CO-OPERATIVE TENDER
QWC-17-97, SUPPLY AND DELIVERY OF CORRUGATED PIPE CULVERT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-27-98 be receivedj
2 . THAT the contract award to, Hol t Culvert and Metal Products,
Peterborough, Ontario, with a total unit price of $34,623.83
(plus applicable taxes), being the lowest responsible bidder
meeting all terms, conditions and specifications of the Co-
operative Tender QWC-17-97, be extended for the 1998 season to
supply and deliver corrugated pipe culvert on an " as required"
basis to the Municipality of Claringtonj
3. THAT upon expiry of the contract extension, pending
satisfactory serVlce and pricing by the low bidder, and pending
agreement of the Durham Purchasing Co-operative Participants,
that the contract be extended for a third yearj and
4. THAT the funds be drawn from the Public Works approved Winter
Maintenance Accounts for the 1998 Culvert Maintenance
Construction Budget; FORTHWITH.
BACKGROUND AND COMMENT
Tenders were called on a co-operative basis by the Town of Pickering,
which included the culvert requirements of the Municipality of
Clarington. Subsequently, in June 1997, Council awarded the contract
to the lowest responsible bidder, Holt Culvert and Metal Products.
The specifications for this tender provided for an option to renew
for a second and third year pending satisfactory service and pricing.
As Holt Culvert and Metal Products has provided satisfactory service
and has agreed to extend the 1997 tendered prices until October 31,
1998, the recommendation of the Durham Purchasing Co-operative is to
extend the contract for the 1998 season.

After review and analysis of the bids by Purchasing and Public Works
staff, it was mutually agreed that the low bidder, Holt Culvert and
Metal Products, Peterborough, Ontario, be recommended for the
contract extension to supply and deliver corrugated pipe culvert to
the Municipality of Clarington. The required funds will be drawn
from the 1998 Culvert Maintenance Construction Budget from which
there are adequate funds available.
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to department needs,
specifications, etc., should be referred to the Director of Public
Works.
