PUBLIC SECTOR SALARY DISCLOSURE ACT
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-21-98 be received for information.
BACKGROUND AND COMMENT:
1.0 On January 29, 1996, the Ontario Legislature passed the Public Sector Salary
Disclosure Act. This Act requires the Municipality to disclose annually the
names, positions, salaries and taxable benefits of employees paid $100,000 or
more a year.
1.1 In 1997, employees paid a salary, as defined in the Public Sector Salary
Disclosure Act, 1996, of $100,000 or more by the Municipality of Clarington
were as follows:
W.H. Stockwell
Chief
Administrative
Officer
Basic Pay
Pension Adjustment
Total
$ 96,409.91
6,625.34
$103,035.25
$627.49
1.2 It is important to note that the basic pay for the Chief Administrative Officer is
the gross salary before statutory deductions for tax, C.P.P., EI etc. The
pension adjustment is the value of the employer's contribution to OMERS for
all employees. Since Mr. Stockwell is not participating in OMERS, this is the
pension equivalent paid to his own plan.
1.3 The Municipality is required to submit this information to the Ministry of
Municipal Affairs and Housing and to include the information in the
Municipality I s annual financial statements.
