Barrie Councillor Trim led the meeting in prayer. DISCLOSURES OF PECUNIARY INTEREST There were no disclosures of pecuniary interest stated at this meeting. Resolution #C-212-02 Moved by Councillor Trim, seconded by Councillor Robinson THAT the order of the agenda be altered to allow for the delegations to address Council during consideration of Reports FND-007-02 and FND-008-02. ' Special Council Minutes April 12, 2002 -2- Resolution #C-213-02 Moved by Councillor Trim, seconded by Councillor Pingle THAT Report FND-007-02 be received; THAT Report FND-008-02 be received; THAT the 2002 Capital Budget, as outlined in the document attached to Report FND-007-02 be approved; THAT Attachment #1 to Report FND-007-02, summarizing the financing of capital draws on the Reserve and Reserve Funds be approved; THAT the Four Year Forecast be approved in principle; THAT the Beech Centre be authorized to access the principle value of the Reserve Fund set aside for their operating support, for their capital requests, in the amount of $11 ,000; THAT the Clarke Museum late Capital Budget request be referred to the Director of Operations; THAT Council grant an interest-free loan for an estimated $30,000 to the Bowmanville BIA for the purchase of Christmas decorations to be paid back over a five-year period beginning in 2003; THAT, should the Newcastle BIA decide to proceed, Council grant an interest-free loan for an estimated $7,500 to the Newcastle BIA for the purchase of Christmas decorations to be paid back over a five-year period beginning in 2003; THAT the 2002 Operating Budget outlined in the draft Current Budget document together with Mayor Mutton's memo dated April 3, 2002, at a target maximum of 2.3% increase in overall levy over the 2001 levy (exclusive of tax policy) as described in Report FND-008-02 and Attachment No.1 to that report be approved; THAT the Schedules in Section B of the Draft Current Budget document outlining Reserve and Reserve Fund Contributions be approved; THAT the Region of Durham be invoiced for Clarington's roadside dumping clean-up costs, to be recovered from the Regional waste levy/flat rate as per Report FND-006-02, Clarington Curbside Garbage Collection; . . . 41,. ' Special Council Minutes April 12, 2002 -3- THAT the external agencies referred to in Report FND-008-02 and identified in Attachment #1 to Report FND-008-02, be advised of Council's decision regarding their grant request; THAT 2002 staffing changes be approved as per Attachment #3 to Report FND-008-02; and THAT the appropriate by-laws to levy the 2002 tax requirements for Municipal, Regional and Educational purposes be forwarded to Council for approval, once final tax policy information is available. "SEE FOLLOWING" Mayor Mutton advised Council that staff have worked very hard to put forward the 2002 budget at a 2.3% increase. The original budget was 3.55%, however, upon further review staff was able to cut an additional $124,000. The budget as it is presented realizes a $16.00/per household increase, the lowest in Durham Region and one of the lowest in the entire GT A. The $30 million Capital Budget is the most significant Capital Budget ever realized in the municipality. John-Michel Komarnicki and Richard Toms, were present to answer questions of Council with respect to the Visual Arts Centre 2002 budget request. Cathy McKeever, provided a power point presentation and answered questions with respect to the Clarington Public Library's 2002 budget request. A representative of the Bowmanville Museum was called but was not present. Dave Climenhage, was present in order to answer questions with respect to the 2002 budget request of the Clarke Museum and Archives. Council reviewed and requested clarification on each of the departmental budget requests.
