be received; and THAT the applications to amend the Town of Newcastle Official Plan, Courtice North Neighbourhood Development Plan and Zoning By-law 84-63 submitted by D. G. Biddle and Associates Ltd. on behalf of H. Kassinger Construction Ltd. to permit the development of twenty-four residential lots be approved; and Report #1 - 2 - April 10, 1989 THAT the applications to amend the Town of Newcastle Official Plan, Courtice North Neighbourhood Development Plan and Zoning By-law 84-63 submitted by D. G. Biddle and Associates Ltd. on behalf of H. Kassinger Construction Ltd. to permit the development of twenty-four residential lots, be approved; and THAT By-law #89-56 and attachments to Report PD -89-89 be forwarded to Council for approval; and THAT the Region of Durham be so advised; and THAT the interested parties attached to Report PD -89-89 be so advised. 4. REZONING APPLICATION - 542985 ONTARIO LIMITED - PART IAT 14, CONCESSION 1, BOWMANVILLE - FILE: DEV 88-136 THAT Report PD -90-89 be received; and THAT Application to amend the Thwn of Newcastle Comprehensive By-law 84-63, as amended, submitted by G. M. Sernas and Associates Limited on behalf of 542985 Ontario Limited, be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the interested parties attached to Report PD -90-89. 5. REZONING APPLICATION - MOSPORT PARK - PART LOTS 33, 34 AND 35, CONCESSION 9, FORMER TOWNSHIP OF CLARKE - FILE: DEV 89-001 THAT Report PD -91-89 be received; and THAT the rezoning application DEV -89-001 submitted by Bernard Kamin on behalf of Mosport Park Ltd. to reflect the current Mosport Park Ltd. ownership and to accommodate expansion of existing motor sport facilities and related events be approved and that By-law #89-57 be passed; and THAT a copy of By-law #89-57 be forwarded to the applicant and all interested parties attached to Report PD -91-89. 6. REZONING APPLICATION - CUS CONSTRUCTION - PART LOT 20, CONCESSION 2, DARLINGTON - FILE: DEV 89-003 THAT Report PD -92-89 be received; and THAT the rezoning application (DEV 89-003) submitted by Cus Construction Ltd. on behalf of Mr, and Mrs. Iezzi to allow the development of four rural residential lots be DENIED; and THAT a copy of Council's decision be forwarded to the applicant, the Region and all interested parties attached to Report PD -92-89. Report #1 - 3 - April 10, 1989 7. REMOVAL OF "HOLDING (H)" SYMBOL TO IMPLEMENT LAND DIVISION COMMITTEE APPLICATIONS - ANNIE FOWLER - PART LOT 33, CONCESSION 2, FORMER TOWNSHIP OF DARLINGTON - FILE: DEV 88-111 (X -REF LD 587/88 TO 589/88 INCLUSIVE) THAT Report PD -94-89 be received; and THAT the rezoning application submitted by Mrs. Annie Fowler requesting the removal of the "Holding (H)" symbol from the subject lands within Part Lot 33, Concession 2, Former Township of Darlington, be approved and By-law #89-58 be forwarded to Council for approval; and THAT the applicant be so advised. 8. REMOVAL OF "HOLDING (H)" SYMBOL TO IMPLEMENT LAND DIVISION COMMITTEE APPLICATIONS LD 007/89 AND LD 008/89 - KINGSBERRY PROPERTIES, PART LOT 35, CONCESSION 2, FORMER TOWNSHIP OF DARLINGTON - FILE: DEV 89-28 (X -REF LD 007/89 AND 008/89 THAT Report PD -95-89 be received; and THAT the rezoning application submitted by Kingsberry Properties requesting the removal of the "Holding (H)" symbol from the subject lands within Part Lot 35, Concession 2, Former Township of Darlington be approved and By-law #89-59 be forwarded to Council for approval; and THAT the applicant be so advised. 9. WAVERLY HEIGHTS SUBDIVISION - BASELINE ROAD AND JOHN SCOTT AVENUE - CONVEYANCE OF A PORTION OF BLOCK 39, 10M 813, NOW PARTS 1 AND 4 ON 1OR 3214. THAT Report PD -96-89 be received; and THAT the request submitted by D. G. Biddle and Associates on behalf of Waverly Heights Subdivision (Oshawa) Ltd., to purchase Parts 1 and 4 on 1OR 3214, being Part of Block 39 on 10M 813 and subsequently conveying each part to the abutting property owners be approved; and THAT the appropriate offers of purchase and sale and subsequent registration be completed at the applicant's (Waverly Heights Subdivision (Oshawa) Ltd.) expense; and THAT BY-LAW #89-60 be approved, thereby authorizing the Mayor and Clerk to execute the Purchase and Sale Agreement and subsequent registration on behalf of the Town of Newcastle; and THAT D. G. Biddle and Associates be so advised. Report #1 - 4 - April 10, 1989 10. STREET NAMES - KASSINGER CONSTRUCTION LTD. - PHASE 2 OF HIGHLAND GARDENS COURTICE - 18T-86075 THAT Report PD -97-89 be received; and THAT the request to gain relief from current Town Policy with respect to five street names in Plan of Subdivision 18T-86075, Highland Gardens - Phase 2, be approved; and THAT the applicant and the applicant's agent be so advised. 11. STREET NAME: RESERVATION LIST - TOWN OF NEWCASTLE - THE ROYAL CANADIAN LEGION, BRANCH 178 THAT Report PD -98-89 be received for information; and THAT the Royal Canadian Legion, Branch 128, be provided a copy of the list of names as reserved for the use by the Town of Newcastle. 12. ARCHITECTURAL CONTROL IN SUBDIVISION AGREEMENT - FILE: PLN 6.1 THAT Report PD -99-89 be received; and THAT architectural control standards as contained in the attachment to Report PD -99-89 be incorporated into the Town's standard subdivision agreement and that the Director of Planning and Development be authorized to make changes to the standards from time to time; and THAT the Durham Home Builders Association be advised. 13. APPLICATION SUBMITTED By THE CITY OF OSHAWA TO AMEND THE DURHAM REGION OFFICIAL PLAN AND THE CITY OF OSHAWA OFFICIAL PLAN - FILE: 89-2/D/O THAT Report PD -101-89 be received; and THAT the Region of Durham and the City of Oshawa be advised that the Town of Newcastle has no objection to the Part II Plan for the Eastdale Planning Area in the City of Oshawa Official Plan and the subsequent amendment to the Durham Regional Official Plan. 14. GENERAL PURPOSE AND ADMINISTRATION/COUNCIL AGENDAS THAT General Purpose and Administration and Council agendas be made available to Committees and Boards of Council who so request these. 15. REQUEST FOR PREPARATION OF REPORT PERTAINING TO USAGE OF MULTI PURPOSE ROOM, BOWMANVILLE RECREATION COMPLEX AND SWIMMING PROGRAM FOR THE HANDICAPPED THAT the Community Services Department be requested to prepare a report pertaining to the following: 1. Usage of the Bowmanville Recreation Complex - Multi Purpose Room, i.e., number of bookings, associated charges, etc.; Report #1 - 5 - April 10, 1989 2. Concerns respecting the cut-backs on the swimming program for the handicapped - nursing homes and hospital; for review by the General Purpose and Administration Committee. 16. REPORT PD -102-89 THAT the recommendations adopted in camera be approved. 17. LEGAL ADVICE THAT the recommendation adopted in camera be approved.
