Res.#: GP A - (eLl I.c) ~;' Date: December 7, 1998 Report #: TR-93-98 File #: Subject: By-Law #: SECURITY MEASURES - HAMPTON OPERATIONS DEPOT Recommendations: It is respectfully recommended to Council the following: 1. THAT Report TR-93-98 be received; 2. THAT Purchasing By-Law #94-129, be waived; 3. THAT McFaul Fencing Ltd., Courtice, Ontario, with an estimated bid of $20,000, being the lowest quotation received, be awarded the fencing contract at the Hampton Operations Depot; FORTHWITH 4. THAT Reedtronics Security Systems, Newcastle, Ontario, with an estimated bid of $8,000, be awarded the contract for installing a security alarm system at the Hampton Operations Depot; FORTHWITH 5. THAT the cost of the monthly monitoring charges be accommodated through the annual operating budget; and 6. THAT financing for the fencing and security system be obtained from the Public Works Lot Levy Reserve Fund, Account #1100-157-X. Background and Comments: 1.0 On October 31 and November 7, 1998, the Public Works Operations Depot in Hampton, was the subject of substantial vandalism. In the first instance, it appears that vandals attempted to steal four (4) of the Public Works vehicles and when they were unable to do so, proceeded to vandalize the vehicles. In the second instance, it appears that the primary motivation was simply to cause substantial damage to the vehicles. In this case, an additional six (6) vehicles were damaged. The police were called in both circumstances but no charges have been laid. Cjl5 # TR-93-98 SECURITY MEASURES - HAMPTON OPERATIONS DEPOT Page - 2 - 2.0 In total, the estimated cost to repair the damages is in the vicinity of $25,000 with only $7,000 potentially recoverable from the municipality's insurance coverage. This is because the deductible under the municipality's fleet coverage applies to each vehicle, not to each occurrence. 3.0 Due to the significant investment of the municipality in its vehicles and equipment and the potential for further occurrences, it is recommended that security measures be put in place in order to minimize the risk of future damages. 4.0 Treasury Staff contacted Frank Cowan Insurance Company, L.V.Walker and Associates (the municipality's insurance adjusters), Clarington Hydro-Electric Commission and the City of Oshawa to determine appropriate measures to be implemented. The Risk Management Division of Frank Cowan Company advised that many municipalities in similar circumstances to Clarington's have installed perimeter fencing around vehicle depots with alarm sensors along the fenceline. Clarington Hydro-Electric Commission has a security system in place with random security company on-site visits. The City of Oshawa has contracted 24 hour on-site security guard services. 5.0 Based on the location and size of the Hampton Operations Depot, it is recommended that the perimeter be fenced. It is also recommended for efficiency and effectiveness of the security system, that an additional gated fence be installed immediately, north of the central operations area and that this compound area be secured with alarm sensors on the fencing. 6.0 These security measures will allow an early warning system in order to minimize the time period that vandals would have on the property before police or Public Works Staff arrive. 7.0 It is anticipated that this will, in turn, substantially reduce the future costs resulting from vandalism and theft. submitted, Reviewed by: n A.
