CO-OPERATIVE TENDERS
T-280-97, THE SUPPLY OF SODIUM CHLORIDE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-13-98 be received;
2. THAT the contract award to Canadian Salt Co., Ltd.,
Mississauga, Ontario, with a total unit price of $43.14 per
tonne, being the lowest responsible bidder meeting all terms,
conditions and specifications of the Co-operative Tender T280-
97, be extended for the 1998/99 winter season to supply Bulk
Sodium Chloride to the Municipality of Clarington, as required
by the Department of Public Works;
3. THAT upon expiry of the contract extension, pending
satisfactory service by the low bidder, and pending agreement
of the Durham Purchasing Co-operative Participants, that the
contract be extended for a third year; and
4. THAT the funds be drawn from the Public Works approved Winter
Maintenance Accounts for the 1998/99 winter season
requirements; FORTHWITH.
BACKGROUND AND COMMENT:
Tenders were called on a co-operative basis by the Region of
Durham, which included the Sodium Chloride requirements of the
Municipality of Clarington. Subsequently, in July 1997, Council
awarded the contract to the lowest responsible bidder, Canadian
Salt Company Limited. The specifications for this tender provided
for an option to renew for a second and third year pending
satisfactory service and pricing. As Canadian Salt Company has
provided satisfactory service and has agreed to extend the 1997

tendered prices for a second year, the recommendation of the Durham
Purchasing Co-operative is to extend the contract for the 1998/99
season.
After review and analysis of the bids by Purchasing and Public
Works staff, it was mutually agreed that the low bidder, Canadian
Sal t Co. Ltd., Mississauga, Ontario, be recommended for the
contract extension to supply and deliver Sodium Chloride to the
Municipality of Clarington. The required funds will be drawn from
the 1998/99 winter season requirements from which there are
adequate funds available.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications etc., should be referred to the Director of Public
Works.
The prices submitted by the Canadian Salt Co., Ltd. reflect a 0%
increase/decrease respectively over the 1997 prices submitted .
