THAT Report TR-30-98 be received; 2. THAT the procedures set out in Purchasing By-law No. 94-129, Section 5, Paragraph 06, be waived for this particular transaction; 3. THAT Council authorize the Region of Durham to provide pavement marking services at an estimated cost of $24,000.00; and 4. THAT the funds be drawn from the 1998 Public Works Budget for Pavement Marking, Account 7208-00431-0249 FORTHWITH. BACKGROUND AND COMMENT: 1.0 ATTACHMENTS No.1: Pavement Marking Locations 2.0 BACKGROUND 2.1 The amount of pavement marking services which must be contracted out for 1998 is estimated at $24,000.00, which exceeds the $20,000.00 limit of Purchasing By-law No. 94-129, which requires a tender to be issued. Staff is recommending that By-law No. 94-129, Section 5, Paragraph 06, be waived for this particular transaction. 801 REPORT NO.: TR-30-98 PURCHASE OF PAVEMENT MARKINGS PAGE 2 3.0 REVIEW AND COMMENT 3.1 The 1998 Public Works Department Budget for pavement marking is $31,000.00. This amount includes $7,000.00 for painting by Clarington Public Works staff and $24,000.00 to be contracted to an outside agency. 3.2 Of the $24,000.00 to be contracted to an outside agency, approximately $17,000.00 will be spent on directional dividing lines. The locations include 2.9 km of white edge line, 3.7 km of lane lines and 68.6 km of yellow centre line locations (Attachment No.1) . Of the remaining $7,000.00, 3,000.00 will be used at miscellaneous locations and $4,000.00 will be spent on transverse pavement markings such as stop bars, crosswalks and turn arrows. These markings will be applied by the Region of Durham with a two (2) part cold epoxy plastic which has a longer life than paint. These plastic markings are more expensive than paint to apply but, due to the durability in high volume areas, they have a "payback" period of only three (3) years. By using this high grade plastic, areas which were previously painted once or twice every year will no longer require continual maintenance resulting in a long term savings to the Municipality. 3.3 The Region of Durham provides this high level pavement marking service to other Municipalities within its boundaries. The Region of Durham has provided this quality service to the Municipality of Clarington since 1989. The estimated price of applied paint at $166.00 per kilometre for 1998 is less than previous years due to accounting changes and the need to remain competitive with the market place. 802 REPORT NO.: TR-30-98 PURCHASE OF PAVEMENT MARKINGS PAGE 3 3.4 The Region of Durham requires authorization as soon as possible in order to schedule Clarington locations in conjunction with Regional Roads, therefore a FORTHWITH approval to proceed is requested.
