THAT Report TR-19-98 be received; 2. THAT Staff be authorized to issue a purchase order to J. J. MacKay Canada Limited in the amount of $26,502.33 (including taxes) for the purchase of fifty (50) electronic parking meter mechanisms, and eighteen (18) single vault meters, as required by the Municipality of Clarington; 3. THAT Purchasing By-law #94-129, Paragraph 5.06 be waived for this transaction; and 4. THAT the required funds be drawn from the Parking Reserve Fund Account #1110-00162-0000. BACKGROUND AND COMMENT: On January 26, 1998, Council approved Reports CD-8-98 and WD-9-90, (copies attached, marked Schedule" A" ), authorizing the purchase of additional parking meters and mechanisms. THAT Report CD-8-98 be received; 2. THAT the purchase of the parking equipment as listed in the Report CD-8-98 be approved; and 3. THAT funds in the amount of $32,188.38 be allocated from the Parking Reserve Fund #1110-162-X. BACKGROUND: At its regular meeting on April 14, 1997, Council approved Report CD-17-97 which, among other things, allowed for the purchase of parking meter bags for the meters in the Bowmanville downtown area'~ The bags are used to cover the meters fer occasions when parking is to be prohibited and for providing free parking, such as at Christmas. On May 6, 1997, an order was placed with a local company for 250 nylon parking meter bags. The quoted price was $5.65 per bag, for a total price of $1412.50. The supplier had originally indicated that the bags would be ready within six to eight weeks, By November the bags still had not arrived and calls to the suppliers were producing no results. On November 11, 1997, staff met with a representative from Trevor Owen Limited to discuss placing an order with them to provide the bags. Based on those discussions it was decided to cancel the prior order and purchase the bags from Trevor Owen. The Trevor Owen bags were to be made of heavy unbleached canvas which would last longer and are much more damage resistant than nylon. Unfortunately they were more expensive. the estimated cost per bag was $14.65. Since these bags were needed for the Christmas season when staff are required by by-law to cover the meters and offer free parking in the downtown, it was decided to procet'd with ordering the bags in order to ensure delivery by the first week of December. .../2 ".' Delivery was in fact made on time and the Bowmanville Business CenterJwas very pleased with the new bags. They are a vast improvement over the plastic bags we have used in the past and present a very professional image for the municipality. The difference in price between the two suppliers is $2,587.50 (including taxes) and it is therefore necessary to obtain Council approval for the extra cost. Unlike other municipal operations, Parking Enforcement is self sufficient. The revenue from the meters and all fines is placed in the Parking Reserve account to cover the cCosts of operation and purchases of equipment. It is therefore not a burden on the general taxpayer. . Staff also need to purchase two other items. The first is an additional 50 parking meter mechanisms. Over the past couple of years minor vandalism has resulted in the loss of some of our mechanisms. At present we have no spares to replace any meters that break down and need to be serviced. In addition several of the meters on the side streets are still the old mechanical units and need to be upgraded to be consistent with the rest of the inventory. The purchase of fifty additional mechanisms would allow sufficient supplies to meet these needs. The mechanisms are $249.95 each. Total cost plus taxes would be $26,869.63. i The second item is parking passes. At the start of each term of Council new passes are issued to staff and Councillors. The new passes will cost $2,731.25. CONCLUSION Staff respectfully recommend that Committee recommend to Council the expenditure- of '$32, 188.38 to implement the proposals above and that the necessary funds be drawn from the Parking Reserve Fund (111 0-162-X) for this purpose. REPORT 1.0 ATTACHMENTS No 1: No 2: Key Map Proposed By-law amendments 2.0 BACKGROUND 2.1 Parking demands on Temperance Street are high and may increase further upon completion of construction of the condominium apartment building across from the library. ".6"1111 'tt:::!:J"C1'CU: 814 SCHEDULE "A" continued < ,N i " REPORT NO.: WD-9-98 PAGE 2 space and enforcement problems with vehicle~ parked longer than the posted free 30 minute time limit. 3.0 REVIEW AND COMMENT 3.1 Temperance Street, reconstructed during 1997, 1S now 10.50m wide and should be designated to provide parking on both sides to accommodate the large parking demand. The pavement width would provide for two travel lanes of 3.00m and two parking lanes of 2. 25m. These dimensions provide narrow parking stalls but are the same as Temperance Street between King Street and Church Street. 3.2 Prior to const.ruction, the east side of Temperance Street between Church and Wellington Streets provided four metered parking spaces with two hour time limits and six spaces controlled by maximum 30 minute parking signs. The west side of Temperance Street was prohibited parking. During a meeting on December 9, 1997, staff from Public Works, By-law and the Bowmanville Library agreed that due to the high parking demand, parking meters were required to provide a proper turnover of the parking spaces. Although shorter time periods were originally considered, the three parties agreed that meters should be programmed as two hour time limits to provide uniformity with all other units throughout Bowmanville. If a parking turnover problem does develop at a later date, the electronic meters can be reprogrammed to 1 hour or 30 minute maximum limits. It should be noted that the underground parking garage at the apartment complex is not yet open and residents are presently parking in "guest parking" spaces and on adjacent streets. A maximum of 18 parking stalls can be provided if both sides of Temperance Street are utilized. I PAGE 3 REPORT NO.: WD-9-98 3.3 An estimated amount of $12,500, to be drawn,~rom the Parking Reserve Fund, is required to cover the cost of purchasing the 18 vandal resistant meter housings with fully electronic mechanisms. 3.4 To permit more efficient snow removal, the parking meters will be located between the outside edge of the,sidewalks and ~he property lines rather than in the narrow boulevard. Parking space delineation will be provided by line painting the individual parking s~alls. 3.5 If council supports the recommendations contained 1n this report, the Director of Public Works will authorize the temporary placement of IlMaximum Two Hourll permissible parki!lS signs. This will be carried out as an interim measure untl~ the parking meters can be ordered and installed. Installation will take place as soon as possible, but not before construction of the underground parking garage at tne apartment garage is completed. 3.6 Disabled Parking: There have been requests for disabled parking near the library over the past few years. The nearest designated disabled space is located on Church Street just west of Temperance Street, a distance of 85m (280 ft). Staff are not recommending a designated on-street disabled parking space adjacent to the library for the following reasons: i) The narrow parking lane of only 2.25 metres 1S unsafe for designated disabled parking. ii) Disabled persons are already able to park 1n any /8,1 6 SCHEDULE "A" continued ,,' .' ,f j REPORT NO.: WD-9-98 PAGE 4 parking space for longer than 2 h9~rs at no cost. iii) Staff are hopeful that the provision of additional parking on Temperance Street will lmprove the parking situation at the library. Following the completion of all construction In the area, Staff will revisit the need for designated disable parking near the library. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that parking meters are the best way to regulate parked vehicles in Lhis high demand are&.
