ADOPTION OF MINUTES 06.20 Moved by Clayton Morgan, seconded by Councillor MacArthur THAT the June 20t", 2006 minutes be accepted as amended. "CARRIED" BUSINESS ARISING Beach Avenue HCD The Registry office has requested that the heritage district designation by-law for Beach Avenue include the full legal description of each property on the street. The by-law has been revised and approved by Council and of today it has been registered. A Heritage Conservation District Advisory Committee is to be established to review specific heritage permits. The Committee was asked to appoint a representative. Andrew Kozak volunteered and the Committee passed the following motion: 06.21 Moved by Councilor MacArthur, seconded by Clayton Morgan THAT Andrew Kozak represent the Heritage Committee on the Heritage Conservation District Advisory Committee. "CARRIED" Minutes of the Clarington Heritage Committee Meeting: September 19th, 2006 Page 2 Inventory Update Karin Murphy and David Reesor have been working on the inventory update for Orono and Newcastle Village over the summer. They will also update the inventory for Tyrone. The Planning Services Department has secured funding to hire a contract planner to assist with the inventory update. Anant Patel will be working on the project from September to December. Anant is currently photographing heritage resources in the rural areas. It is staff's goal to have all the historical information, photographs, staff reports, designation by-laws, etc., that are available on a property amalgamated into a database that can be accessed by all Planning staff. The Walbridae House Staff contacted the Ontario Heritage Trust in regards to their provincial plaque program. An application is to be submitted to the Trust for review by their annual deadline of September 15th. The application is to certify that: x The subject of the plaque has not previously been commemorated at or near the proposed location x Adequate arrangements have been made for continuing maintenance of the plaque and the grounds surrounding it x The consent of the property owner at the proposed location has been obtained x The location of the plaque is accessible to the public x The plaque will be unveiled at a public event x A financial contribution will be provided to help fund the project The Trust has confirmed that the cost of the project is $17,500 and there is no set limit for what it expected to be contributed. Smaller groups, such as heritage committees, usually contribute $1,000 to $2,500. Larger bodies pledge between $5,000 and $7,500 and large corporations have occasionally absorbed the entire cost. A 1000 background paper, with supporting documentation, is to be submitted with the application. The Trust has already prepared historical research on the property as part of the request for provincial designation submitted directly to them by the Newcastle Village and District Historical Society. As the research has already been completed, they were asked if the information they already had on file was sufficient to fulfill their 1000 background paper requirement. No response has been received to date. 06.22 Moved by Karin Murphy, seconded by David Reesor THAT the Committee request Planning Staff to submit a provincial plaque application for the Wallbridge House. "CARRIED" Minutes of the Clarington Heritage Committee Meeting: September 19th, 2006 Page 3 CORRESPONDENCE Green Road Extension and CP Rail Grade Separation — Request for comments Notification was forwarded to the Committee in regards to the Green Road Extension and CP Rail Separation Schedule 'C" Class Environmental Assessment. The Notice indicated that the Municipality has initiated a Class Environmental Assessment and an open house was being held on August 29th. There are no heritage structures within the area being assessed. Discussion arose on the impact the project will have on the drumlin, which is a natural feature. There was some confusion in regards to the Committee's mandate to providing comments on the natural feature. Staff will provide written clarification by e-mail prior to the next meeting. New Acting Municipal Heritage Committee Advisor The Ministry of Culture has sent notification that Yvonne Yuen is now the Acting Heritage Committee Advisor. SUB -COMMITTEE REPORTS 407 Committee Karina Isert discussed that September 5, 2006 was the last meeting that took place. She provided details of the copy of the East Environmental Assessment and the East Environmental Alternatives that they had received. She brought copies of these reports for Committee review. She also noted that their next meeting would be held on October 3, 2006. Orono Community Improvement Plan Karina Isert stated that she had attended a CIP meeting in Orono in regards to the construction of a hand rail to beautify the community. Orono will be celebrating their 175th anniversary and are looking for people to help with ideas for the celebration. FINANCIAL REPORT The balance in the account after paying the CHO membership renewal was $911.15 on August 31, 2006. 06.23 Moved by Karina Isert, seconded by Councilor MacArthur THAT the financial report be accepted as presented. "CARRIED" Minutes of the Clarington Heritage Committee Meeting: September 19th, 2006 Page 4 NEW BUSINESS Doors Open Ontario Training Session A training session on Doors Open Ontario will take place on September 28, 2006 in Cobourg. The Committee members were encouraged to attend. Heritage Property Tax Rebate Program Staff have contacted the Town of Whitby and the Town of Ajax in regards to their implementation of the Heritage Property Tax Rebate Program. Neither have received any applications to date as they are both working on finalizing the requirements to put the Program in place. Both are proposing a 10% rebate and Ajax expects to be accepting applications in early 2007. Rezoning of 120 Queen Street, Bowmanville A rezoning application was submitted for 120 Queen Street in Bowmanville. The application did not propose any changes to the exterior of the building, which has been identified as a Heritage Merit resource. Staff requested that the applicant be notified that if they do intend to alter the exterior of the building at some point in the future the Clarington Official Plan requires that any changes to the exterior of the building be compatible and consistent with the building and surrounding area. Science and Technology Park Inventory \ , An urban design and land use framework for the Science and Technology Park in Bowmanville is being prepared. The secondary plan component can include any heritage resources that are identified as significant by the Committee. David Reesor and Karin Murphy volunteered to review the park area, photograph of buildings that appear to have heritage significance, and report back at the next meeting. ointment of New Committee The advertisement for appointments to the Heritage Committee will be posted in November and Council will make the appointments in January.
