THAT, Report TR-2-98 be received for information; 2. THAT in accordance with the provision of the Tri-Partite agreement between the Region of Durham, Ontario Hydro and the Municipality of Clarington for the disposition of the Darlington Generating Station "A" Reserve Fund, the Council of the Municipality of Clarington hereby authorizes that funds of approximately $175,000 be allocated from the Reserve Fund to pay for the site rehabilitation of the former Soper Creek Water Pollution control plant including, landscaping, entrance beautification and construction of the Tourist Information Centre; 3. THAT, also in accordance with the agreement, that the Council of the Region of Durham be requested to authorize the Municipality of Clarington to access the said Reserve Fund for the above noted purpose. 4. THAT the Mayor and Clerk be authorized to execute any document necessary to access the Station Account' A' Reserve Fund for the rehabilitation of the site; 5. THAT a copy of this report be forwarded to the Region of Durham. BACKGROUND AND COMMENTS: I 1. As part of the Tri-Partite Agreement between the Municipality of Clarington, the Regional Municipality of Durham and Ontario Hydro, for disposition of the Darlington Nuclear .. ./2 801 ,; REPORT TR-2-98 PAGE 2 Station Account' A', a reserve fund was set up in the name of the Municipality of Clarington and is maintained by the Municipality. The agreement specifies monies may be disbursed from this reserve fund for the purpose of site rehabilitation of the Soper Creek Water Pollution Control Plant upon mutual agreement of the Council of the Municipality of Clarington and the Council of the Region of Durham, 2. As part of the 1997 Capital Budget, Council approved to modify the former water pollution control plant to accommodate a tourist info centre, entrance beautification, landscaping etc. The budgeted cost for the site rehabilitation is $175,000.00. The approved 1997 Capital Budget (Attachment A) reflected potential financing of $25,000.00 from the Clarington/Region Station "A" Reserve Fund. Due to the nature of the work performed, it is the opinion of staff that the full scope of the project should qualify to be financed from this reserve fund under the scope of the agreement. As of December 31, 1997 the approximate uncommitted balance in this Reserve Fund is $3.5 million. CONCLUSION: 1. It is the opinion of staff that this capital project meets the purpose for which the Station Account 'A' Reserve Fund's monies was designated. Therefore it is recommended that the capital project be 100% funded from the Clarington/Region (Station "A") Reserve Fund and that the Region of Durham be requested to authorize the use of the Reserve Fund for this purpose. 2. The decommissioning of this site was originally reported to and authorized by Council through Report PD-80-94. There were additional costs associated with the decommissioning and site rehabilitation over and above the amount anticipated in PD-80- 94. These costs were invoiced to the Municipality in December 1997 and a final status report to Council will be on the March 2, 1998 agenda. .. ./3 802 .
