THAT Report CD-6-98 be received; 2. THAT the twelve security officers listed on the letter from Group 4 C.P.S. be appointed as By-law Enforcement Officers for the sole purpose of enforcing the provisions of the Traffic By-law on the private property at 1414 King Street West, Courtice; 3. THAT the By-law attached to Report CD-6-98 appointing these people be forwarded to Council for approval; and 4. THAT Mauret te Walker and GROUP 4 C. P. S. Limited be advised of Council's decision. BACKGROUND: In October of this year the By-law Enforcement Division received a formal request from Maurette Walker, Director of Operations for Valiant Property Management to have members of Group 4 C.P.S. Limited appointed as By-law Enforcement officers in order to enforce the Traffic By-law, #91-58, on Valiant's new plaza development at 1414 King Street West, Courtice. At the present time, parking offenses at the plaza property are handled by the Parking Enforcement Officers and the Durham Regional Police on a complaint basis only for general matters and on a routine basis for the designated Fire Routes. Often by the time an officer is dispatched the offending vehicle has moved or an agent for the property cannot be located to co-sign the ticket. The By-law Enforcement Division will provide whatever training is necessary for the officers to ensure that their enforcement duties are carried out properly. It is therefore recommended that the security staff members listed be appointed as By-law Enforcement Officers for the sole purpose of enforcing the Traffic By-law on the commercial plaza property at 1414 King Street West, Courtice and that the attached By-law be forwarded to Council for approval. Markham, Ontario, Canada L9R OC9 717 THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 98- Being a by-law to appoint certain persons as Parking Enforcement Officers for 1414 King Street, Highway #2, Court ice. WHEREAS Section 20 of the Police Services Act R.S.O. 1990, Chapter PIS, Section 15(1) authorizes a Council of any Municipality to appoint one or more By-law Enforcement Officers who shall be Peace Officers for the purpose of enforcing the by-laws of the Municipality; AND WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to appoint members of the staff Group 4 C.P.S. Limited as Parking Enforcement Officers for the sole purpose of enforcing the by-law on the property located at 1414 King Street, Highway #2, Courtice. NOW THEREFORE the Council of the Corporation of the Municipality of Clarington enacts as follows: 1. Those persons named on Schedule A, which is hereinafter attached and forming part of this by-law, are hereby appointed as By-law Enforcement Officers for the sole purpose of enforcing the Traffic By-law of the Municipality of Clarington on the private property located at 1414 King Street, Highway #2, Courtice, Municipality of Clarington. By-law read a first time and second time this 19th day of January 1998. By-law read a third time and finally passed this 19th day of January 1998.
