RECEIVE FOR INFORMATION (a) PD -49-89 - Information Report of Building Permit Activity for January, 1989. (b) PD -50-89 - Information Report of Parking Enforcement for January, 1989. (c) PD -51-89 - Information Report of Animal Control for January, 1989. (d) CS -03-89 - Information Report of Bowmanville Lawn Bowling Club. 2. REZONING APPLICATION - 689581 ONTARIO LIMITED - PART LOT 29, CONCESSION 2, DARLINGTON - OUR FILE: DEV 88-116 (X/REF: 18T-87092) THAT Report PD -42-89 be received; and THAT the application to amend the Town of Newcastle Comprehensive Zoning By-law 84-63, as amended, submitted by G.M. Sernas & Associates Ltd. on behalf of 689581 Ontario Limited be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the parties attached in Report PD -42-89; and THAT a meeting be arranged between the developer and the residents in an attempt to resolve the concerns of the residents. 3. OFFICIAL PLAN AMENDMENT AND REZONING APPLICATIONS - JAMES C. REYNAERT PART LOT 15, CONCESSION 7, FORMER TOWNSHIP OF CLARKE - FILE: O.P.A. 88-107/D AND DEV 88-122 THAT Report PD -43-89 be received; and THAT the Official Plan Amendment and Rezoning applications submitted by James C. Reynaert to implement a fourteen (14) lot Estate Residential subdivision be referred back to Staff for a subsequent report pending receipt of all outstanding comments; and Report #1 - 2 - February 27, 1989 THAT a copy of Council's decision be forwarded to the Region, the applicant, and the parties attached to Report PD -43-89. THAT the delegations be acknowledged and advised of Council's decision. 4. REZONING APPLICATION - ROY NICHOLS MOTORS - PART LOT 29, CONCESSION 2, DARLINGTON - DEV 88-127 THAT Report PD -44-89 be received; and THAT the application to amend the Town of Newcastle Comprehensive Zoning By-law 84-63, as amended, submitted by Roy Nichols Motors, be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the interested parties indicated to Report PD -44-89. 5. REZONING APPLICATION - KENNETH a RUTH WRIGHT - PART LOT 23, B.F. CONCESSION, FORMER TOWNSHIP OF DARLINGTON - FILE: DEV -88-128 THAT Report PD -45-89 be received; and THAT Application to amend the Town of Newcastle Comprehensive Zoning By-law 84-63, as amended, submitted by Kenneth and Ruth Wright, be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the interested parties attached to Report PD -45-89; and THAT the delegation's concerns be addressed and he be advised of Council's decision. 6. WITHDRAWAL OF TOWN'S APPEAL TO THE ONTARIO MUNICIPAL BOARD - FILE: LD 692-88 (STAINTON) THAT Report PD -46-89 be received; and THAT the Ontario Municipal Board be advised that the Town withdraws its appeal with respect to LD 692/88 (Stainton); and THAT the Secretary Treasurer of the Land Division Committee be advised of Council's decision. 7. REVIEW OF CONSERVATION AUTHORITIES PROGRAMS - FILE: PLN 17.2 THAT Report PD -47-89 be received; and THAT Report PD -47-89 be adopted as the Town of Newcastle's Supplementary comments to the Minister of Natural Resources on the recommendations of the report "A Review of the Conservation Authorities Program"; and THAT a copy of Report PD -47-89 be forwarded to the Minister of Natural Resources, Central Lake Ontario Conservation Authority, Ganaraska Region Conservation Authority, Kawartha Region Conservation Authority, and the Region of Durham. Report #1 - 3 - February 27, 1989 8. APPLICATION TO AMEND THE DURHAM REGIONAL OFFICIAL PLAN - MOSPORT PARK LIMITED - PART LOT 33, LOT 34 AND PARI' LOT 35, CONCESSION 9, CLARKE - FILE: 87-59/D THAT Report PD -48-89 be received; and THAT the Region of Durham be advised that the Town of Newcastle recommends the following: a) THAT the Official Plan Amendment Application 87-59/D submitted by Mosport Park Ltd. be DENIED as it relates to the development of 174 Residential Lots; and b) THAT the development of the additional tourist/recreational facilities at Mosport Park as proposed by the applicant be considered as an expansion of existing uses and variation to similar uses under Section 16.6.5 of the Durham Region Official Plan which can be dealt with through an application to amend the Town of Newcastle Comprehensive Zoning By-law; and THAT Mosport Park Limited, The Procter Redfern Group, Mr. Kenneth Smith and the Region of Durham be so advised; and THAT the delegations be acknowledged and advised of Council's decision. 9. HERITAGE WEEK - REPORT CS -02-89 THAT Report CS -02-89 be received for information, and THAT the Newcastle Community Services Advisory Board select 3 citizen volunteers for Heritage Week and report back to Council with their nominees." 10. ROLE AND RESPONSIBILITIES OF THE NEWCASTLE COMMUNITY SERVICES ADVISORY BOARD THAT Report No. CS -04-89 be received, as amended; and THAT the NCSAB report directly to the Community Services Department and indirectly to Council; and THAT the revised role and responsibilities of the NCSAB as outlined in Report CS -04-89 ("A -F"), as amended, be approved; and THAT a copy of Report CS -04-89, as amended, be forwarded to the NCSAB for information and that the Board be advised of action taken. 11. ROAD INSPECTION TOUR - 1989 - REPORT WD -31-89 THAT Report WD -31-89 be received; and THAT the 1989 Road Inspection Tour be arranged for Friday, April 14th and Friday, April 21st, 1989; and Report #1 - 4 - February 27, 1989 THAT Members of Council advise the Public Works Department of any areas of concern of particular interest, before April lst, 1989, in order that they may be included in the itinerary of the Tour, and THAT all costs associated with the tour be taken from the 1989 Public Works Budget. 12. REQUEST FOR QUIT CLAIM DEED - MYLES, ROBERT BRUCE, PART IAT 27, CONCESSION 1, GEOGRAPHIC TOWNSHIP OF CLARKE, VILLAGE OF NEWCASTLE THAT Report WD -32-89 be received; and THAT the Mayor and Clerk be authorized to execute a Quit Claim Deed to release a right-of-way and easement on title to the property in Part of Lot 27, Concession 1, former Township of Clarke in the Village of Newcastle; and THAT any cost associated with the request for Quit Claim be paid by the applicant; and THAT Irwin A. Hamilton, 1 Division Street, P. 0. Box 39, Bowmanville, be advised of Council's decision. 13. REQUEST FOR CLOSURE AND CONVEYANCE OF MANN, WINNSTANELY STREETS (HENDRY PROPERTY) 1OR-3187 - UNNAMED STREETS, (MUTTON PROPERTY) 1OR-3186 - SCHICKEDANZ BROTHERS LIMITED THAT Report WD -33-89 be referred back to Staff for an appraisal of the above -referenced land and a legal opinion from Dennis Hefferon; and THAT the report be forwarded to Council. 14. ABSEC PROPERTY DEVELOPMENTS - CONCERNS RE: DUST, NOISE AND GARBAGE THAT Staff be directed to prepare a status report for Council pertaining to dust, noise and garbage being generated by ABSEC Property Developments in Newcastle. 15. RUDELL ROAD - CONCERNS RE: DUST AND SAFETY HAZARDS THAT Staff be directed to review and prepare a report for Council pertaining to dust and safety concerns on Rudell Road. 16. REPORT - ADMIN -5-89 THAT the recommendations contained in Confidential Report ADMIN -5-89 be approved. 17. REPORT - ADMIN -6-89 THAT the recommendations contained in Confidential Report ADMIN -6-89 be approved as amended.
