HomeMy WebLinkAbout98-173 iJ/-j,/' pN 77 •w uxaYs�� THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 98-173 Being a by-law respecting the annual allowances paid to the Mayor and Members of Council and to repeal By-law 96-138, as amended WHEREAS Report ADMIN-15-98 included a report prepared by the independent firm of Gazda Houlne& Associates which identified that the remuneration rate of the Mayor is significantly below the average within the reference group at the 14th percentile and the Members of Council are at the 38th percentile; WHEREAS the comparison of remuneration is with similar municipalities and it indicates that the Municipality of Clarington is falling far behind in the average, which if not adjusted, will continue to decline; WHEREAS the current rate of remuneration for the Mayor is comparable to the lower level of the Confidential Secretary; WHEREAS the compensation levels for the Mayor and Members of Council has not been adjusted since April 1996; WHEREAS in consideration of the rapid rate of growth of the Municipality of Clarington, and the significant issues facing the Municipality in the future; NOW THEREFORE BE IT RESOLVED THAT: 1. The rate of remuneration for the Mayor be approved for three years at the following rates: 1998 1999 2000 $45,000 $48,000 $50,000 2. The remuneration to the Members of Council be maintained at 40 percent of the remuneration paid to the Mayor. For the following years that rate will be: 1998 1999 2000 $18,000 $19,200 $20,000 3. The annual allowances payable to the Mayor and Members of Council as provided in Sections 1 and 2 of this by-law be continued, provided that should the provisions of the Municipal Act, R.S.O. 1990, c.M.45, as amended, be amended or should they be repealed and replaced with provisions that in effect prohibit an income tax free portion of such annual allowance to be paid by the Municipality, the Treasurer shall make appropriate adjustments so as to maintain the same net compensation level payable to the Mayor and Members of Council. 4. By-law 96-138, as amended, is hereby repealed. By-law read a first and second time this 23rd day of November 1998.
