Councillor Robinson indicated that he would be stating a disclosure of

MacArthur and himself have just returned from a trip to France and Spain
regarding the Iter Project. A report is forthcoming on this very worthwhile
endeavour.

Councillor Trim advised that he attended the following:

The official opening of Hillsdale Estates Senior Facility in Oshawa,
the Police Association Annual Retirement Dinner and that he,
Councillor Rowe and Councillor Schell attended Lakeridge Health
Bowmanville, Annual Harvest Ball which was a very successful
fundraising effort as well as his attendance of the official opening of
the new restaurant in the Veltri Complex. He noted that the
Lakeshore Murder Mystery Fundraising for the Clarington Youth
Advisory Committee will be held on November 8,2002.

Councillor MacArthur advised that Mayor Mutton made an excellent
presentation during the visit to France and Spain and that he will liaise
with a Member of Parliament next Friday evening.

Councillor Schell, on behalf of the Bowmanville Business Centre,
thanked staff of the Operations and Engineering Departments for the
new parking lot in the downtown area.

Tony Samson, President, TS Environmental Services, Industrial
Hygiene and Environmental Services, 2601 Matheson Blvd.
East, Unit 35, Mississauga, L4W 5A8 advised that he has not been able
to adhere to Municipal requirements because of his lack of knowledge
pertaining to planning and site plan issues. He noted that he will meet
the Municipality's requirements and that he will follow the planning rule
during the site plan process. He noted that he is willing to post $25,000
in securities. He advised Members of the Committee that he was not
aware that the containers on his site did not meet the set back
requirements and stated that he will rectify this matter as soon as
possible. He noted that PCB materials are never stored on the site. He
expressed concurrence with the recommendations contained in Report
PSD-106-02 and his willingness to adhere to the Ministry's requirements
as well as those of the Municipality of Clarington.

The Planning Services Department sent public notice for the rezoning
application, by first class mail on or before September 20,2002 to all
property owners within 120 metres of the subject property in accordance
with the latest municipal assessment record. A public notice was also
posted on the property in question.

effect of the application is to permit the use of an existing 250m2
(2,788 sq ft) accessory building for a home occupation.

Courtice, L 1 E 2J4 displayed a site plan and elaborated on the
background and merits of this application, stating that the barn on the
property will be converted into an office and home occupation with one
staff member, three parking spaces and storage of cleaning materials.
He introduced Mr. Jean-Guy Bergeron, 2611 Maple Grove Road,
Bowmanville, L 1 C 3K4 who explained that signage will have to be
formalized and that the building will be used "as is".

NOTICE OF PUBLIC MEETING

AN APPLICATION TO AMEND THE CLARINGTON ZONING BY-LAW

TAKE NOTICE that the Council of the Corporation of the Municipality of Clarington will consider a proposed Zoning By-law
Amendment under Section 34 and Section 39 of the Planning Act, 1990, as amended.

APPLICATION DETAILS Planning File No.: ZBA 2002-021
The application submitted by David Climenhage, for the Great Canadian Town Band Festival, would change the zone
category of a 46 ha (113.7 acre) property from "Agricultural (A) Zone" to an appropriate zone in order to permit an annual
music festival as a temporary use for a maximum of three years.
The subject property is located in Part Lots 29 and 30, Concession 5, former Township of Clarke, (as shown on the
reverse). The lands in question are also subject to a related Site Plan Approval (SPA 2002-025).

identify issues and provide additional information relative to the proposed Amendment. The public meeting will be held on:

2.0 LOCATION
2.1 The property under consideration is located at 120 Princess Street and 3426
Concession Road 5 in Orono (see Attachment 1). The subject property is located
within Part Lots 29 and 30, Concession 5, in the former Township of Clarke.
3.0 BACKGROUND
3.1 The Great Canadian Town Band Festival has been holding its annual weekend
festival each year in June since 2000. In Spring 2002, the Festival requested a
building permit from the Municipality to erect tents. The building permit was not
issued as the proposed use was not permitted within the Agricultural (A) Zone.
In years past, permits were issued because the application indicated the tents
were to be erected at the Orono Fairs Grounds, where such a use would be
permitted. As a result, the applicant has initiated applications for temporary use
zoning and site plan approval to permit the use.
4.0 SITE CHARACTERISTICS AND SURROUNDING USES
4.1 The subject lands are located at the western limits of Orono. The lands were in
the ownership of the Ministry of Natural Resources and were used for a tree
nursery, until their closure and sale in the mid-1990's. There are numerous
buildings on the site, which were related to the forestry use. The grounds also
have botanical gardens with a park-like setting.

5.0 OFFICIAL PLAN POLICIES
5.1 The Clarington Official Plan designates the property as "Green Space".

Section 23.4.4 of the Clarington Official Plan states that a temporary use by-law
may be passed to permit the use of the lands, buildings or structures on a
temporary basis, for any purpose provided that the following conditions are
addressed:
. The use is temporary in nature. Further, the use can be removed and the site
can be restored to its original condition. In this case, the music festival as
proposed does not require substantial alteration to the grounds and the lands
and buildings could return to their previous state.

. The proposed use is compatible with the adjacent existing land use, there is
minimal impact on the Natural Features and Land Characteristics identified on
Map C, or satisfactory measure to mitigate any adverse impacts will be
applied. Tableland Woodlots are identified on Map C and this proposal does
not require any tree removal.

. There will be no adverse impacts on traffic or transportation facilities or
services in the area. Further, adequate access and parking are provided.
Engineering Services will address some of these issues in their comments.
Given the size of the site, there is a great deal of parking available.

. Adequate sewage disposal and water services are available in compliance
with provincial and regional standards.

. Finally, the proposal must not jeopardize the long term implementation of the

annual band festival, a temporary use rezoning application was submitted for ..

7.0 PUBLIC NOTICE AND SUBMISSION
7.1 Public notice was given by mail to each property owner within 120 metres of the
site. A public meeting notice sign was also installed on the lands.
7.2 A nearby property owner contacted staff with questions on the circulation. The
individual had no objections, but asked for clarification on the meaning of
"development" in this case. The person also asked why it was necessary to
rezone the entire property.
8.0 AGENCY COMMENTS
8.1 The application was circulated for comments on the site plan application. The
Municipality of Clarington Building Division has no objection provided the
applicant obtain any necessary building permits. Clarington Emergency Services
Department has no concerns provided the access route can withstand the weight
of fire fighting apparatus and is a minimum width of 6 metres. The Durham
Region Health Department have no objections to the proposal at this time.

9.0 COMMENTS
9.1 The Zoning By-law currently contains a definition for a "Special Event" as being
an event, the duration of which is temporary in nature and which is limited to one
or more of the following uses: an exhibition, a fair, a carnival, a regatta, a
religious or music festival, or a recreational competition". Temporary as it relates
to events which generate noise (including a music festival) means the combined
total duration of all Special Events held on one property shall not exceed three
(3) days in a calendar year. This has been the duration of the annual weekend
festival in the past.
9.2 Subsequent to submitting the application the applicant raised the idea of using
the property for additional activities including summer band camps, music
instruction, storage and exhibit space. These activities would occur more
frequently than three days in a calendar year. These activities could be
considered in the context of the Great Canadian Town Band Festival proposal
outlined in Section 9.3.
9.3 The applicant has also expressed an interest in creating a permanent Canadian
Band Museum and a summer long music festival on the site. This would entail
the conversion of some buildings for museum space and indoor concert halls.
Planning Services Staff have advised that these proposals will require
appropriate background studies and additional development applications.
9.4 The Orono Forest Crown Land Management Plan has identified natural features
running from the remaining Orono Forestry Lands to the west and south of the
property and by the mill pond to the south-east, which created a high level of
connectivity for the animal and plant species. This connectivity extends beyond
the site northwards to the Oak Ridges Moraine and west toward the Stephen's
Gulch Conservation Area. Development of a more permanent nature may require
a detailed review of the functions and sensitivity of the nearby environmental
features and any impacts thereto.

. The paved area would be over a part of the existing tile bed.

Application A2002/021 was heard previously May 5 and October 10, 2002 at which time
the application was tabled by Committee to allow time for the applicant to have a
Conservation Authority Board hearing and later to receive Health Unit approval. The
Conservation Authority Board hearing held September 18, granted approval for the
detached garage. The Health Department gave verbal approval October 24, 2002 that
there is adequate area on the lot for the septic system to function adequately. Thus the
application received approval.

Application A2002/040 was to reduce the amount of parking required at an industrially
zoned property on Mearns Court by 27 parking spaces, from 119 to 92 parking spaces.
The application was heard previously at the July 25, 2002 Committee meeting and was
tabled to allow the owner time to remove outside storage on 17 of the required parking
spaces. There are currently 75 usable parking spaces.

concerns that on-street parking is creating traffic congestion and blocking access to
other industrial properties on both Mearns Court and Caristrap Street.

After discussion with the applicant, which determined that no progress had been made in
clearing the 17 parking spaces for use for parking since the July 25th meeting,
Committee denied the application as it was not minor in nature and was not desirable for
the neighbourhood.

Application A2002/066 was tabled to the November 21, 2002 agenda as the
measurements submitted on the application were incorrect. Accessory building setbacks
are measured from the edge of the eaves, not the wall. Thus the actual variance applied
for is 50% more than the public notice advised. A new public notice will be mailed and a
new public hearing scheduled for November 21 , 2002.

4. Staff has reviewed the Committee's decisions and is satisfied that the applications that
_ received approval are in conformity with the Official Plan policies, consistent with the
intent of the Zoning By-law and are minor in nature and desirable. Council's
.. concurrence with the Committee of Adjustment decisions is required in order to afford
staffs official status before the Ontario Municipal Board in the event of an appeal of any
_ decision of the Committee of Adjustment.

Lots 89 to 112, 114 and 115, all inclusive on Registered Plan 40M-2005. These
lots are located in Part Lot 17, Concession 1, former Township of Darlington.

2.2 Council, in considering the request, endorsed the recommendations contained
within Staff Report PD-089-00 and approved the Part Lot Control By-law for Lots
89 to 112, 114 and 115, all inclusive on Registered Plan 40M-2005. The By-law
itself contained a two (2) year period following Council's approval, ending on
September 25th, 2002.

2.3 By correspondence dated October 1 ih, 2002, Mr. Whalen informed Planning
Staff that not all transactions for which Part Lot Control was granted were
completed before the Part Lot Control By-law expired on September 25th, 2002.

2.4 Accordingly, on October 1 ih, 2002, Mr. Whalen filed with the Municipality an
application requesting approval of a Part Lot Control BY-law for Lots 91, 93, 99,
101 to 109 and 112, on Plan 40M-2005.

3.0 STAFF COMMENTS
3.1 The removal of Part Lot Control would facilitate the creation of the semi-detached
lots as contemplated in the draft approved plan of subdivision. The Planning Act
leaves it to the Municipality to determine an appropriate timeframe during which
the by-law shall apply. Staff would recommend in the circumstances that the By-

NOW THEREFORE BE IT RESOLVED THAT, the Council of the Corporation of the
Municipality of Clarington enacts as follows:

That Subsection 5 of Section 50 of the Planning Act shall not apply to those
lands described in Paragraph 2, within the By-law.
That this By-law shall come into effect upon being approved by the Municipality

the development of draft plan of subdivision. The agreement in place covers the ..

3.1 The provisions of the Zoning By-law allow for the removal of the "Holding(H)"
symbol, by By-law, upon Council being satisfied that the uses to be permitted will
be adequately serviced, have appropriate access, and will be used for the
purposes intended by the By-law.

Municipality and will submit all securities prior to the issuance of building permits.

2.0 BACKGROUND AND PROPOSED AMENDMENT
2.1 The subject lands are located within Part Lot 9, Concession 2, in the former Town of
Bowmanville (see Attachment 1). The proposed location of the sign is Lot 27 on draft
approved plan of subdivision 18T -89064. The sign would be located at the rear of the
property and would be visible from Mearns Avenue.

2.2 The Sign By-law currently permits a 3 square metre promotional construction sign on a
residential property. A 5 square metre promotional construction sign is permitted on
commercial properties, such as new homes sales office sites and model homes. The
applicant is requesting permission to erect an 8.92 square metre sign on the subject
lands. Promotional construction signs are temporary in nature and are permitted on a
property for a maximum of one year.

3.0 STAFF COMMENTS
3.1 The intent of the Sign By-law is to control signage; however, that may be in contrast to
the builder's desire for visibility to advertise their new home product. Recent applications
for site plan approval for new homes sales offices and model homes have also
addressed increases in the size and number of signs as builders want more display
material than the by-law permits. Through the site plan approval process the sizes of
promotional construction signs have been varied to as large as 11.89 square metres. In
this instance, as there was no other development associated with the proposed sign, site
plan approval was not appropriate.

3.2 The subdivision site itself has limited exposure from major roads. It can only be
accessed through the local roads of adjacent subdivision developments. Originally the
applicant wanted to locate the sign on Block 103, a future road widening block. Staff

could not support the placement of the sign within a future road allowance. For this
_ reason the sign was proposed on Lot 27, even though it remains a long distance from
Mearns Avenue. The Applicant notes that because of this distance a larger sign than the
_ by-law permits is requested so that it can be seen from Mearns Avenue.
_ 3.3 Eventually a 2.4 metre noise barrier fence will be erected along the rear yards of the lots
fronting on Eldad Drive. Once this happens, the sign will be removed as it will no longer
_ be visible. The Applicant anticipates that by this time, several dwellings will be
constructed and the subdivision will be more noticeable.

3.4 Staff support an increase in size to permit an 8.92 square metre promotional construction
sign in this location for the following reasons:
. A larger sign is necessary to be visible from the nearest main road.
. No other signs are proposed within the development.
. The sign will be removed when the noise barrier fence is erected and before the
dwelling is occupied.

4.0 CONCLUSIONS
4.1 It is recommended that the Sign By-law be amended to permit an 8.92 square metre
promotional construction sign as requested.

erection of signs and provides for the charging of fees for inspection and/or issuing of permits
and for the pulling down or removal of contravening signs;

to amend By-law 97-157 as amended, of the Corporation of the Municipality of Clarington;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Municipality of Clarington enacts as follows:

Section 4.4 - EXCEPTIONS is hereby amended by adding the following new

1.0 BACKGROUND
1.1 Due to the obsolescence or weakening of bridges, it is often necessary for municipalities to
limit the gross weight of vehicles on bridges on a temporary, seasonal or permanent basis
under authority of the Highway Traffic Act., R.S.O. 1990, c H.8, as amended from time to
time, including H.T.A.(Section 123 (2)) and the Bridges Act (Section 2).
2.0 REVIEW AND COMMENT
2.1 Totten Sims Hubicki Associates forwarded a letter dated August 19, 2002 to the
Municipality advising of updated recommendations for load postings based upon their
engineering reviews. Based on this information, nine Bridge Weight By-laws have been
prepared for Council's consideration. Under the new guidelines, the Ministry of
Transportation no' longer needs to approve Bridge Weight By-laws, however, once
approved by Council the Engineer's Statement, which is Schedule "A" to each by-law,
must be signed and sealed by two registered professional engineers.
2.2 The two connecting timber bridges on Nichols Road will always be posted with the same
weight restriction, with the lowest rating applying to both. As of the writing of this report,
the south structure Bridge 098013 is rated as only 2 tonnes and is being scheduled for
rehabilitation by Canadian National Railway during 2003. At the time this repc:>rt is being
written, the timber structure Bridge 098003 located at Lakeshore Road and Stephenson
Road has been temporarily closed by Canadian National Railway for repairs and will
reopen with a posted weight of 4 tonnes per the railway legal obligation.
2.3 Where the weight restrictions calculated by the Municipality's consultant and those
requested by the rail authority differ, the lower rating shall be applied.
3.0 CONCLUSION
3.1 To protect the Municipality from liability risk and permit enforcement of desired weight
restrictions, the attached by-laws should be approved by Council and then signed by two
professional engineers.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 2002-
Being a By-law to limit the gross weight of any vehicle or any class
thereof passing over a bridge under the jurisdiction of the
Corporation of the Municipality of Clarington pursuant to the
Highway Traffic Act, R.S.O. 1990, c. H.8, as amended.
WHEREAS Section 123 (2) of the Highway Traffic Act, R.S.O. 1990 c.H.8, as amended provides
that a municipal corporation or other authority having jurisdiction over a bridge may by by-law limit
the gross vehicle weight of any vehicle or any class thereof passing over the bridge;
AND WHEREAS the Council of the Corporation of the Municipality of Clarington deems it
advisable to enact a by-law to limit the gross weight of any class thereof passing over a bridge under
the jurisdiction of the Corporation of the Municipality of Clarington;
NOW THEREFORE the Council of the Corporation of the Municipality of C1arington enacts as
follows:
1.
THAT in this by-law "gross vehicle weight" means the total weight in tonnes transmitted to
the highway by a vehicle or combination of vehicles and load.
2.
No vehicle or combination of any class thereof with a gross vehicle weight in excess of 2
tonnes, shall be operated over Bridge 094023, Prospect Street, 0.10 km south of OdeD
Street, Bowmanville, also known as Canadian Pacific Railway, Belleville Subdivision
Line, Mileage 164.15.
3.
This by-law shall not become effective until a notice of the limit of gross vehicle weight
permitted, legibly printed, has been posted in a conspicuous place at each end of the bridge.
4.
Every person who contravenes the provisions of the by-law is guilty of an offence and on

BACKGROUND AND COMMENT
In 1999 Clarington was presented with a draft Nuclear Emergency Plan. This plan was
developed for the CANA TEX '99 nuclear exercise, which tested the Provincial, Regional
and Municipal nuclear draft plans.
The Provincial plan puts specific requirements on the Region, and through the Region
certain actions are required to be addressed through the Municipal Plan. The Municipal
Plan has remained in the draft stage, pending review and minor changes.
With the introduction of Bill 148, The Emergency Management Act, staff realized the
Municipality's "Peacetime" Emergency Plan needed a complete rewrite. An exercise to
test the old draft peacetime plan was conducted in March and various issues came to
light, including the need to revisit the Municipal Control Group and the members' various
responsibilities.
After the exercise was completed and all the feedback received from the participants,
staff took to the task of rewriting the plan. At the same time, changes were made to the
Nuclear Emergency Plan to ensure the Municipal Control Group's members'
responsibilities were the same for any type of emergency.
Council is now being presented with copies of both the Nuclear Emergency Plan and
Peacetime Plan. The Nuclear Plan deals with specific issues related to an emergency at
the Darlington Nuclear Generating Station. The Peacetime Plan deals with an
emergency that may arise from natural or man made causes.
These plans will remain a work in progress, which means they will be reviewed annually
to update or address any legislative changes that could affect them.
Another area that remains to be addressed is the creation of various "departmental"
plans, which will be developed in co-operation with the various municipal departments to
detail specific responsibilities.

Bill 148 dictates the plan shall be reviewed annually, which includes staff training and
exercising the plan. Staff will be following the requirements of Bill 148 both prior to and
once it receives Royal Assent. The Bill has been sent for 3rd Reading and Royal Assent
is anticipated in the very near future.

BACKGROUND:
On September 28, 2002, the staff of the Clarington Animal Shelter were pleased to participate
in two events.
FAMILY SAFETY DAY:
Clarington Emergency Services invited the Clarington Animal Shelter to man a booth at their
annual Family Safety Day. A display was set up which included various responsible pet
ownership brochures, and information related to the Clarington Animal Shelter. The booth was
manned by a member of staff of the Animal Shelter, her son who is working towards his school
mandated 40 hour volunteer program, as well as a Member of the Animal Advisory Committee.
The display was extremely well attended and staff distributed approximately 400 colouring
books and pamphlets.
PET VALU BARBEQUE:
Also on September 28, 2002, and pursuant to an invitation from Thomas Sheehan, owner of
Pet Valu, a member of staff along with a co-op student held a barbeque for the purpose of
raising funds for the Clarington Animal Shelter. Local artist, Pat Livingston, spouse of Paul
Livingston who painted the mural on the Animal Shelter, donated posters for sale at this event,
the proceeds of which were also donated to the Animal Shelter. The posters were a collage of
animals, sampling of pieces from Pat Livingston's pet portraits.
The Pet Valu Barbeque was very well attended and the amount of $370.00 was raised from the
sale of hot dogs and hamburgers. The amount of money raised from the sale of Pat
Livingstone's posters totalled $75.00. A grand total amount of $445.00 was donated to the
Clarington Animal Shelter as a result of this positive and worthwhile endeavour. Members of
staff are pleased with the success of both events and want to commend and thank Thomas
Sheehan from the Pet Valu store as well as Pat Livingston.

3. THAT the funds required in the amount of $30,000.00 be drawn from the Engineering
Capital Account # 7603-00100-0516;
4. THAT the additional funds in the amount of $27,000.00 ($47,133.50 less GST rebate,
plus design, plus contingency less $30,000.00 Budget Account # 7603-00100-0516) be
drawn from the Public Works Parks Capital Reserve Fund and processed through

BACKGROUND AND COMMENT
Tender specifications were provided by Totten Sims Hubicki Associates for the Splash Park
Renovations, Orono Park, within the Municipality of Clarington, as required by the Engineering
Department.
Tenders were advertised in local papers, as well as the Daily Commercial News. Subsequently,
tenders were received and tabulated as per Schedule uB" attached.
The total funds required, including a final design and tendering, contract administration, utility
relocations, contingency and net GST, is detailed in the letter from Totten Sims Hubicki, marked
Schedule "B" is estimated at $57,000.00.
Although the low bidder has previously performed work for the Municipality of Clarington, they
have also recently completed similar work for the City of Oshawa and City of Belleville.
A FORTHWITH APPROVAL is requested in order to allow the contractor to commence work
before the winter season.
The total funds required exceed the budget allocation of $30,000.00 as detailed in the 2002
Engineering Capital Budget, page 271, Account # 7603-00100-0516.
The high price submitted is attributed to the inability to access the site with heavy equipment.
The only construction access to the site is via a light vehicle bridge over the creek.
It is therefore recommended that the additional funds required in the amount of $27,000.00
($47,133.50 less GST rebate, plus design, plus contingency less $30,000.00 Budget Account #
7603-00100-0516) be drawn from the Public Works Parks Capital Reserve Fund and processed
through Account #7603-00100-0516.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc., should be

The low bidder'!; submitted tender has been reviewed and is in order. Jeffrey G, WaIlans ConstrUction
Ltd. has completed similar scale and larger scale projects for the City of Oshawa, Trent University and
the City of Belleville over the past few years that were comparable to the works required under this
contract. The references contacted stated that these works were completed with an acceptable level of
qualiLy and workmanship.
Thc works included in this tender are required to replace the existing wading pool with a spray pad to
provide a "wet park" environment consistent with the standards the Municipality is implementing in
other parks. '1lle total tender amount of $47,133.50 (inclusive of G.S.T.)is higher than similar types
of work previously undertaken by the Municipality. The higher price can be attributed to the location

of the works which is in an area bounded by the Orono Creek and an inaccessible bank with the only
construction access being via a light vehicle bridge over Orono Creek. TIle inability to access the site
with heavy construction equipment is the major reason for the higher price.
The works included in the Tellder were identified in the 2002 Capital Budget and Four Year Forecast.
$30.000 has been budgeted for thts project. A cost apportionment is attached detailing Ule estimated
project costs based on the low bid submitted by Jeffrey G. Wallans Construction Limited. As the total
tender amount, including associated design and administration costs, are $27,000 higher than what has
been budgeted it is recommended that:
· $57,000 be drawn from the previously budgeted Account # 7605-00100-0516. The $27.000
deficit will be financed from the PIW Parks Capital Reserve Fund.
As funding has been made available for the total project costs and based on the past experience of the
low bidder it is recommended that Contract CL2002-30 be awarded to Jeffrey G. Wallans Construction
Limited for the total amount of $47,133.50 (incl. of G.S.T.).
Tender deposits may be returned to all contractors except the low and second low bidders.

1.1 The Government of Ontario, through the Ministry of Agriculture and Food, introduced a
pilot program in 1998 known as the Business Retention and Expansion Program
(BR&E). BR&E is a community-based volunteer driven economic tool that encourages
the growth and stability of local businesses. This approach is based on the fact that
most new jobs come from existing businesses and therefore a welcoming business
environment is essential. The BR&E program is a helpful tool to enable local
communities to create job and economic prosperity by identifying both the barriers to
survival as well as expansion opportunities facing local businesses.
1.2 According to the Ministry officials, the results of the BR&E pilot projects have been
encouraging. The Manager of Business Development of the Clarington Board of Trade,
in conjunction with the Municipality's officials, have presented an overview of the
program to the Board which suggested that it would be worthwhile for the Board to take
advantage of the program to further its primary objective of business retention and
expansion.
1.3 The implementation of the Program involves the following 4 stages:

1.4 In order to implement the program, a Program Kit costing $7,500.00 is required to be
purchased from the Ministry. Due to limited financial resources, the Board requested
the Municipality to cover 50% of the cost of the kit.

1.5 Business Retention and Expansion is a major responsibility assigned to the Clarington
Board of Trade under the current agreement with the Municipality. On an annual basis,
the Municipality provided $75,000.00 to the Board to defray its administrative and
operational expenses. This municipality funding does not contemplate the undertaking
of special projects such as the BR&E program. This program is of obvious benefit to
the Municipality and would definitely assist the Board to fulfill its mandate of business
retention and expansion. As a result it is recommended the Municipality provide 50%
funding the Board to acquire the Program Kit.
