1. That Report CSD -003-19 be received; and
2. That Council approve the proposed rates and fees as outlined in Attachment 1 of Report
CSD -003-19 for the period September 1, 2019 to August 31, 2021.

Report Overview
This report contains recommendations on rates and fees charged by the Community
Services Department. The proposed rates and fees schedule (Attachment 1) is for the
period of September 1, 2019 to August 31, 2021.
1. Background
Page 2
1.1 Every two years, the Community Services Department conducts a review of the
approved rates and fees in order to propose recommendations for potential increases
for Council's consideration.
1.2 Staff completed a benchmarking exercise considering Lakeshore Communities to
ensure Clarington's fees are comparative to our Municipal neighbours.
1.3 During this review, staff examined the structure of rates and the new proposed rates
moves to a per hour structure for our programs and services. Moving to a per hour
format achieves a number of different efficiencies for staff:
x Provides staff flexibility in program planning. Basing fees on an hourly rate
enables program staff to plan different durations of programs and lessons. This
can be based on customer demand or number of weeks between natural school
breaks for children's programs, rather than being tied to a 10 -class format.
x Administration of program fees becomes more efficient in ActiveNet. ActiveNet is
the program used for planning, registering and processing payments. The hourly
fee structure makes entered rates cleaner in the system reducing potential errors
in staff choosing fees. There are fewer layers created in the background of the
system therefore simplifying the structure.
x When a program requires a single class cancellation (i.e. inclement weather, pool
fouling during a swim lesson), administration of refunds becomes more efficient.
Staff processing refunds can now refer to the rates and fees schedule rather than
having to complete manual calculations for a per class fee to process the refund
to the customer. This also makes auditing refunds simpler.
x The facilities rental section of ActiveNet is a complicated matrix. By moving to a
simplified rate structure and maintaining the per hour fee for all rates, a number
of layers in the matrix are removed. This creates two efficiencies for staff. First,
it simplifies the booking process for staff when a customer requests a rental
booking. Secondly, it reduces the number of areas requiring updating when
rates and fees change, making updating rates quicker and more efficient.
2. Pay As You Go Programming
2.1 Pay As You Go Programming (PAYGO) has two types of rates; single visit and 10 visit
passes. 10 visit passes are priced on the philosophy of buying nine visits and getting
the 10th visit for free.

2.2 The review of rates in this section targeted that the 10 visit formula was followed.
Where the formula was not correct, rates will be phased in over four years. This will
achieve the required consistent application of the formula, while minimizing the impact
to the customer.
3. Memberships
3.1 Memberships continue to be popular with residents. The membership structure was
reviewed and updated to be consistent across membership types. Minor increases
were applied to maintain our position in the marketplace.
4. Recreation Programming (Registered)
4.1 Recreation programs in all areas performed well in 2018. To increase flexibility in
programming offerings, all program fees are moving to the per hour structure mentioned
above. A program fee is based on the number of hours the program is offered and will
continue to be advertised to customers as a full price for the length of program.
4.2 Aquatics continues to see growth. With increased demands on program availability,
there is a need to increase and expand our Aquatic Leadership and Advanced
Leadership program offerings. This will create an opportunity for residents to achieve
their aquatic qualifications, which could lead to potential job opportunities. The cost of
manuals has been removed from the hourly fee for these programs. This helps to
accurately reflect the direct instructional cost of the program being delivered. Manuals
are still mandatory for the programs and will be charged at the rate set by our service
provider (i.e. Red Cross or Life Saving Society). While the fee for the program appears
to have decreased from 2018, the decrease is simply reflective of removing the manual
cost from each applicable fee.
5. Facility Rentals
5.1 Performance of facility rentals continues to remain consistent. Staff are recommending
minor increases in these categories as they are well positioned in the marketplace.
Rates have moved to the simplified hourly structure.
6. Administrative Charges
6.1 Administrative charges represent fees and approved discounts. Previously, these were
embedded in each fee category. This year they have been consolidated (i.e. non-
resident surcharge, program cancellation/refund fee) into this one section.
6.2 Staff have reviewed a number of the discounts and have proposed minor changes. The
most significant change is the elimination of the Third Child Discount. While staff
recognize that this is an impact to some families, for those who require financial
assistance and meet eligibility requirements there is a Fee Assistance Program (FAP), a

program that removes the financial barrier for those in need to participate in recreation
activities.

8.1 In preparation of this report, staff recognize the need to offer programming to our
residents to encourage, maintain and promote a healthy lifestyle through affordable
recreational opportunities.

General Definitions
Community Group - a group that provides a service that benefits the well being of the community. Non -for-profit (includes school
boards, minor/youth sport organizations, etc.)
Resident - any person residing in the Municipality of Clarington
Non -Resident - any person residing outside of the Municipality of Clarington, will pay a surcharge to access programs, memberships,
rentals and services
Adult - any person between the ages of 18-54 years old
Senior - any person 55 years of age and older
Youth - any person 17 years of age and younger
Student - any person over the age of 18 that is currently enrolled in full time studies
Prime Time - 5pm-11 pm Monday to Friday, 6am to 11 pm Saturday and Sunday
Non Prime Time - 6am-5pm Monday to Friday
Discount Ice Rate - September 1 - April 30, after 11 pm Sunday to Saturday
Family - 2 adults and 2 children living at same address. Additional add on fee for extra children. For Fitness memberships, children
under 13 are only eligible for swim/skate memberships
Heat Relief Swim - swims are held at no charge during summer months when the temperature exceeds 30 degrees celcius and/or the
humidex reaches 40 degrees celsius or higher (resolution GPA -382-02)
Long Term Rental - any permit that has mulitple bookings (ie. more than 1) and includes but not limited to seasonal ice/floor contracts,
pool contracts, etc.
Spot Rental - any permit that has one occurance (ie. wedding, trade shows, events, meetings, etc.)
